Recent patrols conducted in the Bering system noted the location and specification of your station facility, within the Rheinland area of interest. Due to the increased tensions the Bering system is experiencing, in accordance with our stated intent to protect and promote civilian safety, Rheinland will be deploying an increased patrol activity within these sectors. We therefore request you to formally register a permit for your facility, with the Modular Bases Registry.
Please be aware that reconnaissance of your facility indicated the presence of armaments aboard defensive platforms. An understandable precaution, given the tenuous state of Bering at present, but please be sure to include this information in your application for the required permits.
Allow me to assure you that the Rheinwehr continues to take the security and safety of civilian traffic in Bering extremely seriously. We are committed to working with the Bundespolizei and our civilian partners to make a better, safer, Sirius for all. in first thanks for the interest that you show for our base, it's a civilian base!
It seems, and we are very surprised by this, that you show too much interest for our installation, because we are in an independent system.
You or your patrol have seen that we are open docking rights, so Rheinland military too!
For the registering question, we need to study this object, as i said the system is independent, so under not any laws who are dicted by you.
This answer is made to stop any impatiency who would come from you! We don't want any order or ultimatum, but like i said, we have to study this subject.
These spring days are a perfect moment for our secretariat for their holidays, and they are in this period! So be patient, it is not me who is the ZMI's communicant.

Thank you for your prompt response, I am pleased to meet you. As you may not be aware, the Rheinwehr and other Rheinland agencies have recently been increasing our peace-keeping patrols in the Rheinland-administered zone of Bering, in the wake of recent tensions. It is important to us that law abiding civilians and their installations, should not come to harm as a result of the unlawful actions of others.
The de-jure status of Bering is at present determined by the Rheinland-Liberty Treaty (Chapter IV, Article 10), which divides Bering into two primary zones of influence. In accordance with the aforementioned treaty, the Rheinland Legal Codex applies to the Rheinland Zone. We therefore remain committed to the security and safety of civilians throughout Sectors 5-8 A-H. An infographic, for your convenience, may be found attached below.
As a resident of Bering, you have no doubt seen firsthand the recent increase in criminal activity in the already notoriously dangerous system. No doubt you agree with us that this represents an unacceptable risk to lawfully acting civilians such as yourself. For the safety of your and all civilians in Bering, we here at the Civilian Outreach Department have contacted yourself and your neighbours to provide them with our help. It is for this reason also that we have asked you to register with the Modular Base Authority, a request many of your neighbours have already taken advantage of.
In particular, pirate attacks against members of the scrap mining industry have raised concern. We are therefore very pleased to hear that you and your crew have managed to make a law abiding life for yourselves in Rheinland, despite the dangerous conditions in Bering. It is our hope that you will continue to do so for a long time - we are always looking to support civilian enterprises seeking out new frontiers and business opportunities. Working in partnership with the civilians of Bering, we hope to make a brighter, safer, future for all.

Definitely, we have some difficulty understanding the real purpose of this registration. On this subject, if you could shed some light on this, we would be grateful. Is the German company in need of financial resources? As civilians, we may be able to send you some cash to help you! Times are tough!
