I happened to blind jump into them a few times but you can't jump into them via survey. No jump holes in or out.
Seeing spazzy's post about it makes me feel they USED TO have some purpose but now they are about to vanish from this world.
I like the idea of having these fully uncharted and empty systems which are hard to reach even if there's nothing inside. (one of them has a mineable zone I know) But now they are practically unreachable.
The whole system was a sort of a test to see if players could enjoy a more lawless environment while avoiding it as an excuse to grief others with RP consequences to further individual agendas.
However, discussion popped up on whether or not it was justified to have a separate ''bubble'' for ''risque'' roleplay. It was decided during that time that it would be more prudent to amend the FR5 in a way that would allow such territory-control places and stitches between two-normally-neutral-or-friendly IDs possible, rather than making some sort of separate ingame zone outside of which the RP done within it doesn't exist.
Whatever happened to that discussion, however, is hard to tell - but my guess is that it was overall a very low priority one in the first place.
The rumored upcoming mining field relocation might provide such encounters, but if it is the case, it will have a trial period of its own.
