I'll skip the pleasantries. I know that our organizations have not had the best of relationships, but I don't want to dwell on the past of a pointless war when we have present, mutual threats to deal with.
If your border scopes are functioning whatsoever, you'll have seen our sudden increase in force presence within Bering. Hopefully, those same scopes will have seen the preceding increase in Unioner and Harmony activity, something of which we still don't have an exact answer to. Harmony activity obviously spiked after we burst out onto the scene, but that initial activity - the Unioner activity especially - is just one of many potential concerns.
That's what I'm hoping to broker here. We're planning on kicking over this mutual threat of ours, or at least giving it our best shot, and while I'm sure that you'd relish seeing the Lehigh battlegroup go up in flames, I personally reckon you'd rather not let the Alster Union be the ones that do it. Intelligence is our game, here. HUMINT, strategic operations, personnel files, whatever you might have that you might be willing to part with. We can offer you the same on most of Harmony, given that they're just the latest in a line of Navy rejects, and anything we've gathered from the Union's Liberty cells, few as they may be. I'm sure that we could dig up something else that'd interest you otherwise, if you're willing to play ball.
Alternatively, of course, we can pull back and let a resurgent Unioner party smash themselves into you likely around the same time you decide to stop losing the second Eighty Years War. It's up to you.

I'll get straight to the point. Yes, the Unioners have been a thorn in our side and their continued attacks on Hamburg has everyone rattled. And yet attack after attack, the Military decide to move the Westfalen out of its established security position and right now I'm more concerned about our more immediate domestic threats rather than this fruitless territorial campaign up north. So I'll disregard your remark concerning a second 80-Year-War. So as far as I care, if your actions aren't malicious to the Federal Republic, the flames on Lehigh can be delayed for now.
Anyway, I can only provide tactical information obtained by our agents on notable ships used by the Unioners that would be of strategic targets. Mainly this... Beastly construction. Scanners claim it to be a "Spyglass" type capital ship vessel of battleship capability. Although it shouldn't be much of a threat since we've made advancements since then but their availability of firepower does make this quite worrisome. I'd suggest you make that target a priority. They're also known to operate absolute relics, we've sighted (albeit rarely) Bayern class battleships with jury-rigged upgrades to its armour and fire-control systems.
But what they're defending is more important, Pacifica. This station certainly made itself quite the noticeable target after their presence practically boomed in Bering thanks to what was originally the Harmony retreat into the system and now the Military withdrawal from Hamburg leading for the Buro and federal police to pick up on border duties. Pacifica has been the centre of their operations in the Hamburg regions too, even before their butchered attack on Veirlande. If you want to really kick them where their future kids won't see a ray of sunshine, I'd suggest you start to put pressure on that area.
I'd advise you establish a defensive posture around the Libertonian border within Bering. until something happens between the Unioners and Harmony there is no doubt the team that you've dispatched with Lehigh won't be able to tackle the situation completely by themselves. But unfortunately the Buro won't be able to do much within the Bering territory, we have our own matters to attend to within Hamburg, the increased presence of the twin-communist terrorist groups and the Unioners have our Security teams occupied and I won't be backing down on my word to defend the territories left behind by the medal chasing commanders of the Military forces.
And don't worry about divulging information on Harmony, they've been quite transparent and complicit with the Federal government. What we've asked from them, they've told us to ensure that they aren't a threat to the Federal Republik. They wouldn't want to piss off their neighbour while in a tight spot, something the Military themselves could learn in my opinion.

I appreciate the information. I was half expecting a few thinly-veiled threats and a closed comm-line, but instead you've correlated quite a few things we were pretty sure about already, and a little more besides. Color me surprised.
As for the Buro, I wasn't expecting your direct involvement. My own jeering about your government's tactical decisions besides, you very much seem to have your hands full as much as we do. Of course, that's to be expected when you declare war on someone that already managed to kick you to the curb so hard your entire government defaulted, but...alright, enough with the history lessons. The look on your face tells me you've long since gotten the picture.
