A motion was recently proposed and passed within the Government to begin the discussion regarding a Non-Aggression pact. There has also been a discussion regarding RHA transports in to Bretonia (Without escorts) for the purpose of trade.
Before this discussion goes further, we wish to hear your thoughts on this matter and your own proposals trading the above.
I am major Weiss representing the Army and overseeing agreements in external trade relations. The concept of a publicly known Non-Agression act between the body of the Volksrevolution and the Kingdom of Bretonia has reached the point of possibility once again. The Volksrevolution is most eager to re-continue the distribution of it's most lucrative product - Blood diamonds. It is important to note that this agreement will ensure Army transports and transports of the Volksrevolution alike be treated as respected individuals within the Kingdom and not harassed, especially in the absence of protection.
The exporting of un-refined diamonds to the Kingdom is possible as well.
Before we continue however, I am responsible to know what systems and areas within the Kingdom are accessible to trade vessels and which are not, so that we might avoid any possible instance of conflict.
So long as your vessels operate within the confines of Bretonian Law and adhere to the restrictions (if any) this Government places on them, they will enjoy the protection and freedoms this Kingdom has to offer. Break those laws, and there will be problems, as I'm sure you can understand.
At present the transportation and sale of Blood Diamonds is not a crime under the Bretonian Charter of Interstellar law, and so there should not be an issue with their distribution within this House. Your transports will be, as mentioned, bound by Bretonian Law but will naturally be looked after by the honorable pilots of the Bretonian Police Authority in the absence of their own RHA escorts.
This government believes that for the time being the systems of Omega-3, Cambridge and New London ought to be open to your transports for the purposes of trade. All other systems however, will remain closed to you until further arrangements can be made.
The Volksrevolution would like to stress the issue of Omega-3 as a territory. Whilst planet Sprauge and the immediate area surrounding as the Freeport can be legitimately recognized as territory owned by the Kingdom. The immediate areas surrounding the entrances to Omega-2, Omega-5, and Omega-7 should be recognized as territory of the Volksrevolution. Guard patrols and engagements against the Corsair empire - a common enemy for both our parties - come from outside and from within. The Army must handle these threats accordingly in these areas, especially if their trajectory is towards Army territory.
The topic of Omega-3 will, I fear, be a contentious issue between us, the entirety of Omega-3 is Bretonian, Rheinland has rights within the system but has no sovereignty over it. We therefore cannot grant territory to you nor recognize any claim you may or may not have regarding those areas you have mentioned. However, with all that said and done, what happens to Corsair vessels within Omega-3 if and when Hessian vessels encounter them is entirely your business, if you understand our meaning.
I'm afraid you're right, it may develop into an issue. Rheinland's soveregin "claims" do not speak for that of the Volksrevolution. And I have orders to maintain our stance on the issue of Omega-3. The repercussions that may follow are not of my concern nor do I have the authority to speak on them at the moment. My concern is the remaining benefits of this non-agression pact.
With this covered and dealt with, I assume trade can begin to move about as agreed to?
