Dear comrades,

My name is Mstislav Belov, I represent the Expeditionary Corps of the Sirius Coalition, the primary research division of the Sirius Coalition. Our vessels recently encountered your people fighting the Gallic Royal Navy in Leeds system, and thereafter a separate ship in Omega 49 system. Throughout the talk, we come to the conclusion of the similar goals and shared ideals of our parties and, therefore, would like to suggest you an Treaty on Friendship and Cooperation.

Foreseeing your question, why a scientists leads the diplomatic negotiations, I represent the Coalition ad hoc in the absence of the Coalition HQ. Being a member of the Duma (the parliament) I have the understanding of our diplomatic stance and act accordingly in full capacity.

The suggested Treaty would provide access to the facilities of the both parties and military support in case of the aggression of a third party. However, the provisions are to be discussed meticulously should you decide to give the Friendship a chance.

The Coalition stands ready to support you economically and militarily against the Gallic tyrant calling himself a King and further the ideas of the Republic. We support the Council and share relations of amity with them and hope to extend them to your movement as well.
