I used 75% Sabre for few years, I don't recall exactly for how long, but long enough and I don't know why but I kind off wanted to make my own signature, despite of the question if it will work at all. However this was the point where I begun improving my pvp skills. (I don't know how to counter gank and I die first in combats due to it, because I am gank magnet) However, in duels, this is where I improved. I learned how to carefully use my already crippled power core with additional Nerf.
It took me some good conning before I got used to it and after I did, fun times went on.
At first it was 3x Barrager mk V (3.03, 650ms), 2x DEFILER, 2x ARCHANGEL.
Then this setup after a year became meh for me and I switched to 3x Barrager mk V and 4x IRON HAMMER. I tried adding two DEFILERs but it didn't make sense. You'd have more power with out them.
This was 75% on an OC ID, I used that for my main char, Nomak and it worked out like a charm.

edit: By the way your idea is cool but it wouldn't change too much, I think. I don't know for sure though, I've never been good with stats and most of the times, most lol what setups worked good for me.

75% is usable on gunboats with efficient loadouts, as well as transports obviously. That's pretty much the extent of it.
I think having 100% for puretech (or faction perk'd) equipment and 90% for allied is perfectly fine. People shouldn't be penalized for choosing less orthodox loadouts or rewarded for staying totally pure, Discovery isn't about everyone flying LN Vengeance Guardians. In fact, I'd say that's pretty much the opposite of what it's about.
I actually completely agree with @Unseelie here. While it is technically possible to fly and win in a 75% core ship, it's unnecessarily hobbling to all parties involved. The entire point of the nerf is to make some loadouts more or less feasible, not amazing (which is what an inverse would be with a hypothetical 125% buff, which is food for thought), or hot garbage, which is what 75% is going to amount to. These smaller numbers would give people a slight edge or weakness, which I think we should be going in the direction of much more frequently, with lots of small modifiers here and there rather than enormous ones. I think this applies to a lot of areas such as multiple parts of balance, mining, drop chances for rare items, et cetera, but it's another discussion entirely.
In short, as a balance guy, I am not opposed to this.
75% is hot garbage. It was necessary when everybody wanted to use particular guns or ships because they were the best at what they did (Katanas with Krakens for example) - but the way balance has changed this is not really a thing anymore.
Those who say VHF is usable with 75% core - yes it is, but you only use it for the two reasons here - 1. because you can still kill people so it doesnt matter or 2. you want to learn to manage a powercore properly
Those who say GBs are usable with 75% core - I saw example in this thread of BHG Gunship, which is about as much of an outlier as you can get in that class, even though it has been tuned down since its original inclusion in the mod as the first Rogue GB. Any heavy gunboat with this technerf is like flying with a light core regen-wise, which means this only works on gunboats that are comparatively small, like the BHG GS.
Anything bigger is so power dependent that a 25% core nerf absolutely cripples them vs everything else in the same class.
I want to see more variety, and I want more freedom in my loadouts. I also want there to be ingame perks for flying puretech, small things to encourage people to follow their faction tech too.
the 105% thing would make it so power cores over all would need a slight nerf to keep things stable as they are whilst being able to buff up the ex-75% tech.
this is just incase it makes group fights harder to survive since they can all gun a bit longer.
75% SHFs are literally the most hilarious thing to use ever, though. If you run out of power, it's because you held down the right click for like... longer than it takes a VHF powercore to recharge from 0.

What does this have to do with, and how does it contribute, to the point and proposal made by the OP?
Is there a need for providing a105% increase for 'pure' loadouts when compared to the 100% we have already that works? I can't help but feel like that could make a nightmare for balance.
