Representatives and officers of the Rheinland Government and Police
The Bretonia Police Authority are contacting you today with a request to provide any information pertaining to the group known as Triple Hazard Pay (THP). They are a known smuggling firm, or a firm that has an unusually high frequency of smuggling, that has breached the Bretonian charter of interstellar law on several counts of hauling illegal materials and illegal jump trading. We request that information pertaining to this group and its members be shared with the Bretonian Police Authority so as to identify who they are and where they come from.

Furthermore, we would like to explore the possibility of either a join investigation or the possibility of extradition to Bretonia should one of their members be apprehended within the House of Rheinland. Below you will find the current charges against the THP, lacking as they are, we seek to further prove their guilt within Bretonia and/or Rheinlands borders.

We look forward to your response and hope that you are equally interested in bringing these crooks to justice as we are.

Today i was making my usual patrol in New London. I was situated outside Planet New London when i was alerted to a vessel, via my TLAGSNET scanner, carrying the restricted cargo MOX. The vessel was moving through the Cambridge system and so, guessing he was heading to New London, i headed to the jump gate. After a few minutes wait the suspect emerged from the Jump gate. I demanded the vessel halt and then proceeded to commence a full detailed scan. The scan confirmed the ship was indeed carrying MOX, to a total of 3525 units. Upon questioning the captain of the vessel stated that he did not have a licence for the restricted cargo nor was he aware of the need for one. I informed the captain what law exactly his actions contravened and he accepted a 2 million credit fine. The vessel was also ordered to fly, on escort, to planet Cambridge where he was to drop off his cargo for analysis.


Conclusion:
► Case Closed: Defendant charged on one count of breaching section 3.3 (Goods Classified as Partially Restricted, Requiring Licences) of the Bretonian Charter of Interstellar Law. Fined and cargo confiscated

Today i was visiting the Dublin system to ensure no supplies were being delivered to the 'Dublin Miners Pub' installation, as per it's intended destruction, when i happened across the THP| vessels Mama.Brick and Hopeful.Brick. The vessels were talking in open comms about literature when all of a sudden, without warning, engaged in an illegal jump activity. I was unable to obtain any further information i.e: there destination and as there were no other THP| vessels present was unable to make any further enquiries


Conclusion:

Guten Tag, Sehr geehrter representative of the Bretonian Police Authority. My name is Laura Carsten and I am polizeidirektorin of the Rheinland Federal Polizei.

At the beginning, I would like to note that I would appreciate to know who exactly I am speaking with. Just to be able to know to whom we provide information exactly. While your message has all security protocols and such, we always have to be careful to make sure we will not be fooled by some hackers and anonymous contact is a quite basic marker to be on alert.

Anyway, to the point. The Bundespolizei has two entries in the records regarding the group using the tag THP|, thus at this point it is considered as a case of misbehaving individuals, not as an organized criminal group. The newer is related to the ship THP|R/D-Event_Horizon, which has an active entry in the Rheinland Criminal Database since April with the unpaid fine of 40 million credits for several law violations. Precisely for entering the Rheinland space with illegal equipment in form of unregistered jump drive system and unregistered hyperspace survey module which were mounted on a Bustard carrier which also did not have permission required for this ship class to enter Rheinland. On top of that, the representative of the ship openly refused to cooperate and pay the fine when contacted additionally by the law enforcement. If you wish to know more details, I recommend contacting the Büro des Marinenachrichtendiensts or opening this channel to them because it was their member who encountered the ship and they reported the whole incident to the criminal database.

The second entry is more than two years old. In the April of 823 A.S. we received a report from a trader, which was travelling through the Stuttgart system, with cargo scan of the passing Serenity class ship named THP|Walter.White which shows 3515 cargo units of black market munitions onboard. The vessel was flying from the New Berlin system towards the Freiburg Station, so presumably it was heading to Bretonia. Unfortunately, due to legal limitation of validity of cargo scans from parties which are using scanning devices not certified for law enforcement, we could not issue any fine and despite the vessel was put on the watch list, no more law transgressions of this particular ship were reported. You can find the submitted cargo scan in the data attachment in case it will have any use for you.

Regarding the cooperation, we have no objections. However, if you planned any actions in the Rheinland space, I have to remind you that according to the paragraph four of the Article Four of the Rheinland laws your ship or ships would need permission from a High Command member of the Rheinwehr primary fleet or the Bundestag to enter. Question of possible extradition is a matter of government decision as well, the Bundespolizei can not make this decision on its own.

As it happens however, we recently encountered a former Liberty Navy officer who was willing to testify against the THP for crimes committed in Liberty, as such we will send a similar request to the LPI and Liberty Navy. This communication has now been opened to the Büro des Marinenachrichtendiensts as you suggested and we look forward to what they may be able to add.

We understand that any join action within either of our houses will naturally require Government and/or Naval consent and thus would greatly appreciate if you yourself could possibly bring this matter before the appropriate authorities or people. I'm afraid I simply do not know much about the Rheinland system when it comes to these matters. Regardless, we are not bothered if the content of this letter are shown to them when it comes to discussing what can be done about the THP group.

My name is Laura Caspers and I am Staatssekretärin of the Rheinland Bundeskabinett. I was entrusted to reply to your message.

Records regarding law violations of the THP| ships were provided already by the Polizeidirektorin Carsten, so only information I can add on behalf of the government is that the group contacted us at the end of January with sort of unclear request - the subject of the message stated "Jumping Carrier Dispensation" but in the text they asked for "dispensation to operate merchantman fleet in Rheinland" for the purpose of "assisting their associates with moving large quantities of cargo very quickly". We were not sure what they actually request, so we asked for clarification, but we received no reply.

When it comes to the mentioned idea of possible action of the BPA directly in the Rheinland space, as polizeidirektorin said, it would require special permission. If you really want to request it, we would first need to know what type of ships and in what numbers you would like to field as well as what would be their precise objectives. However, I need to point out that their operations would be heavily restricted because there is no legal basis which would allow foreign police to act in the Bundesrepublik. Same applies also to the proposed extradition of any THP members, there is no treaty or other legal instruments for such action.

Given the THP group's somewhat erratic behavior and smuggling patterns, we ourselves are hardly surprised by their actions that you have mentioned. At this point in time, we cannot conclusively state why they would do those sorts of things, either to deliberatly draw attention to themselves or, perhaps (and to word it frankly) they got lazy and forgot. Ultimately, it matters little, they are still wanted criminals and we have also received word that their actions have also impacted Liberty as well.

However I get ahead of myself, the BPA are aware that there are no legal grounds for extradition as of yet, likewise for the operation of Bretonian Police officers within the house of Rheinland. We wish to make clear that our officers would be investigating leads and collaborating with members of the various law enforcement agencies your house employs, we would Not be enforcing Bretonian Law. If in the event we were granted permission to enter, our men would fly Templar class very heavy fighters or Challenger class bombers, nothing heavier. We appreciate the restrictions and will (again if allowed to enter) honour those agreements.

At the moment, we believe that sending two officers for the purpose of investigating is more than sufficient for now. The two officers in question being myself (Inspector John Steiner) and my second (Inspector Terry Jeffords). Should matters prove fruitful, further possible developments may be discussed at a later date on a case by case basis.

The Rheinland government discussed your request and submitted it to the Bundestag for a vote, in which representatives rejected it. From what I was told it seems that the majority of them do not think that the situation requires investigation or presence of the BPA officers in the Rheinland space at this point. Like Polizeidirektorin Carsten mentioned, the group using the tag THP| is not considered or even suspected to be an organized criminal group and there is only a single violation of our laws reported in last several months, which was committed by a single ship and was handled accordingly by the Rheinland law enforcement organizations.
