Recently, we have passed through Kiev with the Z.N.S Templar and we have noticed that Shadowhaven is in a very bad state. Some of the modules seem to be destroyed completely. We would like to offer to assist in repairing the station and to also clear all debris and destroyed modules. The Templar is more than capable of towing these large quantities and objects, so it could be moved to New Moscow if you so desire. If needed, the Templar could also be used to tow in new modules so they can be built easily in New Moscow without the need to move equipment and parts to the station and build it there.
Additionally, our facilities can also be used to conduct minor repairs with Stonemasons or even build Stonemasons for you to use. Materials and supplies can also be shipped from New Moscow or anywhere else you desire.
I'm actually a little surprised this communication went under the radar, but no matter. It'll be sorted through now. I have been authorized by both His Watchful Eye and the Premier himself to convey to you that your offer to extend a hand to the Sirius Coalition is greatly appreciated. We welcome your assistance in the repairs of our newly claimed facility in Cayman as well as any infrastructural developments elsewhere that you can manage.
Having said this, we would like to know exactly what it is you expect in return for such generous services.

We are delighted to hear that you are accepting of our offer.
Z.N.S Templar is old. Her hull is not quite there yet, but time does not stand still and soon it will have deteriorated beyond repair. Due to the sheer size, repairs can only be done on orbital shipyards or planet-side. While Zoners have the facilities available to do this, the logistics of moving to the Zoner shipyard will simply be too costly, not to mention the journey being extremely dangerous - even more so with the old and damaged hull.
To dock somewhere on Gran Canaria would still be easier, but to move and especially deorbit all the resources needed would also be extremely costly and, while not as dangerous as journeying to the Edge nebula, there are certainly some dangers when deorbiting what will essentially be station sized pieces of hull and attempting to land them safely.
For these reasons, we would like to use the Coalition's facilities on Mykolaiv Research Station to fabricate and assemble the new hull, as well as researching new structural reinforcements. We are in no way belittling the Coalitions abilities, but this will be a very large project and it will likely hinder Coalition projects currently in progress. That is why we are offering our services and are willing to meet any demands necessary.
More details can be given once you have decided whether to grant or deny our request. We would also like to make it clear that our offer is not per se a "trade-off" for our request. We are willing to move forward with assisting the Coalition even if our request will not be accepted, as we want this to be a way to further strengthen our relationship with the Coalition.
The Peoples Republic is indeed willing to consider the proposal you have offered. Shadowhaven is in admittedly poor structural condition after our assault upon it and repairing it has been a minor priority for the Coalition for some time now. Although primarily for research and maintenance of our own capital craft we can reserve space on Mykolaiv to handle such a project. The Coalition's industrial base may appear to be small from the outside, but it is a very efficient machine capable of much effort. Should you wish to proceed, you will head to New Moscow and report to the docking master at Mykolaiv. Keep your personnel away from any sensitive areas and this will go smoothly. In the meantime you will be expected to draft a list of the materiel and components you require for your repairs.
