I would have thought the Sirius Coalition Expansion Corps would have gotten to you first, since their operational focus is more along the lines of scientific endeavors like yours own, and contrarily, it seems this communique has sat in the buffer for a couple days and got passed over to the Office of the Premier.
The Peoples' Republic, at least myself, is looking forward to more dialogue. Hopefully the current political climate does not spoil that, but I fear it might. You might wish haste in whatever considerations you have.

The University of Cambridge has a tradition of standing apart from Bretonian politics, while we abide by Bretonian Law, consider ourselves Bretonia and operate within Bretonian Borders, our research requires us to take a far more flexible stance with diplomacy. Bretonian-SCRA relations do not concern us.
We request a team of researchers be sent to your home for the purposes of establishing a semi-formal arrangement regarding research of your people along with the offer of admission to the University of Cambridge for those who wish to apply. This is of course up to you and your own government, but we no longer see a need to prohibit those who were born to the Coalition and now wish to attend the University.
I am more than happy to discuss who would be attending this minor meeting, or if you are uncomfortable with a team, then I will attend personally to discuss our proposals.

Political business, as I am sure you are aware, is never as clear cut as anyone hopes it will be. The environment has been shifting a lot in what is relatively a short timespan. Still, as much as you claim your university to be separate from the politics of your House and, if I understand flexibility right, Sirius at large, you are still Bretonian nationals and like any of the supposedly 'Reputable' individuals who claim themselves to be heads of state in this sector, I must evaluate your proposal accordingly. To that end, and given the aforementioned political climate, a mission sent directly to New Moscow will not be in the best interests of the Coalition, and I must respectfully decline such a venture at this time.
However, I am not opposed to a meeting in more neutral territory (as of the writing of this communique, the necessary transponder adjustments and ceasefire orders for Bretonian military units regarding Coalition ships is not yet fully dissemenated) to discuss possible alternatives.
