To those in charge of the war effort,
I know Liberty and Bretonia do not look too kindly on Junkers, The Congress especially. However, one thing that Junkers, Bretonia, Liberty have in common, is our dislike for Gallia. We know the sins of our past leaders and members weigh heavy on our reputation. So in a showing of trust and cooperation, we would like to establish forward medical hospital base in Magellan, in an effort to get wounded allied forces back to the front. We want to do this legitimately and by the book. Allied forces and approved groups only. We'll move medical supplies, casualties, wounded, food, salvage(once we purchase a license to move Salvage legally in Liberty), munitions, Manifolds and Premium Scrap for repairs, and other critically needed supplies on the front. We chose Magellan as a way to be in the front of the war without inadvertently disrupting Allied War efforts. We want to share this burden of the war and show the allied forces our support, that we are in it too. This facility will be also house a Hospital, offer emergency room services, a place for wounded to military personnel, both Naval and land based, to be evacuated to receive lifesaving surgery and care, as well as a critical supply point for both Bretonia and Liberty interests.

To those in Liberty Specifically,
The Congress is willing to foot the bill of the base if you lower the proposed price for the military Salvage license. You were quoted giving one of my congressmen a price of 500 million. How does 300 million sound?

Junker Congress;

Liberty Government has deliberated on both requests and presents the following conclusions for denying them.

Firstly, Magellan is currently occupied by Gallia and it is not being contested by Liberty due to majority of our forces being deployed in New London where the main fighting now takes place. As such we do not believe your intention and suspect to be ulterior motive behind claim that it will be used for "medical supplies, casualties, wounded, food, salvage".

Secondly, you were given instructions on how to request the license and how much it would cost. This is not your local fish market where you can negotiate prices down after few good words. Follow the procedure and pay the quoted fee if you wish to receive permission to transport Military Salvage to Bretonia, not Magellan.

Therefore due to lack of consistency in what you are requesting and what you are claiming to be representing majority of Liberty Government has voted to deny your request on allowing construction of modular base in Magellan and/or decreasing the fee for license.

Now hold on a sec, no need to slam the proverbial door on this. You can forgive an old businessman the habit of striking a deal, old habits die hard. The license will be paid in full, I just need an account name.

On the subject of location, we at the Congress are many things, but one thing we aren't and dont claim to be are masterful tacticians. If Magellan is not an appropriate location, a new location will be chosen. Perhaps you can recommend one? Maybe California? Or maybe Manchester or Cortez?

As far as our sincerity goes, let me be the first to say that I understand lack of trust. Its completely normal of you to feel that way, considering the past actions of Arbiters Wild Bill and James Trenton AKA JunkerTown.
However, if we weren't being sincere, why would I bother asking for Liberty and Bretonia's permission and support? Would it not behoove me to park a modular in space without your consent?

That being said,no amount of words will sway you. So I would rather actions do our talking. What can the Congress do to prove our sincerity and make this proposition work?
