I dont think you understand the server rules as well as you think you do. There's no such thing as a "pve-only" character, unless you happen to be under level 35, which you're not going to be with anything other than the starter ship.
Odd. I've seen another character flying around named SOLO-NOPVP.
I took that to mean that that character was a dedicated PvE-only character.
I have also edited my OP to correct this oversight so you won't need a "frontal lobotomy" - quite rude, if I do say so myself.
3.7 Characters of level 29 and below or ships using a Recruit ID may not be attacked unless they:
Attack first by draining the shield down to 50% or firing a cruise disruptor.
Are at the scene of a battle and refuse to leave when told to leave.
Take an active part in a roleplay interaction.
Possess a codename (Class 9) weapon.
Attack a player base.
3.9 Having more than 1 ID per Tag. Faction Tags Rules can be found Here.
Discovery Freelancer 24/7 RP PvP rules:
4.4 Every char must have only one type of ID equipped and they must play to that ID. Ship and equipment infocards which specify their use on a specific ID or specific ship must only be used on that ID or ship. In all other cases where these restrictions and allowances conflict with the server rules, the ID overrides the rules except as described in 4.5
4.5 Nomads are allowed to be engaged by all non-nomad IDs regardless of engagement rights except for the Neutral and Recruit IDs.

That says those at or under 29 must not be attacked - it says, essentially, nothing about having a PvE-only character.
Also, everyone starts much higher than 29 now. My character K_Bank, in fact, started at Level 39 - so technically, he could be attacked right out of the starting gate.
That said, this rule is still taken as valid and will be adhered to.
But you're not referring to that. I probably shouldn't include a new tag, such as PKN, since the "group" isn't a true faction. It's just a group.
It's more organized than a "true" group, and it's less organized than a "True" faction. It's in between.
One of my compatriots on the server, mentioned that I should talk to one of you guys to make this "Peacekeeper Nomad" thing "official" so that's what this is all about.
And once again, see the edits I have made to my Original Post.

To clarify there is no such thing as a PvE-only character. These do not exist and if they did they would be detrimental to the playability of the game.

This. There isnt pve-only here, everyone is subject to pvp engagement by the appropriate parties, as long as there are suitable engagement notices provided; and trust me, nobody is going to think twice about declaring hostility to a nomad, no matter what your allegiances.

Answer: Re-read the Original Post. I have clearly stated in there (in the Edit) that no PKN member will be displayed, publicly, as a PKN.
Instead, they will appear as a human pilot.
And unless and until that PKN member reveals himself, attacking them will be considered METAGAMING.
Oh, so this isnt a nomad faction at all, it's people wanting to RP 'infected' characters without actually going through the effort of applying to the Aoi Iseijin.

You will see us as fellow human pilots (and due to the limitations of the game our characters will be human pilots to start with) and you will never know we are PKN (tag for Peacekeeper Nomads) unless we tell you.
There are factions such as the Order who have established lore that allows them to detect Nomads and infectees pretty easy in space. So it won't be meta gaming. Threatening people here is also not a good way to get your point across.
Now lets take a step away from this issue as I feel you've been given all the information but you just aren't willing to accept and adapt to it, so lets focus on a much clearer easier problem.
Your first page doesn't say what specific ID or IFF you will be using, can you edit it to show that clearly.
The only vessels Nomads can fly are Nomad ships. Otherwise, you're not Nomads. I sincerely doubt this is backed by Aoi as a form of "breakoff Wild" type of faction. Nomads are limited to Nomad ships. Nomad ships mean you're a Nomad, and thus any other non-nomad related character can attack you at will. (With prerequisite engagements lines.)
Do not attempt to tell the community what is or isn't metagaming. That interpretation is up to the staff. If you feel an instance has occured, report it to the staff and let the report run it's course.

As you wish, I apologize for doing the staff's job.
