I. Konnichiwa High Command of the Gallic Royal Navy. We are certain you're aware of this sudden meeting of your and my agents in one of your systems, Leeds. Let me first introduce myself. I'm Admiral Aozora Aomi of the Kempeitai, to be more precise I am first leader of the Kempeitai. Report that I got from one of my agents made me pretty excited. Report was done by Veteran Agent Anzai Kin, who met several your pilots in system of Leeds. Our Agent Anzai has been working in Leeds and other systems for some time, but hidden. She decided to show herself to your forces and get something nice out of everything, which is exactly what happened. After ma'am Anzai talked with your forces, explaining nearly everything, your forces decided not to take any actions against my Agents. I found this very kind from you, and I am hopping to improve our relations. I must to let you know that Kempeitai won't interfere in any operations without my express permission. This means our Agents won't even think of harming your forces, nor any other forces which I did not give permission to.

II. Since our Veteran Anzai asked for permission to dock with your stations, answer was no which was totally expecting due to fact such permission can't just be given in space without any proper dialogue or whatsover. Since I opened this communication channel only for us two organisations, I would like to see if you would allow our agency ships to dock with your stations. Of course, we are already willing to return the favour by allowing your ships to dock with our bases. However, we don't want to roam around your ships to spy or whatever you think, we will just like to send some of our agents there, to attempt to improve relations with your people as well as to sometimes repair our ships due to sudden space events and radiation. I would also let you know that our other Kusari companies that are exlusively there to supply people, you can also consider us as such. We got transports that are ready to take deliveries to certain bases, and we got you on our list, however we need your permission.

III. All of these mentioned, probably can lead us to a great partnership. We are not just wanting to improve relations between your people and Kempeitai, but to Kusari itself. Kusari from its recent year's been working hard to improve relations with your people, by supplying them and other. However, we would like to ask if you would give us permission to roam around your space in Gallia and its borderworlds, you can have our word we won't be causing any conflicts, therefore we only have good intetions towards you and your people within Gallia. I am Isabelle Montlaville de Chanteloup, amiral de Gaule and chief of staff of the Marine Royale Gauloise. I am very pleased that you chose to contact me, following your people's interaction with mine.
We were not expecting news from the famed and feared Kempeitai, but these are welcome news, and a good chance to bolster the relationship between our units, first... And possibly our nations, second. Since you formulated your query in three parts, I will address each as they come.

I. Your stance has been well noted. The Marine Royale, as well as its partners, will not engage Kempeitai units nor intrude upon their operations, in accordance with established doctrine. I agree with the notion of coordinated cooperation on select theatres... But more on that below.

II. An intriguing proposition, given the youth of our relationship. I'm open to granting you the permission to dock at our installations... Outside of Gallia proper. You will be granted access to our repair and refuel facilities, as a courtesy and a first step in our cooperation. But so far, I know too little of you to grant you any more. As you well know, we face a remarkable amount of threats, and security concerns are taken very seriously at present.

III. Allowing Kusari warships to travel through Gallia is... A sizeable matter. One of the very few things that are out of my hands. Normally, I would direct you to the Consulat, but it is usually reserved for private individuals, not foreign intelligence agencies... I suppose you could make your plea directly to the royal chancellery, however. Yes, why not... Address it to a certain someone, named Henri-François de Suffren, comte du Loiret. He will bring your request directly to the Roi, who is the one who will make the final decision. It'd be unprecedented, but it is worth a shot.

Now, my turn, admiral. As you've probably gotten to understand, I command significant influence within Gallia, as the head of its navy. Help me, and I will help you attain what you seek by saying the right thing to the right people. Truth be told, your message came at an excellent time, and there are two things on which our units could work in a joint capacity.

The first would be large scale wargames, in the Lorraine system, to the profit of my home territory garrisons. Surely your fine and reputable pilots could teach them a thing or two.
Second thing would be a vast counter-terrorism campaign in the Taus revolving around the construction of a joint defense station capable of hosting fighter squadrons and monitor space traffic. This facility would tighten security in the Taus and pose a significant threat to Maltese drug trafficking operations, which probably hurt you as hard as they do us.

Embarking on these operations with us would undoubtedly support a rapprochement between our units, and, in extenso, our peoples. What do you say ?

I. Konbanwa Isabelle Montlaville de Chanteloup. First, I would like to let you know that various changes have been implemented in the Kempeitai, including ranking structure, personnel and many other. Former first in command, Aozora Aomi, was replaced, as you can see that changes were made. I'm High Lord Admiral Suzume Nagasawa of the Kempeitai, to be more precise, first in command in our agency. I would like to apologize for these changes, but they won't be affecting anything negatively for sure. I got knowledge of the past dialogue that had been done before I came. Also, please accept my apology for the late response, it's all because of these agency changes that made us greater now.

II. When it comes to docking rights, we would like to thank you for allowing us to dock with your stations outside Gallia. This will certainly be useful to us, and free us from many worries. I see you understood this as our agency will be bringing warships into your territory, which is not correct. We won't be sending any warships in your territories, but you can rather expect our agents coming in snubs, and in logistic vessels. I also consider the fact that you don't know us well, and it is reasonable for not yet giving us permission to dock with thy bases within internal Gallic space. We will fancy asking Henri-François de Suffren, comte du Loiret for further docking rights.

III. I didn't understand your 'turn' fully, therefore I will use this chance to ask you if you could explain a bit more thy first requirement, that is wargames in Lorraine system. We can't answer that yet for certain, for the reason we need more details, if you can understand. We wouldn't like to give ourself in situations that we don't understand, as nobody else would, probably. However, second requirement is more that clear and at the same time reasonable for us. This vast counter-terrorism campaign in the Taus, joint defense station - is acceptable for our agency and our needs. We are willing to participate in this for reason we also want to monitor Maltese drug traffic and whatever is going on there with them. They're representing themselves as a minor threat to Kusari, because we often see them in our territory. We must act and contradict while it's not late. Again, I hope it wouldn't be a problem for you to explain the first requirement about the wargames in Lorraine and what our objectives there would be, who we will be needing to face and other.

May our partnership turn into a thing, and help each other in acceptable ways. To say more, we got logistics convoys, transports, that can supply your bases. To make one thing clear again, we are only willing to come in snubs and transports upon your territory, maybe even in warships, but only if you need us. In other way, we won't even think of sending warships to your territory. Once we catch time, we will ask Henri-François de Suffren, comte du Loiret for further docking rights in internal Gallic space. Sayonara.
