While I don't have very much experience administering servers I do have time and patience, as well as a background in forum moderation to an extent. I'm quite good at dealing with angry people, and quite good at calming them down without confrontation, thats not to say I can't drop the hammer though.

Despite not fitting your bill exactly I'd like to offer aid to you in whatever form I may, even if only to help get you started. I've come to be fairly familiar with the inner workings of Freelancer and what it requires to mod it, as well as always trying to learn what I can about FL and its upkeep.
