The stations there were founded, from what i recall, before the nomad war even started (according to core lore). It contains a training grounds, the primary shipyard for the core, their largest space station, and the bulk of their military forces are stationed here. They are expanding into delta (and minor) via other bases/nauru colonization, but that's a work in progress and hardly enough to call any of those systems a home system.
Omicron 100/Epsilon was used as primary ship production facility / research center way before Omicron Mu existed. Toledo was a hit but the primary military complex avoided the damage. Also cant compare with the fact that Order is slightly more entrenched (via being first in the spot) and amassed greater population, even after Toledo massacre.

Where do you think Order should do its private nomad research where nobody else can even witness? Where Order could conduct discreet prototyping, train its pilots in secure environment (granted its INRP "difficult" when devs de-escalated Order's power level in the system). Omicron Mu is public face of The Order, as far as public Order could ever get. Epsilon's Alaska, the epitomy of inbuilt paranoia of The Order. The stuff where we dump our crazy scientists. Omicron Mu, in contrast of Epsilon is fairly open to any and all allies and friendlies of The Order providing they ask. While Order is far more humane than Core, we still have things we dont want to display for everyone to see.
Meanwhile Rho. It has no planet that could be worth mining or are even remotely habitable (that could warrant a faction wanting to lay claim to, even if they are unable to terraform it). No asteroid fields that display any sort useful resources that your shipyard could use. Omicron Epsilon's environment on other hand is stated in infocards to posses scanner inhibitor properties to mask any attempt to spy on more secret Order installations from outside. In fact Rho has no other purpose than transit point from A to B and the fact that you already re-arranged it to be your blacksite.
All Order| wants is to have its own blacksite system we can call our own.
How can you do blacksite research in Epsilon? As I stated, the system is dangerous and Order doesn't have a foothold in it. I checked the Lisborn infocard, and it even said the Core was able to waltz in and blow up the station (news to me actually lol). With this in mind Epsilon doesn't sound fit for that purpose at all. Same for training pilots (you don't want to train people in dangerous places, it risks getting them killed). Mu unequivocally sounds far better suited for meeting that need, for which there are a plethora of locations in the system (one nebula, one asteroid field) for that. I think the fact that Mu space is regulated speaks for itself.
De Ar is used for weapons research: the benefit of a lifeless world is that you can pump guns into it without repercussions. The Kathu Edge Nebula also drops Alien Organisms, unless it's been disabled. The rest of the system is a bit boring and needs a redesign, however. Lots of objects with "have nothing of value". A redesign was set one or two years ago but my interest in Disco waned and I lost the energy to complete my proposed rework. Might do that soon via dev request. Also that field in Epsilon with the scanner inhibitor, as pretty much every other object/field in the system, is devoid of resources or any interesting objects.
I digress, I'd really like to stop this thread divulging into a Core-Order dickwave as this rework is about the entirety of the Omicrons, which is more than just Core and Order.

I liked the fact that people had to go in between 2 AI Planets in order to reach gamma which also lead to Omegas. So you always had this tension that you could get sandwiched in between before even reaching Gamma or vise versa to Delta. Felt like the AI's could've played a nice role of gatekeeper into Omicrons.
lyth and omicron you've both made your points about epsilon. one thinks it's a useless system while the other thinks it's necessary for RP purposes.
get past your disagreement as you've discussed this topic enough - move to other points and opinions regarding the omicrons proposal
(and stop talking about your anti core or order personal agendas)
I should note, that while O Sigma really no needed buffer for raids and etc, it has some purpose what you dont see, because you have BS.
Cairo offered some borderline level missions, where only 2 nomad BS spawned, what allow farm it with friends without faction battleships.
I guess there should be preserved 1-2 backwater system, placed out of way, to not be a buffer, for offering more wide spectre of PvE content difficulty. Also, placing PvE content not right on way will attract those players who dont like constant interruption. Its okay to place high-level(most fast farm) content in PvP crossroad, but there should be options with relatively reduced difficulty.

Interesting, I did not know Sigma gave out missions. Still, my proposal actually incorporates what you suggest nonetheless. Zeta becomes a farming hotspot for Nomad missions and that certainly should have an inherent risk to it, especially from Nomad players. Home systems become the place to do missions with more security, however only against human factions. If you want greater rewards, the risk needs to scale appropriately. This encourages people to leave safe spaces and go to areas with greater chances of interaction.
Omicron Major is another PvE System, no missions just high-level Nomad NPCs. Here's something whacky: add NPC buy prices in Delta for the Derelict at 20mil a pop. This still creates farming opportunities without visiting Core and Order bases, however, there is much higher risk and a lot less convenience.
Remove all high-level missions against everyone from Omicron Delta, except Yaren missions vs AI in Kappa (and Order ones vs AI if those exist?). This is to help activity spread out to other Omicrons, and to concentrate farming activity in Zeta (all other high level missions against Nomads would be removed, and restricted to Zeta only).
Ryuku Base in Tohoku gives out high-level missions against KNF and Wild. Sado gives out high-level missions against Order and BD.
Omicron Delta connects directly to Xi. This eases opportunities for Core and Order to interact in Xi, and interdict XR mining or Legates taking missions. I'd suggest the addition of anti-Corsair missions on Yaren going into Xi (or add a Core base in Xi where missions against Corsairs can be taken, although I feel thousands of eyes suddenly looking at me after suggesting this).
Forgot to mention this in the initial writeup.
Also V2 of the proposed map:
Epsilon is back (fanfare), it serves as a high conflict system between OC, Order and to a lesser degree Core and Nomads. Add in an OC base, and have it distribute missions against Order. Carthage would give out missions against OC. No anti-Nomad missions.
I *Love* This. I genuinely love this. If this was implemented as- is, I would play in the Omicrons again immediately.
I think there's an argument for Omicron 74 coming back, or maybe Omicron Omega if it was located properly. I'd put Omicron Omega between Munich-Theta-gamma-41.
also: ZETA AGAIN! YEAH!

I don't have much discovery experience (guess my years of experience in vanilla doesn't apply here), but lythrilux's v2 layout seems pretty good to me, though I think it'd be better without omicron epsilon. Besides, I barely ever see people set foot on that system, and it seems like it's in the way.
Come to think of it, Omicron Lambda used to be one of the coolest, most unique systems in the Omicrons. I wish there was some way to integrate that here. I used to spend a lot of time in Lambda as AI.
