I thought everyone tests sci data weapons before using/requesting them? It's easy with singleplayer commands and a little bit of modding by adding a few lines for sellpoints.

That could be really annoying really fast. It would discourage PVP. Discourage risk-taking, discourage solo'ing. It would also not be new player friendly.
