Hiya.
Having been relayed to you by a mutual benefactor of ours, I'm hoping this goes well, since there's profit for both sides if you're interested.
Allow me to introduce myself, unless I'm getting jaded easily and don't remember a prior comm.
My name is Vex, and I captain a Geb-class battlecruiser that operates primarily within the central colonial sector. I've been talking with some of my contacts about a refit of my ship, the Montu, and I've been directed to you, specifically for a port of call to host my ship until she's finished with her outfitting.
I don't want to waste time explaining if you're not interested, however, since I'm sure you've got your own things to deal with. Rest assured that if you are willing to lease me a drydock to house the Montu, whether it be at Invergordon Space Port or an installation in your Puerto Rico system, I'm more than willing to pay for the time she spends there.

Our shipyards, like most of our bases have a fairly open door policy. However, I definitely prefer being asked permission for a warship that might cause us diplomatic issues to be mooring there. Before I grant you permission there are a few things I need from you first.
What are you doing in the Core of Sirius? A Bit far from home for the Order is it not?
Are you still affiliated with the Order?
Who might come looking for you during your stay that I should be aware of?
Lastly I need for you to agree to the following rules:
1. You understand you are Guests in Puerto Rico, which means you obey my rules which are fairly simple and laid out in plain English below.
2. Don't start any fights, I don't want any of my men getting hurt because your people got trigger happy with any of my other guests.
3. When you enter Puerto Rico it is effectively a big Junker base. Any problems you report to the Congress and we will handle it. This isn't the Omicrons where each man writes his own laws. We have Rules, you follow them you get rich, you break them and your out.

4. Your wars are exactly that yours keep them away from my people.

I'm more than aware of the Junkers' no-toleration-for-fights policy. I've worked with a fair amount of them in the past, and abiding by your requests isn't all that far away from that of a regular Zoner Freeport. Rest assured if I have any issues with anyone, they'll be relayed to you.
Now, as for your questions, I'll get to the grit.
No, I am not with the Order. Since they seem to be in the business of defiling no-fire-zones, murdering innocents and doing the typical terrorist crap, I've since disassociated myself with them, the Overwatch specifically, to deal with the Order's mission the way it was meant to be done. Because of this, the Omicrons aren't a place I can hole up anymore, hence why I'm out here.
As for who could possibly be looking for me, the Order would really be the only one.
Now, if all that's done, then we can get to business.
I frankly don't know how much it'll cost, parts and blueprints aside. I have a roundabout budget of about four-hundred million I'm willing to throw your way if you can agree to refit the Montu, once I get the blueprints set and fabricated. As it stands right now, though, I'm really looking for vacancy, which I'm hoping isn't out of your comfort zone. That is, vacancy and confidentiality.
