But i am glad to see this message across my desk. It was decided not to go harsh on you and your installation.
Our conditions are the following:
Deep Space Engineering shall be levied a 100 (One Hundred) million fine for the construction of an unauthorised modular installation within the Gallia Controlled space.
A monthly tax of 30 million S.C. will be applied to the offending modular installation that will be payable to the following Neural Net account: MRG|Banque
Marine Royale vessels will be granted docking permission on the offending modular installation, both sides shall put efforts into protecting the confidential status of this part of agreement.
Marine Royale will spare it's assets in case the offending modular installation is threatened by any of the possible local entities.
Furthermore, we have a vast interest if Deep Space Engineering would, by a chance, have other modular installations within the Liberty Sovereign space.

Aspects of the conditions are not acceptable. In the first instance neither Bretonia nor Liberty, and indeed it seems all the houses of Sirius recognise Manchester as Gallic space. It is lawfully considered Bretonian space. Therefore a fine for building Old Trafford is therefore moot. This also applies to monthly tax. Also an insistence that Gallic warships be given access to inspect Old Trafford is not tenable given the war.
Never-the-less there is scope for negotiating a solution.
1. As far as inspection access, =DSE- will grant docking rights to a designated ship of your choosing. This would preferably be a civilian craft, but we will allow a light fighter.
2. We cannot acquiesce to paying either a fine or taxes. However, your offer to offset any threats to Old Trafford has merit and =DSE- would be willing to commit 20,000,000SC monthly as an assurance payment to be protected.
