To those who recieve this communique,

This is Commodore-Major Setsuna Kobayashi of the Ouroboros Revolutionary Group to the High Command of the Order cell "Legacy of Orillion".

We wish to open a line of communication between our two factions, and we would like to clear the air about our intentions towards your cell, as given our public debut on the grand stage had spewed hostility at your contemporaries in the Overwatch.

Ouroboros welcomes any and all organizations within and outside of the Order that dedicate themselves to the true cause of the Order, to combat the Nomads. As such we have informally pursued a ceasefire against Order vessels carrying your transponder code.

We initially encountered your cell not too long ago when we dispatched a Higan SOG unit aboard the Spatial-class ship "Konpaku" to observe detected activity in Omicron Delta. Suffice to say, this comes as a good surprise to our high command, as we have had doubts about collaborating with an Order breakaway element, Providence, to be precise.

Our distaste with the Order comes solely from the problems that the Overwatch have caused, most importantly, their distancing themselves from the ideals that Orillion had put forth for the organization as the first vanguard of humanity against the Slomon K'hara.

We do not ask anything in return for a warming of relations. All we ask is for a clarification of your cell's position on the Overwatch and your general modus operandi.

Frau Kobayashi, you'll forgive me if I don't sound too pleased to be receiving communiques from your group. Given the recent actions of your group in the Omicron systems, including the fly-by of your 'Konpaku' during a standard cell operation, frankly a warming of relations may be a best case scenario.

To answer your queries, the Overwatch is beyond my allotment of cares to give. What they do is their business, and if it guides itself into my realm of operation, then so be it. If they stray from their course even more, then I trust that natural selection will see to them appropriately. Beyond the removal of the Nomads and their thralls, human ships (which, yes, includes the Maltese, the Corsairs and even the Core) are a no touch situation. We work to protect humanity, not contribute to the deterioration of it.
An end that I hope other factions that operate out here will take after.

Perhaps now that I've answered your questions, you would do me and my men a favor. It is a small one, and something I'm sure a rising 'revolutionary group' such as yourselves would be quite easily capable of doing.
Do not operate out here. The Overwatch has enough reason to blast any ship you have out here. If you're smart, you won't prod the beast before it's culled. If you're not, then natural selection will likely treat you appropriately as well. It will be much better for all parties if you maintain a distance from the Omicron systems.

Miss Becker,

With all due respect, the Overwatch probably have us marked for shoot on sight, but I digress. Our operations more or less in the Omicrons is covert in manner than anything else. You won't be seeing our men in Delta unless our leader orders it or a 'check-up' is needed. And even then we're cautious with where we go in that regard. We understand your warning, but our ideological and command situation more or less requires we keep a 'pulse' on the region at the least.

But I digress. You should expect us lingering around every now and again with nothing more than a one or two ship flight.

We do admire your modus operandi and thereby acknowledge your position with the Overwatch. Suffice it to say, we wish no ill situation between us and your cell even though your stance on them is what I would call a 'begrudging tolerance' of sorts.

Although we cannot see collaboration happening at this time, we would be more than willing to inform you of other encounters of possible interest in Kusari and our other AOs and willing to start any form of collaboration thereby.

Furthermore, You mentioned other encounters with us? If any of our men had wronged your cell, we would be more than willing to provide some sort of compensation or issue reprimand.
