Tricky. The only RP i see in the licensing of passengers is as an insurance policy - the BPA covers the cost of the tickets the passengers purchased (//the price of buying the passengers//) if the ship is destroyed WITHIN bretonian space. Appropriate photographic evidence required.
Insurance is invalidated if insufficient escorts have been hired (i.e. you have to have an escort, but it can't be a lone fighter), escorts to be commensurate with the size of the cargo (i.e. adv trains - bring lots of friends).
Policies are to be paid on the nail, each time. (make it a smaller licence fee). Peeps will be queuing up to pay the police, and then flying off.
Without getting something in return, the licensing of passengers is a bit cheeky. Why do they need regulation? The ship is either in full repair, or its not - and that can be seen from 10K away. Perhaps a fine for a ship carrying passengers who's hull is not fully repaired?
Anyway, havta get some work done today....
I do think I have to give an explanation to the Passenger Licensing. Because of the Sigma-17 - Cambridge Route, we have to enact this. What sense does it make for the BPA to just let people they don't know take their scientists and whatnot to an unknown Ice Field crawling with Corsairs and little else? It doesn't make much sense to me at all. Even if we do know where they're going, Kurile isn't the best of destinations, especially during the war. Because of this, we're looking into who is moving our passengers, prisoners, and VIPs to ensure their safety, because, in RP, the current routes don't make sense.

As to the passenger licensing, I like the idea though I suppose it's kind of annoying to enforce. On the other hand, constant shipping of passengers/vips in non-liners is really odd.
As to nomad licensing, are those who ignore police demands on the subject added to the BPA wanted/bounty list thingy? I'm not sure if it'd really help that much, but it gives the BHG types more to do.
i like the AFO polocy but look at real world police they all have pistols(one main and a reserve) and tazers(a debbie ) i say lket em have guns just let em be the lower end guns so incase they need to fight or get jumped they can defend themselfs

"Real world" police? The police where I live are unarmed, apart from a few. They command authority rather than instil fear. Plus we Bretonians are civilised. CD=Tazer.
