The Crayter Republic as a whole is determined to survive and succeed in the wars that were brought upon our Nation, wars which brought untold horrors to our Citizens and belief system. We need to reaffirm once more our faith in the fundamental human rights, in the dignity and honour of person, and the equal rights between the citizens and residents living under our banner, to establish and uphold the Justice system and Laws and the mutual respect for the obligation that arise from our treaties and deals, and to uphold those treaties and to promote a better society and social progress with better standards in life, providing and ensuring that our Citizens and Residents benefits from the same freedoms.
To these ends and to live together in peace as members of the Crayter Federal Republic, we, the Crayter Republic and Natio Octavarium, unite our military and economic strength to secure and maintain peace and security throughout our lands and bring a new economic boom to our nations, to ensure that our Armed Forces shall not be used except in common defense and security and not against any members signatory of this Charter, and to promote economic and social advancement throughout our space.
Chapter 1: Purpose and Principles
Article 1 - The Purposes of Federal Charter are:
• To maintain planetary and interplanetary security within our borders and to achieve that end, to take effective collective measures for the prevention of threats to the peace, the suppression of aggressive acts and if possible to bring by peaceful means or the using of force if necessary against any internal or external threat, under the Crayterian Legal Codex.
• To develop friendly relations among the ethnic groups that live between our borders, based on respect for the principles of equal rights and self-determination
• To achieve inter-ethnic and Nationwide cooperation in solving problems of economic, social, cultural, scientific and military character, in promoting and encouraging respect for all those living in between the Borders of the Republic, even non-aligned persons, for their freedom without distinction as to culture, gender or religious belief.
• To extend a helping hand to those in need and to support the Social Platforms and Programs for all persons living in the Crayter Republic space.
Article 2 - Principles:
All members signatory of this Federal Charter shall act in accordance with the following principles:
Equality between all its members, defined by the Citizen and Legal Resident criteria
Members shall fulfil in good faith the obligations assumed by them
Peaceful resolution in settling matters in common shared planets or stations, according to the Crayterian Legal Codex, in such a matter that National Security and Justice system is not endangered
In the relations between the signatory members of this Charter, the members shall refrain to use force against the territorial integrity of the entities signing the Charter, in specially the shared planets and stations, unless the Nation Security is endangered by any Signatory Member of the Charter, in which case Crayterian Legal Codex will be applied, acting for the greater good.
All Signatory Members of this Charter will refrain from giving aid or assistance to any entity that is at war with another member or against which any member had taken preventive or enforcement actions, unless said action had been discussed in between the Federal Council and it has been agreed is for the greater good of the Federal Republic.
All Signatory Members of this Charter will ensure that the National Social platforms and Programs are upheld, and every Citizen and Legal Resident is entitled to the benefits they can claim.
All domestic issues between the signatory members shall be settled in a Federal Council, which will be governed under the Crayterian Legal Codex.
Chapter 2 – Membership Article 1 - Any new members will be invited to participate in a Federal Conference between the Original Signatory Members of this Charter and the applicant
Article 2 - Membership is open to any entity, as long as they sign and agree to uphold the Crayterian Legal Codex and respect and follow the Charter with all of the obligations submitted here. All new members must be willingly to uphold and respect, based on referendum vote or decision at High Command Level (where the new applicant doesn’t represent a Nation). The approval or refusal of a new member will be subject to the Members of the Federal Council.
Article 3 - The Federal Council may suspend any application of new members if there are continuing preventive or enforcement actions. All new members must settle their dispute before being allowed to continue their application. This can be put on hold by the Federal Council and it may be restored at its discretion.
Article 4 - Any member of the Federal Republic may be expelled from the Federal Republic by the Federal Council if they continually and persistently violate the purposes and principles contained in the present Charter or if their actions put the Nation in great danger.
Article 5 - In case of an expulsion, all the assets and Citizens or Residents remaining, or which chose to remain behind, will continue to be part of the Federal Republic.
Chapter 3 – Agencies, Corporations, Law Enforcement and Military Entities in the Federal Republic
In the Federal Republic, these are the accredited organizations which can operate inside our borders. This list is subject to enhancement as the Federal Republic increase.
Crayterian Fleet – Primary and Secondary. This is the military body of the Crayter Republic which acts to protect and defend the Citizens and the Nation's Interests Sirius-wide.
Crayter Intelligence Service – The Intelligence Service which deals with internal and external threats, using any means necessary to protect and defend the Nation's interests Sirius-wide, to create new opportunities from which the Republic can gain more and better technology, information and valuable assets.
Fourth Octavarium Fleet – Also known as the Fourth Fleet, is the main Military body of Natio Octavarium, which acts to protect and defend the Citizens and National Interests Sirius-wide
Octavarium Intelligence Commission – The Intelligence body of Natio Octavarium, which acts and deals with internal and external threats, using any means necessary to protect and defend the Nation and the Citizens.
Crayterian Planetary Forces – Also known as CPF. They are composed of Armored Infantry Troops, Armored Units, Atmosphere Defense and Crayterian Police Force. Each of these entities are assigned diverse duties such as boarding enemy ships and stations, policing the planets and stations, and planetary defense.
University of Yuma & Aithne Research Academy – Educational institutions based on Yuma
Integral System Engineering – Also known as ISE. This Corporation maintains the flow of goods between the Republic installations and bases.
Conveyor Minerals Inc. – Also known as CMI. This Corporation mines and refines raw ores extracted in both spaceborne and planetary mining operations. Most of the miners are graduates of Aithne Research Academy.
Yuma Ocean Farming Co-operative – Main agricultural body, based on Yuma and now prospecting Borneo.
Ares Logistics - Fleet support and Logistics.
Crayter Defense Industries – Also known as CDI, they handle any Fleet requisitions or Civilian ship production. The CDI also controls equipment production and distribution.
Yuma Robotics Inc. – The Republic's primary builder and developer of robotics. Also the first and only Republican AI producer.
Felix Manufacturing – Primary producer of consumer goods.
Intersun Luxury Liners – Main Civilian shuttle transport company. They have planetary and inter-planetary routes and offer luxury tours towards the most awe-inspiring and beautiful locations across Sirius.
Hephaestus Construction ltd – Main construction company used Republic wide, able to build planet and space side alike.
53rd Squadron – Athena Squadron – Main research company, linked to the Yuma University. They operate Sirius-wide.
Any Citizen or Legal Resident may join each of the civilian branches, as for military service, only the service in the Crayterian Fleet and Crayterian Planetary Forces grants Citizenship.
Note: Legal Residents cannot occupy governmental positions inside the Republic or High-Ranking Positions in the Corporations.
Chapter 4- Federal Council
Article 1 - Composition
The Federal Council consists of all Signatory Members of this Charter. Each Signatory member shall be entitled to have no more than two members in this body
Article 2 – Function and Powers
The Federal Council can discuss any questions on any matters within the scope of the present Charter and may make recommendations to the members, and impose sanctions if necessary, if the Nation has been put under pressure or threatened by any Signatory Member and can demand an investigation, overstepping the Member Autonomy.
Article 3 – Principles of Cooperation
The Federal Council may consider the general principles of cooperation in maintaining interplanetary and planetary security, including disbarment of the Military or Police force which violated any Principles.
The Council may discuss any questions relative to the maintenance of planetary and inter-planetary security put up by any member of the Charter and may make recommendations regarding any such questions to the members.
The Federal Council may intervene in situations which are likely to endanger planetary or system security.
Article 4 – The Federal Council may initiate studies and make recommendations for the purposes of:
Promoting system-wide cooperation in political fields and encouraging progressive development of Crayterian Legal Codex.
Promoting cooperation in economic, social, cultural, educational and healthcare and assisting any and all citizens regardless of their culture, language, gender or religion.
Article 5 – The Federal Council may recommend measures for the peaceful adjustment of any situation, which it deems likely to impair the welfare and relations between the members of the Charter, including situations resulting from violations of the purposes and principles of this Charter.
Article 6 – The Federal Council shall receive regular and special reports from all the Authorized Agencies and Economical Entities from the Federal Republic of Crayter, which will include measures and plans that are taken by any Signatory Member, keeping the Council informed of other Autonomous Entity action inside Republic Space.
Article 7 – The Federal Council shall consider and approve the budget of joint projects of Signatory Members. The Council shall consider and approve any financial and budgetary agreements with the authorized agencies and economical entities referred in Chapter 3, with Members of the Council able to make recommendations regarding the expenses.
Article 8 – The Federal Council shall supervise the use of one type of currency inside the Borders of the Federal Republic, and that is the Sirian Credit Unit.
Article 9 – Voting in the Federal Council. Joint project decisions shall be made on a two-thirds majority vote. Votes will be called regarding maintaining security and enforcing the Crayterian Legal Codex, armed conflict which are continuous or new declaration of war, election of a new Federal Council President, which will represent the Federal Republic Sirius-wide, the admission of new members, the suspension of rights and privileges of members, the expulsion of members and budgetary problems combined with opening a new Joint Project.
Article 10 – The Federal Council shall meet in regular periodic session and special sessions as occasion may require. Special sessions can be convoked by any Signatory Member.
Article 11 – The Federal Council decision is final, and all Signatory Members of the Charter shall obey and carry out the voted decision in accordance with the present Charter.
Chapter 5 – Action Regarding Enforcement of Peace and Security, Threats to the Peace, and Acts of Aggression Article 1 – The Federal Council shall determine the existence of any threats to the National Security and the welfare of the Republic and shall make recommendations to maintain or restore the system-wide or inter-system security.
Article 2- The Federal Council may call upon aggrieved parties to try to find a peaceful solution. To prevent the situation from escalating, the Federal Council may use force to restore the law and control over lost assets, according to the Crayterian Legal Codex and measures shall be taken without the prejudice of rights, claims or nationality.
Article 3 - The Federal Council will decide what measures to use and what to be employed to give effect to its decisions. Once the decision has been made, it is upon the Federal Republic Armed Forces to complete said task. Measures taken may include partial or complete interruption of economic relations, communications or restricted access to Republican Space.
Article 4 - Once a decision had been reached, all Signatory Members will devote their military resources to complete the said task. They will be integrated into a Federal Joint Command and Control Center and any Military Personnel which is part of the said group will be given Citizenship at the end of the Crisis.
The assigned units shall swear an Oath to protect the Nation and the Federal Republican Space as a whole. Desertion shall be punished according to the Crayterian Legal Codex.
Article 5 – Nothing in this Charter shall impair the individual right of collective self-defense units until the Combined Fleet or the Ground Personnel will reach the crisis point. Any such groups must report to the Federal Council and obey the orders given by the Council or their National Autonomous Government.
Chapter 6 – Inter-Nations Economical and Social Cooperation
Article 1 – Cooperation
With a view to creating conditions of stability and well-being which are necessary for peaceful relations among planetary settlements based on respect for the principles of equal rights, the Federal Republic shall promote:
Higher Standards of Living, full employment and conditions of economic and social progress and development
Universal respect for all Citizens or Residents rights and fundamental freedoms for all without distinction as to culture, gender, language or religion.
Article 2 – All Signatory Members pledge themselves to take joint and separate actions in cooperation with the Federal Republic goals to achieve said purposes and goals.
Article 3 – The Federal Council shall make recommendations for the coordination of policies and activities in between the signatory members.
Chapter 7 – Autonomous Regions Article 1 – Preservation of Identity
Each Signatory Member shall have the right to maintain their own identity and self-governance as they see fit. However, that level of autonomy must not harm the Nation as a whole or the National Interests. Article 2– Members which assume responsibilities for the administration of regions outside their direct control must recognize that the local interests are on equal bar with their own and should govern with the best of their abilities and according to the Charter.
Article 3 – The Charter will ensure that every Autonomous Region will be able to develop their own political, economic, social and educational advancement and their treatment shall be on equal rights between the other members.
Article 4 - The present Charter will allow for self-government and will support any signatory members to achieve this if any entity wishes it, according to the particular circumstances of each region and so long as it does not endanger the Nation or the national interests.
Article 5 – Settlement Security. Each autonomous region or government can maintain their own Police Force, but all patrols will be mixed with Crayter Republic AIT or Crayter Republic Police Force. All Citizens and Residents will follow the Crayterian Legal Codex. In the case of Autonomous Regions, deviation from said Codex will be allowed.
*Note: As long as it is not endangering the Nation, each body can enforce their own laws inside their settlements.
Article 6 – Each Autonomous region may participate in the Federal schooling programs or platforms, and they should encourage their residents or Citizens to cooperate with other entities in the Federal Republic, to be able to achieve the goals of social, economic and scientific progress.
Article 7 – To keep the Federal Council updated and informed about any development that they wish or made in their Regions. The Federal Republic will support any projects so long as it does not endanger the Nation and National interests.
Article 8 - In the event that more than one Ethnic Group or Organization will share a said settlement, there must be an agreement settled in the Federal Council which must be based on the general principle of good-neighboring, taking into account the interest and well-being of all the inhabitants of the said region in matters of social, economic and commercial matters.
Article 9 – In case of shared settlements, the Federal Council will decide and designate the authority over the settlement. The said entity shall be responsible for the welfare of said Settlement.
Article 10 - Strategic areas, planet-side and space-side are in direct control of the Federal Council and the Federal Republic Armed Forces, which will be governed by a military governor, without prejudice to any of the Charter articles.
*Note: In the interest of Republic Security, the CIS and OIC will be involved in assessing the level of threat to said regions.
Article 11 – It shall be the duty of the administering authority to ensure that the further development and security of the region assigned to them. To this end, the administering authority may make use of armed forces, facilities and assistance from allied forces in carrying out the obligations set up by the Federal Council.
Chapter 8- Justice System
Article 1 – The main Codex used in the Justice system is the Crayterian Legal Codex*.
*Note: In Autonomous Regions, local Legal Codex can be used, so long as it will not endanger the Nation and Justice System as a whole.
Article 2 – The Federal Supreme Court of Justice will be the principal judicial instrument and shall functions only when there is a legal dispute between members of the Charter or between the Federal Republic and outside entities.
Article 3 – Members of the Federal Supreme Court of Justice will be in equal numbers from each Signatory Member involved in the dispute and shall treat the process without any prejudice and clear mind. If any member is found being biased towards any group, the proceedings will start again.
Article 4 – The Federal Supreme Court of Justice can be summoned by the Federal Council and will report their decisions directly to the Council.
Article 5 – The present Charter shall not prevent any members from entrusting the solution of their difference to other tribunals by virtue of agreements with the said Judicial Bodies.
Article 6 – The Federal Council may request the Federal Supreme Court of Justice to give advisory opinion on any legal question. Any other agencies or economical entities may also request opinions from the Supreme Court of Justice.
Article 1 – As the Federal Council is the ruling body of the Federal Republic, but a President is necessary to be the face of the new organisation.
Article 2 - The President shall be chosen from the members of the Nations signatory of this Charter. The position will be occupied by the candidate who receives 51% of the votes. In the event of a tie, a new candidate will be proposed, and the voting process starts again.
Article 3 - The President of the Federal Republic will represent the will of the Federal Council and will perform in the functions entrusted to him by the Federal Council and shall continue to keep the Council informed regarding their activities.
Article 4 – The President may bring to the Federal Council any matter which may threaten the Republic peace and stability.
Article 5 – In the performance of his duty, the President shall not receive instructions from any Government signatory of this Charter and shall represent the Federal Council only. They shall refrain from any action which might reflect on their position and each Signatory Member shall respect the position it holds and shall not seek to influence the position.
Chapter 10 – Misc. Provisions
Article 1 – Every treaty and agreement entered into by any member of the Federal Republic after the present Charter comes into force, shall be as soon as possible registered with Federal Council.
No member to any such treaty which has not been registered may invoke that treaty or agreement before any other member of the Charter.
Article 2 - In the event of a conflict between the obligations of the members of the Federal Republic under the present Charter and their obligations under any other agreement or treaty, their obligations under the present Charter shall prevail.
Article 3 – The Signatory Members shall enjoy in the territory of each member as long they are part of the Federal Republic.
Article 4– Representatives of the Signatory Members and their organizations shall similarly enjoy such privileges as they are necessary to exercise of their functions.
Article 5 – Pending the coming into full force of special agreements or pending the membership application, the Federal Council shall consult with one another with a view to any joint actions between the Federal Republic and the said entity.
Article 6 – The present Charter may be reviewed and amended by the Federal Council and implement the new changes if there is a 60% of votes in favor of the change. It can be done at the Federal Council request and shall be implemented immediately.
On behalf of Natio Octavarium and its people, I, Harold Angus Kane, Minister of Relations, hereby ratify this treaty and accept membership of the Crayter Federal Republic.
On behalf of Crayter Republic and its people, I, Ryo Kase, Minister of Research and Development, hereby ratify this treaty and welcome Natio Octavarium and its people as part of the Crayter Federal Republic.
On behalf of Gateway Shipping Inc. and its employees, I, Alan Shepard, CEO of Gateway Shipping Inc., hereby ratify this treaty and accept membership of the Crayter Federal Republic.
