PRIMARY OPERATIONAL GOALS
finding (and terraforming if needed) new habitable worlds for the Coalition;
collecting valuable scientific information from all across Sirius;

Information
Sirius Coalition Expeditionary Corps (SCEC) were established under Decree #825/2/11 of the Second Plenary Session of the High Commissariat for Science and Technological Advancement (HCSTA) on Frontier Expansion with a view to form a specialised force to collect scientific data deemed valuable and conduct in-field research for the benefit of the Coalition.
The decision was made in light of Cayman system falling into Coalition hands with planet Braillia deemed redeemable after the eco-catastrophe caused by the previous owners. The harsh environment of planets Jiang-Xi and Volgograd as well as past raids into Omega-52 system that decimated the planetary population significantly hinder Coalition’s plans to solidify its position as an equal rival to the Houses with no prosperous surface colony to back on and to use as a beacon of hope for all left-wing factions across Sirius.
Scientists on Mykolaiv Research Station, believed that the damage inflicted to Braillia could be undone with the technologies available. Following severe debates within HCSTA and hearings in Duma, terraforming project was approved and given under the jurisdiction of HCSTA.
In light of the terraforming plans, project “Tselina” was commenced, stipulating rapid obtaining of scientific data from all across Sirius that might prove useful in terraforming. However, after the Great Omega Stellar Turbulence that led to a few systems like Omega 11, Omicron Omega, and Cayman rendered uninhabitable, the project’s scope was expanded to the search of and subsequent terraforming of strategically important for the Coalition worlds. Soon afterwards, SCEC was institutionalised as the extension of HCSTA in the field to pursue that goal. SCEC was also entrusted with any other research-related activities and assistance in ongoing initiatives (e.g. "Renegade"). As of now, SCEC terraforming and colonising foci are directed at recently claimed planet Istanbul in Anatolia system (//Unknown planet in Omicron Chi).
The adoption of Decree #825/2/11 was also heavily influenced by recent switch to New Economic Policy (NEP) under which limited private ownership and small businesses were allowed. In view of this, SCEC were entrusted with collecting valuable industrial samples from all across Sirius and reverse-engineering them for the purposes of the People. SOE “Vektor” was created as the front of SCEC’s internal and external trading and is entrusted with logistics-related tasks.
Alongside regular scientists on Mykolaiv, SCEC are also busy with developing new technologies for the People to alleviate the lives thereof. SCEC contributed to the construction of Jiangxi docking rings and is currently involved in a few other projects:

Operation Principles:
Since SCEC is not a fully military organisation and the personnel consists mostly of scientists, the operation principlesare the following:
to avoid hostilities outside of Sirius Coalition space;
to favour persuasive methods over forceful ones;
to propagate positive image of the People and Sirius Coalition as of a legitimate rival to bourgeoisie "Houses" not a band of terrorists or criminals;
to avoid sharing strategic data of the Coalition;
to refrain from enforcing Coalition People's Legislation - that is within the scope of SCRA responsibilities.
To further the goals of the Coalition, SCEC follows the principle “Science is the manifestation of People's will and therefore has no borders” and employs any methods that can yield results deemed valuable by the Coalition. These may include:
surveillance and observation;
experiments;
taking hostages;
bribery;
hiring freelancers;
forceful expropriation, etc.
Current Sectors of Interest
Current sectors of interests are determined by the primary objective of enhancing terraforming technologies under “Tselina” project and are not exclusive.
Planet Nurenberg (Munich) – study of local ecosystem, namely worms living in the soil. Possible application thereof as a bioweapon or to suppress aggressive ecosystems on other planets.
Planet Gaia (Edinburgh) – local flora and fauna. Species are to be taken to Jiang Xi, to test compatibility for further ecosystem integration.
Planet Lesbos (Omicron Omega) – climate and dust storms and ways to protect the atmosphere from being blown into space by storm winds.
Planet Pygar (Omicron Theta) – nomad infection and possible prevention thereof.
Planet Skagen (New Beijing //Omega-55) – habitable world with prospects of terraforming and colonization with ruins of non-human origins.
Planet Istanbul (Anatolia) – a barren world having really low air pressure and temperature, unsustainable for a human life. Recently, it has been claimed. A terrible accident occurred during an oversee operation, that put the former C.R.O into coma. Works are in a halt, but will commence, sooner than later.
Planet Tomioka (Nagano) – a habitable world having both, good and bad mixed within. Agents are to be sent and in return, numerous information about the planet, are to be expected, as well as scientific data.
Apart from those above, most of Omegas and Omicrons pose particular interest to SCEC due to their understudied nature even in Houses’ scientific logs and possibility of the Coalition expansion in the region.
At the moment, SCEC are engaged into expeditions to amass scientific data on various issues. The expeditions have already been carried out to such places as Omicron Delta, Omicron Minor, Omicron Lost, Omicron Alpha, Omicron Chi. The primary purpose thereof is to look for any technologies of interest and other peculiar issues for the benefit of the People and the Revolution. Task Force "Sipukha"
Due to ever-increasing threat to the expedition, the HCSTA under directive #825/3/1 designated a small team of experienced special operatives to SCEC for regular provision of paramount security and carrying out “dirty job” should need arise. From among the aforementioned agents Task Force “Sipukha” (TFS) was formed. Under secret directive #825/3/1 of HTCSA, the group enjoys relative independence from both SCEC and SCRA and is provided with its own scope of responsibilities that are not to be coordinated with either of the organisations. Inter alia, the objectives of TFS are:
Aggressive collection of samples designated as “needed” by SCEC research personnel;
Counter-intelligence and prevention of technology or samples being stolen from SCEC;
Intelligence and industrial espionage, primarily from designated by SCEC HC groups;
Interrogation of acquired valuable prisoners by any means;
Prevention of SCEC staff defection and ideological covert supervision;
Preventive warfare to neutralise threats to SCEC staff and facilities in advance;
Protection of SCEC research personnel independently or rendering assistance in doing so to escort;
Provide military counselling and training.
ooRP note: TFS is designed for players that are more interested in combat RP (possibly, PvP) and/or are challenged/bored by science RP, yet want to be part of it. This allows more flexibility without undermining the PvE scientific nature of the factions, opens more prospects for interactions outside of Coalition and bordering thereon space, more RP-interactions with Coalition official SCRA faction and deeper and more keening diplomacy. CPRV-Peltonen “Lovitar” class cruiser (modified “Vidar” Red Hessians Cruiser). Piloted by Dr. Liisi Virtanen. A mobile bio-laboratory, equipped with experimental weaponry.
CPW-Kuybyshev - "Typhoon" class destroyer of escort with small research team on board under command of Commander Adam Kovtun.

High Commissar, Alexey Novikov. The HCSTA (High Commissar of Sceintific and Technological Advancement), is currently the spearhead of the Technological and Scientific Department. Every personnel within SCEC answers to him. Secretly fantasizes about building a massive armada, consisting of Carriers.
Dr. Mstislav Belov. Chief Research Officer of SCEC. Obsessed with the idea of building Giant Humanoid Battle Robots (Rus.: ОБЧР). During a recent accident in the Rostok Research Facility, Dr.Belov was caught right in the explosion, putting him into coma. After a lot of augmentation, as well as medication, Dr.Belov is back on duty, leading the Corps at his utmost.
Aspirant Anton Shweik. Worked on his doctorate under the supervision of the former C.R.O, Dr. Belov. Core sphere of interest – bio-organic chemistry and material science, robotech.
Commander Adam Kovtun . Dislikes Wild for what happened to “Kuybyshev”.
Major Anatoliy Grachov. Current leader of Task Force “Sipukha”. Stealthy, cunning, pragmatic as a true spy can be. Secretly loves owls and cookies.
Engineer Tihon Andrukhovych. Secretly a revolutionary propagandist.
Commander Alexander Stanislav[M.I.A] Climbing his way up in the ranks. His potential of being a leader is like second to none. Two things he loves and hates the most, one being Kvass and the other being 'Nomads. In a recent investigation of a secretive base in the Sigma(s), Commander Stanislavsky's ship lost the connection with the main HQ, no one knows whether he's alive or not.
Lieutenant Radoslav Volkov. Hates everything about Liberty, especially uncontrolled abuse of position by capital ships and sinful Libertonian obsession with ponies.
Junior Lieutenant Yi Xiang . Has a secret sympathy for imperial Rheinland.
Senior Lieutenant Mary Dross. Ex-Unioner with peculiar view on her past.
Doctor Liisi Virtanen. DNA geneticist. A beauty with dark secret inside with abnormal love for cats.

SCEC relies on autonomy of research wherever is the location. Thus, for research expedition at least one capital ship with appropriate research equipment is needed. Usually, refitted military vessels of “Typhoon” and “Hurricane” class serve the purpose. SCEC are also in possession of the pinnacle of Coalition engineering ingenuity – “Tempest” class carrier, flagship “Plesetsk”.
Gunships, fighters, and bombers usually serve as protection or reconnaissance vessels for the capital ships and are often piloted by “Sipukha” agents, SCEC escort, or SCRA or Militsiya military pilots.

Not being a military organisation, ranks reflect responsibilities rather than hierarchy.
CRO – Chief Research Officer – formal administrative position responsible for contact with SCRA and HCSTA, and guiding joint expeditions if need arises.
Academic – an experienced scientist with expertise in multiple fields. Usually in charge of a scientific team
Doctor – a scientists with expertise in one field and solid theoretical background in other fields. Can work either alone or in a team.
Aspirant– a recent graduate of a university working on a project to obtain the status of a Doctor. Usually work under supervision of a more-experienced scientists.
Task Force "Sipukha" also uses SCRA military ranking. TFS also generally refer to their pilots simply as "Agents". Diplomacy
In general, the diplomacy pattern of the Coalition applies to SCEC. Allies
SCEC is in subordination to SCRA and to follow orders from SCRA personnel unless it threatens already obtained scientific data or valuable samples. This is not extended upon TFS who enjoy freedom from this subordination in most cases.
All other allies of the Coalition are respectively allies of SCEC.
Apostatas - the opposition to cruel Dons' regime of Crete that embraced socialistic ways and proved themselves a trusted ally.
Red Hessian Army - loyal allies of the Coalition and of SCEC. A few joint projects further academic cooperation.
Mollys of Dublin. Although contacts are sporadic, Mollys proved to be trusted allies of the Coalition and, therefore, of SCEC.
Friendly
Gaians and the remains of former LWB are favoured to cooperate with due to the extensive experience in dealing with harsh environment.
The academic wing of Bundshuh is a natural interest whenever the field of expertise thereof is beneficial for the project.
Crayter Republic is viewed as valuable ally in view of their experience in recent planetfall and rapid success in science. Same applies to Zoners.
Neutral
Most civilian organisations are neutral as of no interest, unless they possess valuable scientific data or equipment.
The Order is treated with caution and interest. It possesses invaluable research data and intelligence and can be cooperated with unless cooperation poses threat to the mission or is prohibited by general Coalition policy. SCEC leadership openly declares desire to develop friendly relations with the Order.
The Council and Maquis can be situational associates if in Gallia space or there is the necessity.
The House of Bretonia and related factions, including private business
Unfriendly
Although Coalition usually does not attack civilian vessels, the ships of Planetform Inc., Deep Space Engineering and ALG Waste Disposals depending on their cargo are viewed as primary targets in view of the technologies they might possess.
Hostile
The Core has proven to be detrimental to research operations in deep Omicrons and sometimes even in Omegas. Despite relatively small number of population, the support of House corporations and expropriation of advanced technologies the organisation is not to be trifled with. Their confrontation with the Order only aggravates diplomacy.
Corsairs who claim to be an "Empire" regularly engage in hostile acts versus People's Republic and its allies. SCEC expereinced a severe blow from the Corsairs when the fleet thereof assaulted and destroyed the research station Plesetsk in New Beijing system.

Q&A
Q: What is the difference with SCRA?
A: SCRA hold all the political power in the Coalition and de-facto and de-jure lead the Coalition and, therefore, SCEC. SCRA are mostly focuses on warfare and aggressive propaganda (become communist at once or the Agents of His Watchful Eye will find you and…) that are traditionally PvP experience.
SCEC deal with science and research and aims at adding some PvE scientific experience without being neutral as Zoner scientific factions.
In short words, SCRA are army, SCEC are scientists (and KGB-like spies with a hint of science).
Q: why not join SCRA?
A: we would eagerly welcome your joining SCRA! In fact, it is this division that adds a lot of new RP possibilities between SCRA and SCEC and creates interesting in-game situations for both sides. SCEC is not quite PvP competitive (and sometimes not PvP-talented as scientists on a battlefield should be) and thus does not want to undermine SCRA PvP success. We also favour a bit of different RP, so we decided it would be wise to be a different organisation.
Q: Why do you have “Sipukha” and why is their goals are different from yours?
A: based on real-world cases of small professional group of elite soldiers being attached to the research teams for the sake of assistance and ideological control, we added our own with a view to add more flexibility to our members who do not want to spend long time on science RP be it in-game or on forum but feel like helping the scientists. It also provides spy-like RP and adds more PvP possibilities for those who seek it.
Q: what is your ZOI?
A: technically, same as for the Coalition generic ID, ZOI is whole Sirius (Science knows no borders). However, we specified our particular points of interests that usually serve as our destinations and where SCEC can be interacted with. However, we can organise expeditions and events quite far from our core systems, too, thus expanding our RP possibilities. NOTE: Since we are a RPPvE based faction, flying outside of our primary systems usually does not mean we will cause troubles for the locals and will try to stay hidden.
Q: What are the “expeditions” you are talking about?
A: Game-wise, it is an organised trip to a certain destination with RP objectives to be fulfilled. ooRP-wise, it creates great opportunities for faction interaction and science RP. It also provides opportunities for PvP for those willing to engage into it. So far, most SCEC PvP was defence attackers displeased with our presence or elimination of unlucky witnesses.
Q: How does your espionage work?
A: the ID line with CD was specifically added for this purpose. Task Force “Sipukha” (SCEC|S-) are entrusted with this goal. It presumes RP negotiations with the view of extracting information. Alternatively, transports carrying specific cargo can be demanded to drop their cargo or terminated for the sake of obtaining samples for reverse-engineering. Spying is the craft of creative people, you can let your imagination loose (within server rules and SCEC ID) to achieve your goal. Flying deep into House Space and sitting next to the capital planet? – Be our guest. Organising big covert-op of snubs to do a sweep raid over a base – please. We welcome any adequate RP in this regard, including against us.
