As you likely know, the Guild has a rather - how do I say it - flexible way of shaping economic partnerships and consequently I am rather sure we can come to an arrangement that would benefit both sides.
However, I need to know more about your group. I gather you belong to the Blood Dragon, likely a subgroup of them? Furthermore, I need to know how your relations with lawful Gallia, meaning GRN and GRP are, as operating in the Taus can sometimes be difficult with their presence. Moreover, I need to know how your relations are with the Outcast who pose a significant threat in the Taus recently again.
Can you also please explain whether you want us to mine for the base, or whether you want to haul IMG-mined ore to your modular base on your own transports? I need to understand your plan, so we can engage in the process of optimising it for you and the IMG.

Indeed, Mr. Henderson, your observation is correct. We are - so to say - a "subdivision" of sorts of The Blood Dragons, yet, there are some major differences in both our goals, methods, and relations.
First of all - what Ando Clan is? We are a democracy-based establishment withing The Shogunate, seeking to exclude further Gallic intrustion into Kusarian society and eventually revert it's political system to where it's people will be heard by the government.
We have already implemented the minified model of our vision of necessary alterations within the Clan, this have led us to further differences with the major Clans, such as:
Ando Clan has no appointed Daimyo, instead, it is controlled by a Council of three representatives, equal in their power and appointed to watch over different spheres of Ando diplomacy. I am, for example - responsible for external affairs, which is why it is me who is contacting you, Mr. Henderson.
Unlike The Shogunate, Ando prefers to refrain from harming civilians in any form. It does not mean we forgot our roots and are deprieved of our animosity towards Samura. Just our methods are more... delicate.
Our stance towards Gallic Crown is strictly negative. Due to our own reasos, precisely - to what they have commited within our Home.
However, we are backed by some formidable neighbors that share our animosity and might have a spare wing to watch over the safety of the mining operations, as well as we are going to watch over the process of fulfilling the deliveries by ourselves.
Speaking of the Outcasts... no contact have yet been made with our northern neighbors, nor Ando has any stance in regards of their people as a whole, and it's sub-factions in particulary. However, we will do everything what has to be done on our side to protect the incoming transports with the ore: be it with the force of word - or with the force of weapon.
Our word will always be carved in stone, as formidable as granite, our intentions will be pure, and "friendship" will be valued above everything else.

Thank you for your answers. The Guild has decided that it is possible to commence business dealings with the Ando Clan of the Blood Dragons. We appreciate the non-aggression appraoch towards civilian assets and are happy to assist a non-violent entity in space.
We have to warn you about the Outcast that love to the north of Tau 37. They worship the Nomad large entities and when they don't do that, they are just common criminals that deal in the Orange Death that first robs people of their most valuable good - their free will - before it claims their lives. So, the IMG can only send the most direct warning about these criminal bandits towards you, who we consider as partners.
Your stance towards Gallia might be a little problematic for working in Tau 23 with you. The GRN have a firm grip on the system, that's why I'd like to ask you:
+ Are you planning to send transports to the field to pick up ore or do you want IMG transports to deliver some ore to your modular base?
+ What is the price that your modular base buys Niobium and Beryllium ore? We know both that credits make the universe spin and everybody has to make ends meet.
Oh and... with the outbreak of the Kusari-Rheinland war: What side are the Blood Dragons on? I am confused about this rapid deterioration of diplomacy and somewhat worried about our trade routes through the Sigmas, especially S13.

I apologise for the delay, the Sigma conflict, along with some other things at hand got us all tied up in both paperwork and field operations. However, at this point i will finally provide you with an adequate answer to all your concerns.
To start with - we will be transporting the ore with our own logistical vessels, as such, your part will be to only fill them with the aforementioned ores to be shipped over to Sekigane. Another option would be to attract some third-party shippers to do the towing job for us, but it will take it's toll on our business.
Secondly, the prices. Currently, they are set to 3.000 S.C. per unit, yet, it is a subject to change should the price we set up not satisfy you at some point.
On the third, and the last point - we will do our best to deal with the possibility of Outcasts interference, perhaps, we would get them their own role in this Tau business. Such approach will certainly ensure that they will be closing eyes on our little agreement, thus leaving only one concern to bother with - the Gauls. I suppose we will need to carefully pick the times at which we launch our mining activities to surpass their patrols while remaining unnoticed.
I guess that is going to answer pretty much everything you've been interested in.
