edit: also HHC had improved AI for NPCs that made them dodge more like players, not sure if our dev team is capable of implementing something like that but it would certainly help

Yeah we could look into that, I just haven't had time to disassemble the default state graph settings and figure out what everything maps to.
This is what an NPC's AI ruleset looks like from the server's perspective:
the game desperately needs more stuff to do on your own and this sounds rad so my only request is that at least one of those stages gets implemented before i die of old age

Hey Kaz! Long time. Missed you. Fly an unlawful. Going within 8K of any base or planet will potentially spawn NPC gunboat patrols at your position on the plane, each of which has cruise disruptors and is equipped like a player. Multiples of these may spawn. Bigger bases or planets may get you a cruiser patrol or greater, with accompanying gunboats with cruise disruptors. Gunboats are also accompanied by snubs equipped to a player level. See the below.

By all means, revise missions so that they are profitable, but also so that there are missions accessible to lower level players in snub-craft who are fresh out of Vanilla and seeking to make money the only way they know. Also because I don't want a return to the days of everybody-flies-nothing-but-battleships. But do not suggest that patrol NPCs are nothing. The unlawful NPCs may be absolute pushovers, but the lawfuls are not. Nerf 'em.
I'm also refraining from getting into the imbalance of the economy and lawful vs unlawful stuff that Inferno mentioned, because that is a big other topic, but it is worth discussing (later).
