So what you're really telling me is that there is no technical reason and they weren't breaking anything but they were removed for no reason anyway.
Just because some people think a feature is worthless does not mean other people do not enjoy it. If there was no compelling technical reason they should be re-added.

anything that removes the grind of things is good and healthy for the game. as far as I am concerned every single animation should be removed in favor of actually playing the game rather than sitting down waiting for things to play out

If you would read wisely, you would see that They also had a lot of missing dialogue for custom factions and bases added by Discovery. There certainly are some technical issues which are not that easy to recover, and if you would ask me, most of the people including me would press ESC rapidly to get rid of that animation. It doesn't mean nobody likes it however, it has technical issues. I strongly believe devs should keep their focus on other major things related to development of this mod, rather than to think of these bar animations and fixing parts they're missing. In my humble opinion~

Discovery has piles of missing content that will never be added into the game. All bases added by discovery should just be given generic names like "station" or "battleship" since nobody is going to record new lines for the dialogue.
Why bother removing a feature that nobody noticed enough to care about when, like you said, the devs should keep their focus on important things. There was nothing about bar NPC animations that negatively affect anyone's gameplay since you can skip them as everyone has pointed out, but now in order to view them I literally have to go out of my way and not play Discovery and play the vanilla game which obviously is not ideal if you want more people playing the mod.
