Lena, it's been a while. Hope you're well.
I'm sure word has reached your ears about Legacy offering us some equipment, mostly in exchange for me and some of my people doing them a favor.
It's obvious to me, that we should be working more closely together, however, since my acquisition of the Freeport, things have indeed become much more complicated, and I needed what I saw was an immediate resource that would be useful in the protection of the Freeport and other Zoner assets across the Edge Worlds. There was, as you would know from me, never any intention for ill malice.
I have every intention of using what ever resources are available, to confirm, Legacy have offered the use of: 5 Bastet MkIIs class Very Heavy Fighters.
10 Nephthys class Very Heavy Fighters.
5 Sekhmet class Bombers.
1 Hathor class Gunboat.
Now, as I've said to them, I am not having a free ride for this. My donation to Legacy was assisting them free of charge with their Lisbon. Now, as far as I am honestly concerned, the deal has already been made, so going back on what they have offered is definitely not good for business. However, as allies, I will also accept your will to adjust these numbers, should you see it as a necessity, however, I personally do not see why such numbers would need to be adjusted.
As far as I see it, I do also owe you something, as you are both representatives of the Order. Just remember, we have been working as allies for a long time. And it allows us to share in technology. I have a lot of sway with my position on the Freeport, so naturally, I can offer you safe passage to Dabadoru, as well as possibly persuading IRG or OSI to part way with a few Osprey vessels, should you need them.
Now, like I said. The deal to me is done with them, I am merely making you aware, and I don't want any bad blood, hence letting you know. My assistance currently is something that we both can benefit from, and find lucrative in one way or another, so please bare this in mind.
If it means anything, I'd rather lose the access to the Hathor than any of the smaller snub class vessels. But, right now, the ball is in your court. Just remember our close relationship before you make a decision.
To manage a Freeport is to become the word "compromise" incarnate. Balancing the bad blood of thousands of people on a daily basis, especially at a port that has seen more tragedy than any one Zoner installation should ever have to, is not and will never be easy. For that you have my respect, Administrator Jones.
But alas. My manners. I am Major Revan Vakalis of the Order, second in command of the Fourth Battlegroup - Last Scion. I was given leave to handle your request, as the Admiralty is busy with the ongoing war with the Nomads - one that Velvet Wing clearly is in need of materials to ensure they do not end up as a casualty. The Order sympathizes completely with your plight and your continued fight to ensure the safety of Eleven and all other Zoners currently within the Edge worlds. I just wish that the Legacy of Orillion Cell had not been so...willy-nilly in their generosity.
This is not Overwatch saying no, per say. But this is a very...awkward issue that I do wish they had informed us about. Without the proper protocols being followed, a diplomatic incident would have been possible, if not inevitable.
Now, manifests show a portion have already been delivered. At current production and material intake, we can spare a maximum of ten fighters of the fifteen you request at the time. You can mix them as you wish, and the Order is happy to provide weaponry for them from our vast stores. Unfortunately, and I do hate to make this an issue, we cannot spare any "Sekhmet" Bomber craft or the Hathor without risking Akabat's planetary defenses, nor the patrols ensuring Omicrons Mu and Epsilon remain secure. But Colonel Hideyoshi is not one to deny those in a dangerous situation what they feel are needed for their continued survival.
While true that the Order has surplus, much of that is currently being divided up amongst the Fleet and deployed once they have been assigned a pilot and Battlegroup will be sent off to fight this war that you know too well. While we can spare our fighters, as we have continually updated their designs and streamlined production, our Sekhmet production is fairly slower due to the extra...care taken.
But...with that said, we are not ones to wholesale turn our backs on a deal that was struck, especially with those in the most dangerous of places. As such, consider the delivery of the first ten fighters the first delivery. As we gain materials to continue production of such vessels, we shall set aside another ten ships - the five fighters and five Sekhmets - for delivery two at a later date. Consider the first ten....a test run. If you use them well, then we shall discuss further supplement of ships and weaponry to both Velvet Wing and Freeport Eleven beyond the initial two deliveries we can fulfill.
The only item that the Overwatch will be arguing against is the Hathor. Unlike the aforementioned snubcraft, which we have greater assembly lines for, our Hathor fleet is constructed at Fort Carthage, and as such takes up limited space. In this, it is on far too short notice to set aside an assembly dock and materials. Furthermore, sparing any of the Hathors currently in service of Akabat would leave a dangerous hole open in our defenses. You would think a single Hathor could not be so important, but it takes but a single crack to weaken a pane of glass. As such, there are three options that we can discuss regarding the Hathor: Material Deliveries, an exchange, or an information exchange.
Please note, in the spirit of fairness, if an exchange is proposed with a vessel of greater tonnage or value than the Hathor is offered, the Order is prepared to reflect the cost and provide the rest of your request much sooner.

With that said, I hope this addendum to your agreement with the Legacy of Orillion is satisfactory and that the vessels and weaponry provided ensures that Freeport Eleven remains what it must.

As far as the equipment. I already have several vessels already loaded. As far as weapons go, that is down to everyone else's discretion, however, the ships are more important in my eyes.
Like I said. I do not want a free ride with this. With the ships that have already been delivered, they will see good use against mutual enemies, namely the nomadic influence in the Delta system and beyond. However, be aware, the original deal WAS with Legacy, not with the Overwatch. I fully respect your want to not give out equipment.
Now, my stance on this, is that I will co-operate with you on this, despite the admiral's will to assist with the backing of the Freeport.
I will agree to the limitation of vessels purely to snub craft. However, my stance is that I had agreed to take all 15. I will happily forgo the Bombers and the Gunboat. And 5 other snub craft if needed to maintain our friendship. I just need to know this one thing:
I have worked as closely as I can with you, without risking problems with other players in the Omicrons, I have offered many of your agents sanctuary on my base. However, currently, and especially since me taking office here, I haven't seen much of an Overwatch presence at all. Which I would actually like to see more of, given our mutual goals of wanting to keep Delta especially free of Nomadic influence, as well as the other Freeports. As their influence grows, as does the need for my neutrality, but also action to be taken. So my question is, I have already made my offer, if that is not enough for all 15 snub craft, let me know and I will further my efforts to assist with those on Dabadoru?
As well as the potential transfer of supplies, capital and above all, operational capabilities what else would you like to see more of?
I want to make one thing perfectly clear, however. I will NOT be involved in any way with your operations against the Core, or anyone other than the Nomads. Just so we can be one hundred percent crystal on that. Likewise, my co-operations with them, never will include any operation that could risk the lives of Order personnel. The loss of human life is NEVER something I want to be involved with again, unless it is absolutely necessary for the protection of mankind as a whole.
You let me know what this will take, and I will scour through my contacts and get you what you need, one way or another. But remember. I am not getting involved with Order and Core business. My interest is solely the protection of human beings.
I apologize for the less than prompt response, Administrator. Consul Curtana is finalizing the repairs to the Thunderbay and I apparently am needed for that at times.
First off: The Order will no demand Freeport Eleven assist in any operations against the Core. We understand your neutrality and we appreciate it. I will not hold you to some unspoken rule about choosing us over the Core because we have given you ships. Zoners are neutral entities, and we respect that.
Now, let me be frank: if the Legacy of Orillion had produced the vessels from their own allocations, I would have thanked you for informing us and been on our way. Instead I am seeing manifests going through Akabat and Giza Command, meaning fifteen fighters meant for graduates of Osborne Academy are missing and as such, pilots are now without ships. This is the point of contention, Administrator, and the only reason this nuisance of a brokerage has to be done, instead of us waving you good luck. I didn't want to waste your time as such, nor do I think you wanted to waste my time.
Forgoing the bombers and Hathor, then I see no issue with providing the fighters in any case.
Now, to your point about our presence: the Overwatch consists of amfew individuals. Order Primary Fleet forces have been around at times, but a good chunk are not in Delta currently due to classified issues. "Overwatch" is the command unit, if you will. Overwatch is the Admirals, the Generals, the Consuls. You most likely will not see them on a regular basis. Captains such as Jericho Forge on the Svizra, or Doctor Schultz, are more apt to be seen by yourself and Freeport Eleven. Or, in the case of the attack on Corinth Research station some weeks ago, members of Velvet Wing no doubt heard Colonel Hideyoshi of the Overwatch take command of Svizra for that situation.
With that distinction out of the way, the Order is never one to say no to offers of help. As such, I have a grocery list of sorts that your Velvet Wing and her connections could help with.
First, the Science Division has been looking into acquiring a Corvo class vessel for Out of Omicron duties. Sadly, due to a less than stellar relationship with IRG, who would be our first stop for one, I unfortunately find ourselves in a bind. OSI does not tend to deal with Corvos, and if they do it would be nice to know. And TAZ...well, they are fairly quiet, but possible.
Second, regarding IRG. I'm prepared to argue for those bombers for you anyways, if you can see about getting me copies of research into cloaking technology. I am fairly certain IRG, who has contact with people across Sirius, would have a few tricks of the trade we have not figured out quite yet.
And third. Currently we are needed extra farming equipment and supplies. If Eleven comes across any of those, or happens to know a pioneering transport who can deliver them to us, we would be appreciative.
All in all, I thank you for your cooperation. The safety and neutrality of Freeport Eleven is of Paramount importance, and it's continued survival so close to the Nomad threat is worth taking the time to find any and all ways to make sure we all are happy.
Oh. Sending a few cases of whiskey to Dabadoru goes a long way to endearing the Garrison onboard towards you further, if I may add.

As far as your absence, it was a mere observation. Like I said, I want to work closely with those I consider of the same mind set, of which I'd argue a lot of the Order are, regardless of which fleet they are. Now, for the hard part...
I will do my best to request a Corvo for you. However, bare in mind, my position gives me power, but also limits me in many ways. This will not stop me trying. You have supplied me good, I will uphold my responsibility to follow through on my end of the bargain. I have a lot of sway with OSI for the Corvo, but bare in mind, I am in limited contact, if any, with Dr. Erzie, but will request any information for the sake of my own people as well.
I know that their cloaking technology goes beyond my comprehension and skill set, however, what little I do know, is that this technology is as fiercely guarded as Alaska.
As far as shipping of food and supplies, send me a laundry list, and I will get you what you need. My contacts should be able to help.
As far as Whiskey, I believe everyone should enjoy a shot every so often. Consider that done, although I doubt the full shipments will ever make it, given my contacts and my won fondness for it.

In regards to farming and food, we mostly rely on imported food for the time, as we have sparse farmland in this aired climate. Any equipment or crops that can be grown in such places would he most welcome. I will set up a flight plan for your transports, which will be transmitted once they have entered Akabat airspace, for Faiyum, our current farming settlement.

Major, as I want to maintain a close working relationship, I have no forgotten your request. I have asked Dr Erzie of the IRG, as well as backing from OSI for any assistance and details, however, I have asked, the ball is now firmly in their court..
As far as the sending of food and medical supplies in general, anything we get in surplus is naturally divided as equally among our allies who need it as much as possible, but bare in mind, currently, we have limited production with our two bio domes which are still in repair after the hardships we have endured on the station.
I do have plans on potentially increasing the amount of bio domes on the station to better facilitate the slowly growing population of the Freeport now that things are slowly getting more stable here, allowing for hopefully a greater supply of food, drinks and hopefully even medical supplies, however, this may be a while away yet. I can only continue asking for help while the station recovers and continues to grow.
And as you say, for the survival of humanity, we must all work together against mankind's greatest enemy.
I will do what I can among my contacts and our common allies. Rest assured, if the Order needs help, you can rest assured that I will do what I can to assist you, as well as try and bring OSI and IRG on side, even if it's from the shadows, as was the Order's support for me.
Offer what you can spare, and no more. The Order does not hurt for it, but having plenty, so morale does not fall and the people currently residing and building lives on Akabat do not grow uneasy or fearful. Major, although I don't have any shipping logs at this stage, I have assigned some of my logistics division to assist with the food and medical supplies that you are requesting. As well as a bit of extra moral by adding a few units of alcohol here and there, primarily Rum and Whiskey.
Now, as far as the IRG cloaks and their operations, I have requested from IRG to obtain a few cloaks for Velvet's use. Now, should the Order want access to them, as you have stated and I agree, we should not be ones to refuse offers of assisting each other. Do note, however, that this might be a while off, but I can offer you the ability to see how they work, maybe looking into reverse engineering a sample, however, such samples are very costly, and naturally, I need them for my own units. You will have access, but give it time.
As well, the Corvo will also be a bit of a project to acquire, however, should be a lot easier now that I have furthered my own relations with those in Theta who have access to the schematics. That said, their main construction yard at Corfu should be able to provide you one, providing you can convince the owner, Jerard Voncloud who is now working with me in Velvet as the leader of HQ Division. I will make him aware. And I will leave discussions of such a vessel to yourselves.
As far as requisitioning Bombers, I will retract the rest of my demands, as I have other demands that are more immediate, that need an answer as soon as available. I am in need of higher powered weapons. Those of a more... Experimental line. I know that the Order has a stock pile of these. I'll be happy to pay going prices. I just need access to them.
In short, leave the Cloaks with me, contact Voncloud regarding the Corvos, reference this transmission if needed, and I need access to experimental weaponry. I look forward to your response.
Major Vakalis is currently supervising final preparations on the Thunderbay and Colonel Hideyoshi has been called into a long meeting. I've been asked to tidy up here, as the Science Division Unit Commander for Battlegroup Last Scion.
In regards to the deliveries, King's Landing will be awaiting your vessels. The alcohol will go a long way in Akhetaten, and we thank you. Extra stores of food and medicine will also help, especially as we need to keep well stocked. Those who are unprepared in war, don't survive it.
Now to as why I was specifically for this: my sister, Ellie - who is still missing - was setting up a meeting with Finn McCool, one of the founders of IRG, to procure one of their cloaks for my late brother's battleship - the venerable Oathkeeper. Unfortunately, circumstances rendered the meeting to never happen, and for both Finn and Ellie to disappear. If Consul Curtana would stop losing herself in Razgriz Straits, she'd tell you as much. As such, procurement of one or more of these cloaks for study would be invaluable to the Order - while we still have the original cloak that was on the Osiris herself in storage, thank God, replicating the powercore to use it is...difficult. While we have been making extremely good headway in our study of both Nomad power cells and IRG's new power cells, we are not quite ready to try and power a cloak for an indefinite time. Procurement of an IRG cloak would be invaluable in such research, even temporarily. I understand that those are needed and will not demand anything. At current time, if you procure one that can cloak a battleship-size vessel, we would be grateful for the chance to look it over and get started on reverse engineering it for our own ships. But, alas.

In regards to the Corvo - the Science Division is grateful for the help. We have limited resources, as most has gone to either rebuilding the Black Fleet or building Akabat up to hold civilians and refugees in as much comfort and safety as we are able. Procurement of one would ease the need for another Resheph to be delegated to the front. I will contact Voncloud soon.
Now...about those weaponry you ask for...I'm guessing you are not asking for a dozen sets of Reapers are you?

Razgriz Straits has been producing a few different experimental weaponry over the years, including the upgraded ARCHANGELs that were installed on my brother's Nephthys. While we cannot offer any of those, I am sure we can work on putting together a couple sets into production. If you wish to have an idea of what we have, or want to offer information to put together on your behalf, we can set up security clearance and escort to Razgriz Straits so you and Consul Curtana - and I do promise she'll be free, mark my words - can discuss which would be best for Freeport Eleven and the Velvets, and either make them or reach out to our contacts to procure them.
