I'll be brief. I represent Guardians of the Tohoku Arch. As you're the most influential entity in the Maltese nation, we need a favor. We haven't been around Outcast space in a while due to our assignments and many short sighted minds that see us as evil. Last time my ship, KDS Kakushi, helped you defend against Corsair invaders where some of the Council's ships were present. I hope this conversation will be as friendly.

We need a certain amount of goods you possess or can easily obtain delivered to the Arch. Below is a list that includes everything necessary in terms of commodity type, amount of units required and payment which you will receive per unit upon delivery. Once there, simply drop the cargo in front of the Arch and we'll take it from there. A heads up - some of your ships might not be welcome there due to unadjusted reputation, but it shouldn't present too big of a problem.

The exact cargo amount varies up to 200 units in order to allow freedom depending on how your ships are equipped. The last thing we want is forcing you to fly with no protection by sacrificing everything for maximum cargo capacity. For the benefit of our relationship I hope you'll accept the proposal and execute the job. You will be rewarded greatly.
