Esteemed officers of the institutions of our Empire, I bid you a good day. Today, one of our security agents in patrol in the Shikoku system after reports of pirate activity, caught glimpse of an unusual encounter, which we deemed it warranted immediate denouncement.

Footage reveals that GC has been operating gunboat raiders and threatened shipping in the system, with an odd exception. We witnessed the ambush of a Cryer transport, managed by a Dr. Phil Walcott, who didn't feel at all threatened.

In fact, he was openly cooperative with the criminal element, and even threw some tidbits about fraternizing with Dragons and other assorted enemies of the state.

In complete disregard for the security of Kusari, and acting on motives other than his self preservation, the Cryer crew supplied the GC with medical supplies of some value, at the request of the raider.

I and the concerned citizens and members of legitimate business companies in Kusari, demand that an investigation on this Phill Walcott and the company he represents be enforced, and that severe measures be taken to dissuade these craven foreign agents from undermining our stability and economy by collaborating with crime.
