Ingenuus Research Group has a requirement for a set of materials to support a construction project available to interested parties granting a 1,500 credit stipend per unit in addition to the standard receiving payment to the delivery location. The materials on the list will be disclosed upon signing the following non-disclosure agreement.
By signing this agreement, you understand and agree to the following:
1. That you or associated persons will not disclose information of any kind pertaining to but not limited to the projects end goal, required materials, and delivery location, to any persons who have not also signed this agreement, persons who have not aligned themselves under a neutral understanding with Ingenuus Research Group, or persons who have openly declared hostilities against Ingenuus Research Group, to include individuals or organizations that may harm the goals or progress of the project.
2. That as a member of this project you will receive full payment of 1,500 credits (One Thousand Five Hundred) per standard cargo unit of supplies delivered as a stipend, in addition to the standard receiving payment upon delivery to [Redacted].
3. Upon completion of the project, you may be credited fully of your contributions if you (the individual who signed the agreement) request from Ingenuus [Research Group] to do so.
4. Organizations who sign on as a whole will still require each individual to read and sign this agreement, or stated individuals will not receive direct access to the document.
5. That all information received of classified materials or otherwise would cause significant damage to Ingenuus Research Group as a whole is contained within holders of the agreement, and that justified action may be taken for those who forcefully terminate this agreement.
6. The following methods will lead to the forceful termination of this agreement:
A - Sharing of contained information to any individual or party not contained in section 8 of this agreement - as amended at the time of release.
B- By directly hindering Ingenuus in its efforts to complete the project
C- Stealing, detaining, damaging property or to otherwise hindering members also signing this agreement.
7. Justified actions include the following, varying in degree in direct proportion as decided by Ingenuus with the potential damages and actuated damages taken into consideration:
A - Fines up to 100,000,000 credits (One Hundred Million).
B - Dismissal from the project.
C - Docking permissions retracted from all Zoner stations.
D - All of the above, collectively, including bounties if fine is left unpaid.

We realize Volgograd is currently supporting the Hessians with Battleship Kassel, in our mutual support, we ask that its recovery take priority over this contract.

Thank you for reaching out to Volgograd Industrial, foremost apologies for the delayed response to this contract. I recall our work previously in shipping supplies to Port Tacoya and so I look at this with curious interest, but I will have to be frank with some concerns over the seriousness presented in your contract especially given that I have no idea what it is your contracting us for. I will explain my position and what it is Volgograd Industrial falls when working with external groups or organizations outside of the Coalition and her allies.
As Minister of Plenty, I must report and be transparent with respect to the Economy and any collaboration we do that influences it. Volgograd Industrial, is a state-owned corporation and not exactly a private transport corporation. Therefore all their requests of any strict secrecy or need-to-know cannot be used against the Coalition, which leads me to my main concern.
My duty and responsibilities are to the Coalition first and foremost. Therefore anything they request will come first above all else and with that I must ensure that any work I am ordering Volgograd to take on supports the objective goals of the economic plans and views of the Coalition - That is, does not stand against her, her allies or her ideological pursuits. Now this leads us to the subject of your clauses.
The clause in which I have concerns with is the last one. I would like the mutual parties to include my office, that is the Office of the Minister of Plenty of the Coalition as I will need to report any activity Volgograd Industrial is involved in. In addition, I'd like an exemption, that exempts us from punishments laid out in clause 7 due to the specific reason of conflict of interest I have mentioned, if I deem that whatever it is you have Volgograd Industrial contracted for, is or turns out to be a conflict given that I provide reason that explains it.
Lastly, I do not want to give an impression of re-prioritization when it comes to requesting our assistance with a contract of this form. We have a queue of contracts, and some will take priority over this, so I cannot guarantee our involvement will come with any urgency until previous work is cleared out of the way.

Your response is comforting, as you've covered your bases, as it were. As for the contract, what you received was a more extensive copy of a draft to be spread out to potential parties that could be adjusted - so I will address each of your concerns individually.
The project involves the construction of one Colony Expeditionary Vessel, taking place at Livadia Shipyard, Omicron Kappa. Its purpose will be to support the expansion of individuals and groups into Zurich, as it will be a place of business and respite in the region as Ingenuus does required research on the nearby moons.
Clause 7 - namely the Justified action clause - is not a clause we give full exemption from, however, we will have hopefully provided you with the needed information to make a considerable decision before signing the agreement, and therefore properly placing weight on it. We don't believe this will be an issue for most, as we've tried to select our mutual parties with care. Clause 7 is a freedom to express justified action - this means that the terms are negotiable, and in a way subject to be ignored should the consequences support the mutuality desired in our diplomatic scope. The Coalition and Ingenuus have mutual allies in the Red Hessian Army, and we would sooner let ourselves burn than lose that mutuality. Due to significance and our potential dangers undertaking this construction in our current state of affairs, we must keep Clause 7 in place, however, with due consideration, we can waive subsections A and C of Clause 7, should that be suitable.
Do note, that at any time, your organization can withdraw from the project, and this contract does not verify a commitment to or specific minimum contribution to the project, but merely opens your ability to support it in exchange of due compensation. The information we've shared to clarify this is in good faith that your organization has good intention of business, and will not share said information except with those who need to know it.
Should we come to an agreement, the mutual parties section will include all desired listed parties on signing in the project document to include specific shipment information once the contract is signed. Extended mutual parties will also be listed, so that there is clarity of who this information can be shared with beyond your internal need-to-know. Hopefully you'll find this acceptable.

A very thorough response in indeed, you have my sincere thanks. Your objectives do not seem to be a problem to us nor our allies, as you pointed out, the Red Hessian Armee. So I no longer have a concern with the "what" about this contract. As for the modification of Clause 7. I am in favor of waiving parts A and C from the clause leaving to only be a full dismissal from the project should we be found in breach of contract, so that satisfies my other concern, leaving you with our decision.
I will let Volgograd Industrial pilots know that if they wish to work on this project, that they name themselves and agree to the terms on whichever transmission that is to be done on so as to adhere to the contract. But I do wish to stress the fact that, this will be added to our queue of work to complete, so we will assist when we are freed up from previous work to do so.

We've added your access to the project contract - found here. Note that even though the document on the listed project may not accurately reflect what we have agreed to here, but this communique will be kept as record of the agreement. Please put all logs of deliveries there, as it will keep our management of payment easy, as well as self-contained. We will have manifest consoles at the delivery site to log all of your contributions that you may be compensated appropriately. As for priorities, that's not a worry, considering such a construction certainly doesn't take place overnight, and your contributions are strictly voluntary.
Note that over-deliveries will still be compensated, as other projects, later phases and stages will make sufficient use of these shipments.
