I have a proposition for you. One leaning towards improving both of our military forces in ways we can equally benefit from.
I'm sure you know all about the Andraste. The CV-1 'Razgriz' stolen from The Order a long time ago. Since entering service in our fleet, the vessel has seen several refits to bring it up to speed, including personal upgrades I've handled in lieu of features that any reasonable engineer would've considered.
Seriously. No cup-holders? What were they thinking? Hydration is important for effective work.
Humor aside, the vessel was overhauled to our standards and outfitted with weapons we manufactured in Bretonia with permission from their Government to do so, as at the time we were heavily involved in the Gallic war. As our involvement becomes more and more concrete and our little society continues to grow, certain needs are no longer being met or have changed in terms of security and resource management.
With the Andraste being our largest asset, we find ourselves lacking a true front-line warship. It was designed with the idea of secrecy in mind over field control and domination. While refits and upgrades have brought it as close as it can be to a designated combat ship, it does not meet the requirements we need in order to continue our efforts in the field.
Thus, I formally propose a trade of assets. The CV-1 Andraste with no downgrades in its current specifications, save for the removal of sensitive and personal information on private consoles, for an Arbiter with just the core components of a functioning vessel. Strip it of any Legion-standard weaponry (Or don't install it. Up to you), and we'll handle the overhaul ourselves. While this may seem generous given the 'no downgrades' clause, the second catch is that we require some assistance on a sensitive topic.
If the initial offer is of interest to you, and if I am ensured confidentiality in the second portion of this proposal, then I'll move forward.

The benefits to possessing a second Osiris chassis would be many and varied, and as long standing allies I see no issue in pulling the appropriate strings to have an Arbiter constructed for the Covenant in its own right. If the trade were as simple as that, my guess is that construction would already be well underway, and I'd be walking the halls of the Andraste. Your 'catch' has raised a few eyebrows. An Osiris for an Arbiter is a fair trade, so I'm going to need to know what more you're requesting and why before I consider such a proposal further. Leniex is already tasked to maximum capacity given the conflict with the Unioners, and as relations with the Separatists improve its quite likely that we'll have even greater demand on our drydock and shipyard facilities. None the less, give me something to work with and I'll see if we can make it happen.

Surely you must've missed what I said when I proposed we trade the Andraste with all of its upgrades for a frame. A non-combat capable Arbiter for us to install our own modifications on. That saves you about a third of the production work, as any weapon systems you install are likely to be removed, disassembled, reassembled elsewhere, tested a hundred-and-eighty-three times, disassembled again, reassembled back on the ship, along with almost everything else.
This is essentially trading a fully operational stealth warship for a bare-bones test bed.
The catch, as you put it, will require a more personal means of communication to discuss. It is after all a very sensitive subject coming from outside of the Covenant.

I'd like to say that the posturing and rhetoric in the communique is unbelievable, but it isn't. Not after everything I've heard. Not after all the rumors I've ignored. Not after the questionable political decisions Auxesia has made. The Legion has a long history of mutual cooperation with the Covenant, that is true, but the key word there is mutual. I have done my utmost to avoid any sense of superiority or entitlement between either organization despite Auxesia's obvious dependence upon the Legion. I have instructed every officer to treat you and your kind with dignity, and respect, even when they spat in my face for it. I've been accosted and insulted by my Chief Engineer's own sister, a servant of House Bretonia which the Legion has done its utmost to protect, because you drew their ire, and I turned a blind eye.
And now you believe you're in a position to make demands?

You've wasted my time yet again with more useless rhetoric and details I couldn't possibly give less of a fuck about. I'm disappointed. I thought you of all people would for once cut to the goddamn chase and answer a straightforward question, but apparently you're too dense to judge the situation for what it is. Sirius doesn't owe you anything just because your body was mangled too badly to be fixed. Maybe you'd still have real eyes to glare at me with if you stuck to picking on people your own size. Those useless details and rhetoric are the cornerstone of any diplomatic relationship, and as far as I'm concerned your negligence of them renders you unfit for command. As of this moment, all Covenant traffic within Commonwealth space is grounded. No Covenant vessels are to enter or depart Vespucci or Kansas, and any found doing so will be escorted out by Monterrey and America CAP.
