With all the wars raging throughout Sirius, it's understandable that people will want to escape, especially if their homes have just been lost. This could provide a lucrative source of income for more "noble" smugglers: say Kusari manages to take Leeds. Bretonians would flee in droves, probably against the Kusari's wishes. Smugglers would pick up Bretonian refugees in Leeds, and take them to Liberty perhaps, or to Gran Canaria, where they can be safe. For a fee, of course...
Hmm, refugees in Sirius? Don't mean to be a wetblanket, but wouldn't the large Houses have evacuation plans prior to war or even during war to get the civilians out?
The only place that tops my head right now is Holmon Outpost, and Planet Harris since its the epicenter of the Bretonia v Kusari war. Where would they go? Bretonia? Kusari? IMG? The Outcasts? I would think there needs to be a roleplay behind them. The war is a good excuse, and possible the Edge World planets like Kuraine for example.
I'm sorry guys, I can't see a basis for Sirius to have refugees, feel free to prove me wrong, I'm not against adding new commodities.
They could be sold on border world bases, and sold on house planets.
They could be escaping from the harsh realities of a rheinland dictatorship, or the corruption that is rife in liberty, wanting to start a new life in the lonelicrons as zoners.
They could be refugees from justice, and be sold on pirate bases.

Plans don't always work perfectly. I think it's a nice idea, and there could be a lot of potential RP gained from this.

And since when was Kuraine a planet?
Well it ain't a planet per se, but a far out outpost, I'm sure the Corsairs would have caused some havoc there forcing some to flee home, or at least attempt to.
It is good idea, more human cargo = more trade routes with them = more spots where can my slaver do piracy in .85
Biggest source (lowest price) of them should ne planet Haris because it is only planet in warzone now (dunno how is KNF/BAF war evolved in .85, Huston and Hamburg planets with midd. price (yellow) because they are in warzone too but war in which they are traped is in space around, not like in Haris's case at the orbit + at the ground (blocade a.k.a starving, generaly goods needing etc. etc.).
I do like the idea. They would be a good commodity, but Fletcher brings up a good point.
Where would the refugees go?
Kusari and Bretonia are at war... Liberty and Rheinland will soon be at war... Outcasts and Corsairs are at war... The edge and borderworlds are pretty chaotic, independant worlds don't really have the capacity to support refugees (I think Cortez is the only one with a planet) and I can't see Gallia accepting refugees from other Sirius houses.
IMO refugees would work better as a commodity if they were the product of a civil war (kinda like in Corsairs at the moment) rather than house conflict. But we don't really have any offical story line civil wars at the moment, as far as I know.
