I salute you on behalf of SCEC and the whole of the Coalition. Respecting your time, I shall refrain from diplomatic reverances and state our proposal.
As you might have heard, there is an organisation in Sigmas and Omegas in statu nascendi - the Sigma Alliance. We respect RHA sovereignty and are not pressing on the change of diplomacy or military course of action. What we would like to call into attention is the normalisation of relations between Triumvirate and the Sigma Alliance. In particular, this pertains to one of the Sigma Alliance members, the Apostasas - renegade Corsairs who fight against the tyranny and oppression of the Elders and support the Revolutionary ideals. In the future, we can expect them to overthrow the corrupt government of Crete and safeguard the southern borders of Rheinland, allowing both RHA and the Coalition push Volksrevolution further. It is especially crucial now when the war between Rheinland and Kusari started and more stability is needed for us to avail the opportunity and raise the Red Banner over Rheinland. We do understand the bloody history between the Hessians and Corsairs and thus would hope no more but for you to at least start communication. SCEC can serve as a mediator should you desire so. Apostasas found understanding among vicious enemies of Cretan imperialism, like Blood Dragons, Bundschuh and ourselves. We would hope that the Hessians and socialistic Apostasas can bury the hatchet of war for the sake of strategic peace and prosperity in the future.
To this end, I shall open this communication channel to the Apostasas so that you can explain your positions directly. We propose to act as mediator in negotiations, and can bring other members of the Sigma Alliance to vouch for peaceful and sincere intentions of the Apostasas should the need arise.

Dear representative(s) of the Red Hessian Army,
First of all, I want to introduce myself. I am Lucas Gonzalez, a Teniente of the Apostatas, formerly part of the Cretan Empire. Comrade Belov has seemingly explained alot about our origins and goals already, so I suppose that I will not need to tell you more about those. Now, of course I would not need to contact you to just say hello, and I am sure that you know that. What I actually would like to talk to you about is a system that we have recently found on long-range scanners (//Omega-2). We have already sent an exploration team there, and managed to extract minerals in form of Uncut Diamonds similar to those that were found in Omega-11 before it collapsed. However, seeing as the system is well within the territory of the Hessians, as well as the Coalition, I would like to ask for your approval of our presence in the system. Should that be the case, I would suggest that an installation shared between the Apostatas, the Hessians and the Coalition could be established within the system aswell. This of course only works under certain conditions, which both the Apostatas and the Army would need to agree on and thus I have not yet worked up terms under which our coorperation could work, and instead I would like the Hessians to propose them. Please do keep in mind that we do not seek control over the system, instead we only seek for allowance to extract minerals and pass through it. This may sound confusing, but I think as both of our groups share similar allies like the Coalition, and even similar enemies like the Cretan Empire, I would also suggest a friendlier relation between our groups as a whole. I do not suggest an alliance yet, but I would at least suggest a cease-fire and a neutral stance. On that note, I would like to apologize and give my condolences for all of the Hessians that have been killed by the Cretans. But back to why I am contacting you, seeing as our combat division is currently not at it's full strength I would like to offer you assistance from our logistical division if you need it instead. I personally am not aware of all the goals of the Army, but I am sure that the overthrowing of the current Cretan Empire is also within the interests of you. The SCEC has guided us so far, and as soon as we have prepared enough forces to launch noticeable strikes against the Cretans then we will do so, and if that time comes then we would like to count on an ally like the Hessians by our side.

Quite coincidental, but all too simple. It's only by the endorsement of the SCEC| that the Army has bothered to take note of this situation. Why the S.C.R.A| has refused to comment on the situation as well still leaves us with a less than worthwhile impression. There will be no permittance of territory access by the Army for the Apostas, nor any collaboration on even an informal level until more is disclosed regarding your organization. If your intentions are as you say, there are far more important things the Army would like to discuss.
The Volksrevolution will not collaborate with Apostas or any other Cretan organization on a formal level. Something more loose, less hazardous to the movement would be in order assuming you can disclose a reason for us to believe what you're saying.

We understand your decision regarding the permitance to pass your territory.
However, you have mentioned that the Army would like to discuss other matters, and we are willing to listen to what you have to say. You have asked for a reason to believe what I was saying, and certainly at the moment there is no such reason except for the fact that we were forced to evacuate our people from Planet Crete to protect them from the Council of the Elderty. They currently reside on Planet Jiangxi, and I am sure that both the SCEC and SCRA can confirm this, as the SCEC has helped us evacuate them.
Your distrust in the Apostatas is none without reason, and so we hope to clear some things up over this channel, and if required we would be willing to meet you in person. If there are any questions regarding the Apostatas then I will try my best to get satisfying answers for you.

There are a great many things the Army would require of the Apostas if it were to begin some sort of informal benefit towards itself. However if all of you have been exiled as you say, that may complicate things greatly. Are there any within your movement that still have freedom to move about deep within the territory of the Empire? If so, there may be a chance for a small olive branch.

To be quite frank, indeed all of our people have been exiled from the Empire. But that does not mean that we cannot move within the territory of the Empire, as we have basic knowledge of most Installations within the territory of the Empire. We can in fact fly around there pretty safely, as most patrolling routes have not been changed in a while. If you could elaborate further on the plans that we can assist you with, then I might be able to give you a more clear answer about it being within our possibilities or not.

Fleet positions, installation locations, and security measures in regards to each would be a place to start. Any vulnerable installations or weak points should be addressed as well. Finally, the Army has some idea of another system dominated in majority by the Cretan Empire known as "Omicron Xi". A full mapping of the system and any hidden qualities it may posses that you have access to would be absolutely necessary to consider any further informal exchanges. The Army has every intention of moving scout assets into the system to confirm once a map has been established, you would have no problem doing so.
