Following the downfall of the second era Hogosha Association in spring 825 A.S. , the majority of the Hogosha syndicates were left to themselves once again. Without a body of control, communication among the Hogosha became sporadic, so did joint operations – a fact which would ultimately weaken the Hogosha as a whole sooner or later.
With the war-torn times of 826 A.S., the Hogosha Alliance was formed. Several larger syndicates sat down together, trying to figure out how to secure the Hogosha's stance within Kusari further and keep Kusari internally stable. Additionally, the syndicates settled on planning to expand far outside of Kusari’s realm, creating new alliances and granting the Hogosha a stronger foothold, not just within Kusari.
The Hogosha Alliance’s major syndicates chairman come together in the Shiroyama District on New Tokyo. A district almost exclusively owned by the Hogosha, located next towards the governmental districts of New Tokyo. Within a secure complex, the Hogosha Aliiance holds weekly meetings, discussing their next steps for Kusari and individual wishes and demands from the syndicates.

The current major syndicates are:
- The Koshijiya-rengo*
- The Majima Family*
- The Sumiyoshi Alliance
- The Nikkyo Consortium
*Integrated into the Sumiyoshi Alliance in 829 AS

While each of the syndicates has their respected claims and their own individual relations to other groups, the chairman of each Syndicate agreed on a code of conduct for all members of the Alliance to follow.

The Hogosha and any to the Alliance affiliated syndicates hereby agree to work along common guidelines which were introduced to ensure Kusari’s safety and the safety of the position of the Hogosha within Kusari’s society:

1. All members of the Alliance will always act with the well-being of Kusari and the Hogosha in mind.

2. All members of the Alliance will share details of hostile movements, operations - et cetera - with the other syndicates to organize counter strikes in a more efficient fashion.

3. All members of the Alliance obligate themselves to obey Kusari's Legal Codex at any time – cases of law violation will face individual punishments, the Hogosha Alliance will not take responsibility for any individual unlawful acts within the sovereign space of Kusari.

4. All members of the Alliance agree on the necessity to remove dangers to Kusari’s well-being, namely: The Blood Dragons, the Golden Chrysanthemums, any Gaijin actively threatening the sovereignty of the Kusari Empire.

5. All members of the Alliance obligate themselves to secure the Hogosha’s control over the Kusari Black Market by any means necessary. (Point 3 can be ignored at own personal risks)



Additionally, the Hogosha Alliance agrees upon a general diplomatic stance towards other groups and organizations. Some of the syndicates personal views or focuses regarding other groups can be different from the general stance.

The Koshijiya-rengo (Kr)


The Koshijiya-rengo is the smallest of the Alliance's syndicates and was formed only several years ago. With the opening of trade between the Kingdom of Gallia and the Empire of Kusari, the Koshijiya-rengo sensed an opportunity to expand into another house, something the Hogosha were finding trouble with due to the presence of Junkers within all other major colonies. The Koshijiya-rengo were pioneers in the Gallic market, wishing to extend economic relations with the Gallic underworld. Their long pursued search for influence and money found a swift end with the change of stance by the Empire towards Gallia.
The resulting economic crisis forced the Koshijiya-rengo to adopt and led the Syndicate to integrate with the Sumiyoshi Alliance, acting now mainly as their muscle in north and west Kusari.

The Majima Family (Mf)


The Majima Family is a middle-sized Hogosha syndicate with its origin on Planet Kyushu. Formed in 783 A.S. it is currently in its second generation after a rapid, unexplained growth around the time of the Nomad War. Led by a questionable personality, Ryuu Majima, the Majima Family always focused on keeping a strong grip on their turf. Laying claim to Shikoku, Kyushu and Tottori system as well as the bordering Taus, they often got into skirmishes with the smugglers and other troublemakers.
In the past, the Majima Family entered the war against Bretonia and Gallia, making the Family renowned for actively siding with the Imperial forces whenever needed. Upon the return of the Imperials during the civil war, they've undermined operations of the State Police on Kyushu's surface, easing the path for the Imperial return. With the successful creation of the reformed Empire, all crime charges held against the Majima Family were dropped, their reckless methods continuing – a power-hungry game over influence and money still being played on the surface of Kyushu. Following the success of their service for the Emperor, the Majima Family's financial abilities grew quickly, following the new monetary means huge investments into the real estate business and pleasure-sites were undertaken, opening new business opportunities to the already existing huge presence in the night club and entertainment industry. Decks on the Golden Dragon Casino are used frequently by the Majima Family to hold Oicho-Kabu tournaments. The Majima Family also holds shares of the Tottori Race Tracks, being renowned for some of the most dangerous and insane races held there.

In 828, Majima gambled a huge percentage of the family's revenue on his unexpected political campaign. While he was capable of gaining a solid political foothold in Kusari, the Nikkyo Consortium forced a deal upon the Family to make up for the wasted billions: They were now under Sumiyoshi supervision.

The Sumiyoshi Alliance (Sa)


The Sumiyoshi Alliance was formed out of several small syndicates which later on fused together into two mid-sized syndicates; the Ishikawa-ikka and the Nakano-kai. The Alliance exists since several decades, having always denied cooperation with other syndicates, it came as a surprise when they decided to join the Hogosha Alliance.
The Sumiyoshi Alliance claims the Honshu system and the Sigma Cluster as their home. As the syndicate the closest to the Artifact source, the Corsairs, they enjoy not having their sovereignty being threatened by other syndicates. They profit from a constant income of money from the Artifact trade. The Sumiyoshi Alliance considers Kamakura base as their major launch point and is renowned for strikes against Gas Miner operations within Okinawa and Sigma-13.
Overall the Sumiyoshi Alliance follows the Alliance’s diplomatic standing, with a few exceptions. The Sumiyoshi Alliance puts the Hogosha's ties to the Corsairs above every other faction, seeing Samura as not more than a source of money who pays them for disrupting the Gas Miners. Within the last two years and following the absorption of two partner Syndicates, the Sumiyoshi Alliance grew to become the largest currently operating Hogosha group operating all across Kusari and her spheres of interest. With business booming like never before, the Sumiyoshi is aiming to even surpass the contemporary size and influence of the Silvereye Dragons.

The Nikkyo Consortium (Nk)


The Nikkyo Consortium was founded by the Hogosha Alliance. The Consortium was founded as the special operatives of the Hogosha Alliance, handling tasks seen unfit to be handled by a syndicate individually. They consist of chosen members of the other syndicates; members being only accepted when at least two of the three large syndicates approve their application. Members of the Consortium are usually seen all over Kusari and the Alliance's Zones of Operation.
Tasks of the Nikkyo Consortium involve but are not limited to:
  • High-value Cargo Protection (eg. weapons of mass destruction, semi-active Artifacts, captured enemy personnel etc.)
  • Assassination of any targets, regardless of their affiliation, requested to be removed by the Alliance as a whole.
  • Find and rescue operations.
  • Kidnapping.
  • Money laundering.
  • Diplomatic tasks of highly sensitive nature.

The Nikkyo Consortium's headquarter is rumored to be located in close proximity to both the Shiroyama District and a building belonging to the Kempeitai on the surface of New Tokyo.
