Dear comrades,

I am glad to announce that the design phase of project "Buran" has been completed with all the necessary modifications pertinent to the ship serving as a mobile research station duly taken into consideration. I hereby below convey the materials from the engineering team.

"Plesetsk" Mobile Research Facility Blueprint

The construction division on Mykolaiv Shipyard was already notify and instructed as to the preparations for construction. SOE "Vektor" is therefore entrusted with the mission of logistic support of the project. You are to estimate the required types and amount of material for the construction. As the realisation of the project is crucially important for the operation of SCEC, you are advised to cease your secondary projects for now and concentrate on "Buran". And remember: failure is not an option.
