Bering is Kinda out of the Question for a BS, don't want to provoke war yet, but if you're in something smaller sure or on the Rheinland side of the gates.

Question 1 ... dunno ... I'm not German either
Question 2 ... Omega 15 is outside Rheinland ... the Rheinland battleship is there to protect the jumphole into Dresden and that's pretty much it. Omega 15 is not "owned" by anyone ... its shared by BHG and Junkers.
Question 3 ... Bering is neutral to Liberty and Rheinland. Its not good for either Rheinland or Liberty military vessels to be operating there ... especially with tensions being so high between the two houses. Best not to get too close to Liberty.
Question 4 ... This one needs more explanation ... are you planning on trading or stopping traders carrying such items?

Miniscule thing, but are you planning on pampering your crew? Not that I'm sure they'd have a problem bathing in liquid gold, but might I suggest a downgrade to just normal consumer goods? Unless its for the Admiralty... In which case thats a good way to breed mutiny.

-Luxury Consumer Goods (50) -It's a flying city, damnit, LCG is essential
-Ship Hull Panels (10) -Yup, coupled with some engine components (for those in-space repairs)
-Spaceship Crew(about 500) -Sounds like a lot, but who knows how many crew a BS has? Go for it
-Food Rations(100) -Duh
-Water(100) -Duh...But where's the Oxygen? Oops...
-Fleet Admiral (2) -This is gonna result in NPCs demanding your cargo all the time, maybe use VIPs
-Construction Machinary(20) (I think the commodity is called that) (For repairing when not at base) -Yup
-Guard Pilots (20+) -Same as fleet admirals, NPCs are gonna bug you, I'd suggest simply dropping them (or using passengers to represent boarding parties, etc)
Names don't strike me as exceptionally Germanic, but this is Rheinland, and Germans have a wide variety of names, seems fine to me.
As for area of operations, Corsairs and Hessians would claim that you don't own O-15, but what self-respecting Rheinland admiral listens to them? Park your ship there and drive out those pesky toasters, cannibals and reds. Fur Rheinland!
My suggestions where and how to use that cap. Patrol with it the all the other Rheinland systems but the NB. Also nothing makes unlawfuls be more mad at you if you go anywhere near their bases or chase after single fighters.
The worst experiences I've had with RNC caps have literally been that 2 BS came after my single Hessian fighter in Dresden and when I just escaped they made assumptions that I'd head to my base and flew there to wait for me. And then saying something like "Nice base Hessian" when I did not come there for a while.
You'll be ok if you are not too quick to jump the gun. Offer assistance to RM, but do not enter fights unless you get a clear go. You are a bastion to which the RM can fall back on.
Remember your job there is to ensure the safety of Rheinland systems, so if the RM side is loosing THEN announce and step in to ensure victory, but under no circumstances should a BS chase after anything less than a Cruiser. It just breaks any suspense of belief.
It actually rankles more to be have to leave the area than to die to your guns. And as a bonus you can always throw RP comments making unlawfuls retreat. The sweetest victory you can have flying your cap is to win just coming there and not fire a shot.
Rheinland is supposed to be one bad-ass place with those caps. And Rheinland needs caps that do more talking than fighting. People forget about that. Simply put, the more you talk in RP the better cap player you are. If you do this I see no problem any indy cap to be anywhere in Sirius really.
One other system that could use a cap is Stuttgart. Plenty of traffic going through Omegas so a lot of chances for RP. The worst system to have your cap in is actually Dresden. There are only Hessians there so if anyone sees a cap in Dresden it just screams pvp-seeking and if you are there long enough you'll get a horde of bombers come and clean the system with pretty little RP value.
I'd say stay clear of Bering for now. O-15 would be fine I guess.
As for the name, not in that form. If you want it phonetically similar and to look slightly germanic, try Kluff.
And watch out for pilots in your cargo hold. NPCs will scan you, demand them, then attack when you don't hand them over. Not much of a worry in a battleship, but annoying as hell, especially when you want to dock somewhere.

The 2 fleet admirals being a problem. Stewart showed me
how to dodge that. (Cruise and cut engine, you lose them
instantly)
Seeing as how O-15 is a 50-50 On good or bad I have seen
many NPC patrols of RM in there so I will go with the side
that sees that as good. Kinda RP as a backup for the hole
protector and stop any trading that may pass through there.

Yes the cargo is for pure RP. I, like stewart, am pure RP.
I've played WoW only on RP servers etc. I do not wish to us
the armadilo as a weapon unless time calls for it.

bering. My home system will probably end up being Struttgart.
