Mr.Doe,
Although we have not met personally I am aware of Doe Industries and The Congress' long standing levels of cooperation. As such, I am reaching out to you hoping you can help me out. A member of our family by the name of Sandra Carter of a Universal Captain for quite some time and after a small discussion in space she decided to take a chance at being a Junker. Unfortunately some of our business partners were not exactly up to her snuff. Additionally, she isn't too keen on most of Liberty having and issue with us for little to no reason. Loyal to a T and not afraid to get her hands dirty.
I'll shoot you straight, she is as clean as they come, and she wants out of the Junker life which is something I can respect. I can give you any information you want on her that we have. if your interested in a new employee.
I'll be waiting.
Rick Tiltman,
Arbiter
PS: A recent development in the Omega's has lead to an interesting potential business opportunity, if your interested the Congress and Doe Industries could capitalize and ensure massive profits on both sides before any competition and cut in.
You're right, the Does and the Congress have enjoyed a lasting friendship that has seen us both through highs and lows. I'd be happy to help you and Miss Carter on this occasion.
If at all possible, send me her resume and we'll see about finding a position she can enjoy.

Well, howdy hey there! My name is Sandra Carter, and I'm currently a part time employee fer Universal Shipping. I bumped into Mr. Rick Tiltman righ' outside of Fort Bush today, and took notice've his Shukensha. Rick took notice've me, and we took a few minutes to shoot the breeze as our paths crossed. Well, Rick reckons I've got a good "spirit," as he put it, and invited me to mosey my Bison on over to nearby Rochester and put in an application here. Mr. Tiltman seems like a righ' decent sort, and I'll admit, it'd be nice to have some folks to fly with every now and again besides the odd-strangers I tend to see out in Kansas.
I'll go ahead an' tell ya'll a little about myself: I'm a Texan gal, born and raised. I got a wanderlust one day and decided to hitch a ride on a train headed out to the Taus. I spent a little time with the IMG as a scout pilot, but it turned out I ain't much suited to smaller craft, and frequent raids from the Outcasts got me thinkin', maybe Liberty won't so bad after all. So, I left the Miners' Guild and managed to land a part-time job with Universal Shippin'. I've been mostly haulin' Copper Ore out've Kansas, and I reckon that's mostly what I'll keep on doin', though I guess I'll have 'ta figure out how Universal'd take me usin' one'a their Bisons under Congressional colors - I guess I'd lend-lease it or somethin'?
Mostly I just chatter at passersby while ridin' the lanes; I'll stop for those who decide to return chatter, which is how I got to findin' this computer terminal on Rochester. I don' consider myself nothin' too special - I jus' treat everybody with courtesy, respect an' friendliness. Even pirates don' bother me none too much; everybody's gotta make a livin' somehow, I reckon. It's rude folk I got a problem with, but they've been thankfully few an' far between.
Movin' on, I dunno exactly how subtle I'cn be, since I pretty much stick 'ta legal cargo shipments exclusively. I ain't much've one fer knowin' my way 'round via jump holes an' the like, so I guess it'll be a learnin' experience.
In that sense, I guess discretion by ya'll's definition is a strong point fer me, since I'll stop fer cargo scans by law enforcement in a heartbeat.
Regardin' secrecy, that's a no-brainer- Momma didn' make no snitch out've me. Mostly if I see a pirate, or a smuggler pushin' outlawed goods, I jus' give 'em a "howdy hey" an' keep their location to myself.
As for loyalty.... Well, I guess I'm a lil' bit've a wishy-washy type, wit' this bein' my third group'a folks I've joined in th' past 6 months. But then again, I was always kind've left 'ta fend fer myself durin' my time in the IMG an' Universal. I reckon, if ya'll can show me ya'll are worth bein' loyal to, then I'll show ya'll loyalty right on back. I'll at least say this: I ain't no two-timin' weasel. Whenever I've severed ties in the past, I've done so admirably - that's what'cha call integrity.
Anyways! I guess we'll see how this works out. Like I mentioned before, Arbiter Rick Tiltman figures I've got a good spirit, an' he's the firs' one 'ta offer me a job on the spot right'n the middle'a space. Seein' as Mr. Tiltman came off as the right friendly sort, I thought, "Let's give this rodeo a ride an' see where it takes me."
That's all fer now - I'll be parkin' my Bison at Rochester 'till ya'll get back 'ta me.
I can see that Miss Carter has been around a few different employers, which raises a notion that what do you think Doe Industries has for her?
If she wants a cruisey number hauling stuff from here to there, we can certainly do short term contractual programs. But if she is interested in the big picture, then we will need to go down a separate path. Do you know what she wants, exactly?

John,
So, well this is unfortunate. I was recently contacted by Sandra and she said though she would love to come to Doe Industries, she felt she needed to take some time to find herself. She went home to Houston and said she would be in touch.
Well that's disappointing.
Is there anything else the Congress can help you out with? Additionally, thoughts on my previous offer?

John,
We have recently established an installation in the Omega-55 system, Bornholm Depot. We have sent surveys down to the planet it is orbiting which we have found old logs designating it as Planet Rugen. Here is our findings:
Planet Rugen
DIAMETER: 9,145 km.
MASS: 5.05 x 10e24 kg.
TERRAIN: Desert
TEMPERATURE: 18°C to 52°C
ESCAPE VELOCITY: 9.1 km/sec
An arid desert world, Rugen is located in quite an unfortunate place in the contested system of Omega-55. Even though surveys by the IMG a few years ago showed the planet to have substantial silver and cobalt reserves, the volatile political situation in Omega-55 coupled with the hostile environment on Rugen has not yet incentivized anyone to make an attempt to exploit the planet's resources.
Over the years, Rugen accumulated a mid sized field of debris from the various battles and deconstructed bases within the system. The Junkers of Bornholm now operate in orbit, scouring the field for anything that might prove salvagable even if stripping the planet itself is out of the question.
As you can see, the IMG had sent drones down and found some interesting things. Large fields of Scrap around the equator, in addition in the mountains to the north and south massive quantities of Silver and Cobalt respectively. My proposal is as follows:
Doe Industries aides in the construction of the Docking ring system and the setting up of the mining systems on the surface while Junkers handle the salvaging planet-side. Doe industries would get 40% of all profits made off the planet, while Congress would get 60%. My reasoning being, that we would handle all administrative work of the planet. I believe that an investment of this scale is far too much for any one organization to tackle however, a joint operation could be very profitable.
You've certainly piqued my interest. Before I make any further decision on the matter I will require a number of things;
First up I would like to send my own teams to complete a three week scan of the planet. Please, don't get me wrong in you thinking we don't trust your own information. We simply need our own clarifications before committing to something on this scale.
Secondly, the level of involvement you require from us. We can easily set up colony stations and basic infrastructure required to sustain the levels of industrialization you are talking about. If we were to invest in as much as I think you want too, we are going to need to negotiate what Doe Industries does and is responsible for. Don't get me wrong, I appreciate the thought but I've been in the game long enough to know how to avoid being "played". So I would encourage further talks in that regard.
Thirdly, security. Rheinland are now in a state of war and so is Bretonia. Two warring nations who have the monsters on their doorstep. With this, their fleet capacity will most inadvertently be on the front lines. Thus creating a vacuum of lawful presence in the area and the high risk of pirate encounters, soars.
If we can broach these subjects sooner rather than later then we will begin getting on with it, but I am confident we can come to an agreement that benefits us both.

John,
I have confirmation that The Core will provide security for your men and women during and after construction. in return they demanded 20% of all resources extracted from Rugen. What will your price be? Make an offer and we'll work something out.
We're happy to agree to that and have since advised our teams stationed in preparation to make their way there now. Expect several varying convoys heading that way to drop essential cargo off.
I will let finance deal with the finer things but in the mean time we will get our equipment to you and set up.
