Good evening, Arbiter.
I am Warden Lily Collins, head of the Watchers, as well as the Guard itself. It has come to my attention that a cohortian pilot has encountered you some time ago, and that proposals of mutual cooperation were exchanged. I would like to apologise for the delay in our response.
We are interested in tightening our relations with the Congress. Sadly, the cohortian pilot was not very descriptive of what was said exactly. What kind of cooperation does the Congress have in mind?

Firstly, let me apologize for the delay in response as well Ms.Collins.
I am Rick Tiltman, Arbiter of the Junker Congress.
Congress is very interested in your work as scientists. Many fields of study that I am under the impression you take part in are of high value in Junker society. From easy of air purification through more natural means to more fuel efficient engines. If any group in Sirius would excel in these fields I am assuming it is you. Though I will admit, these views are heavily skewered by the stereotypes and propaganda around Sirius by those seeking to deface you so I have no clue the validity of these statements.
Lack of personal information aside, as I am sure you are aware we are very capable of obtaining most goods. With you being on the front lines of the Gallic war just the same as the rest of Bretonia surely you can use all the assistance you can get.
If there is anything you need, anything at all. Congress is ready to supply it.

There is some truth to the rumours regarding our expertise. Efficiency is one of the primary concerns of our engineers when it comes to our equipment. The Guard is open to an exchange of services with the Congress, and we believe there is an opportunity at hand. I would have to ask you first, however. How comfortable are you with operating behind Royal Navy's lines?

Ms.Collins,
Operating behind Royal Navy lines isn't a problem. I think we both know what we Junkers excel at and it isn't just salvaging from radioactive cesspools. We have been tentatively testing the waters of the Gallic Gray Markets, unfortunately its slow going and being held up by the Unione Corse. regardless, what did you have in mind?

I cannot stress enough that what I am about to tell you is for your infromation only. The Guard is in need of disassembling a small base and moving its components out of the Edinburgh system, to our installation in Cambridge. Such a major operation is well beyond the scope of our capabilities to perform on our own, and the scale of the endeavour makes it almost impossible to hide from the Royal Navy present in the system.
As such, the Guard has enlisted aid from a number of sympathetic organisations to stage large scale diversions across the region, which should give us a window of opportunity to move the components out. We do not know how long is this window to last, so we want to make sure this task can be finished as soon as possible. The Congress is the only organisation we know that is more than capable of accomplishing such a feat in a short time. Whether you agree or not, I would like you to keep this information to yourself untill the operation is over.

Ms.Collins,
After some time and discussion with my Directors we have decided that we would be able to assist in the deconstruction of the station. We are experts in the field of deconstruction and recycling materials elsewhere we are more then willing to aid you in your endeavors. Let us know the Location and name of the installation and we will move salvage crews there at the utmost discretion.

Arbiter Tiltman.
I am glad to have you onboard for this project. The installation's name is Glendale Supply Depot, and it is located in low orbit of planet Glenn. The Congress will receive all necessary navigational data and docking permissions when the go is given. We are currently wrapping up the final preparations for the operation, which might take a week or two. Please be on standby, as we will commence the diversion at the earliest opportunity.
