A few days ago a member of the Liberty Government asked me for help in rewriting their laws, and since I've asked this to be done on numerous occasions, I went ahead and did it with goals similar to the Rule Rewrite.
Goals:
- make laws faster and easier to learn for new people
- make things easier to find for everyone
- make them less confusing by putting parts that belong together together
- make them more aesthetically pleasing, better organized, and less annoying to read in order to give a better impression of discovery
- make them short enough to put into infocards on the server, similarly to the Help System
I started by cleaning up the index page of the Laws of Sirius and making a first proposal for the Laws of Liberty. That proposal can be made even shorter if some things I wasnt sure about yet will also be implemented (see the post after this one).
Currently, some examples of size of laws are in terms of word count are:

I think it should be possible to reduce the number of words in each house law collection to 1500 words of less, even if that requires some smaller law changes (there are none in my proposal so far, unless I misunderstood some laws).
Problems:
- too much text to server as an effective table of contents
- small print is irrelevant for people reading the laws, only relevant for those writing them
- "A codex listing the laws and regulations applicable to" is repeated 14 times and yields 0 information
- font and colors together with the fact makes people read and average of 3 words like "The Republic of" before they get to the word that lets them find what they were looking for in every line
- extremely long and wordy
- certain parts repeat or contradict parts that are written in a different far away place, not in the same or nearby place
- links not identify-able due to weird use of text colors
- a lot of italics, bold, and colorful text for unclear reasons that makes it harder to read
- white and light blue texts are barely distinguishable and therefor don't emphasize
- subsection numbering doesn't show the section number
- section titles have more letters in "section number" than the actual information
- the dots like • (probably) cant be copy pasted into an infocard
- some like dont reflect the forum threat title properly, and would therefore make the thread hard to fine in text only infocards
Update:
Changes:
- reduced number of words from 3238 to 2041. Mainly by removing repetitions, lengthy formulations, and useless details. If the "unresolved" and "proposed" parts were implemented, approximately 300 more words would be removed.
- removed mention of LWB
- moved cloak + guns-for-self-defense clauses to equipment section
- moved "Reporting Crimes" out of numbered list of crimes and created "Enforcement" section
- moved definitions from beginning to end of document
- moved POB laws to after more common crimes
- removed many italics, bold letters, and colors that made emphasis moot by being confusing and making url links unrecognizable
- adopted a more systematic 3-color + default ink color theme
- changed section separation lines to be more visible
- changed listing dots to - to make lists consistent and copy-pasteable to infocards
- changed the restricted areas section to what it is probably meant to say
- removed .s and added capital letters where appropriate in titles and headers
- changed names of links to actual forum thread names so the can be found without the url in a server infocard
- created an "enforcement" section that describes how justice is administered
Moved/removed form notes section:
- removed the specific mention of the Treaty of Curacao because Treaties are linked at the beginning
- moved the point about "interpreting the meaning of laws" to "Enforcement" section and changed it to "misleading citizens about the law"
- moved the point about choice of punishments into "Enforcement" section.
- moved the point about height of fines to "Enforcment"
- moved the point about hacking communications to "non violent crimes" and added to the definition
-moved the points about gathering evidence and challenging judgments to "Enforcement"
Unresolved:
- Section Four "II. Foreign Agencies" conflicts with stated exceptions of Section Two "II. Foreign Warships" by stating that military is not tolerated for any reason
- not clear why "human cargo" is allowed in embargo systems
- "Those found breaking the law in the House of Liberty, whether in the presence of the Liberty forces or not, forfeit all protection that the law provides. " Not sure what the purpose of this is and if its a good idea. Also "This is in case the pirate attempts to deceive authorities by falsely claiming to be the victim, and not the aggressor." seems useless. so removed it for now
Proposed but not implemented:
- The POB License laws could probably be rewritten to provide better guidance to building gameplay-enhancing POBs, using the same number of words. That would also change the content on not only wording/length of the laws, so its a separate topic.
- The list of criminals and illegal equipment is nearly identical, and the same list could be used for for both cases to save a lot of space
- examples of special permissions for ships could be moved to the request thread to unclutter the house law post
- treating equipment and ships the same (go sell where able or leave) would reduce amount of text and detail
- "Base Licensure" should probably go into a separate forum thread to unclutter the laws post
-------------------------------------------------------------------------------- 1. LAW ENFORCEMENT

1.1 Judgment, Punishment, and Compliance
Individuals conducting criminal activities, or being part of criminal groups, will be subject to on-site punishment by officers of the Liberty forces, ranging from a verbal warning to immediate use of lethal force. Credit fines levied on the spot in space may be up to ten million credits.
Further legal action may follow if applicable. Fines levied via the neural net can be of any value, but can only be issued by the Primary Fleets of the Liberty Forces.
Judgment of officers on duty are to be abided by, but they can be challenged by contacting their superiors. The aggrieved individual has the right to inform officers of their intention to challenge their judgement, but threatening officers in any way is unacceptable.
All officers are subject to judicial review of their actions, and will be answerable to a criminal court of law if their punishments are found to be unjustly harsh or lenient.
Attempts to mislead civilians or Liberty Forces about the meaning or content of the law fall under section 2.5.
1.2 Reporting Criminal Activities
Law abiding civilians within Liberty can report crimes un-witnessed by officers of the law so they can protect them against criminal entities, via intercom or neural net. For the latter option, follow the instructions given in the Liberty Criminal Registry to file a report.
Those who report crimes must be able to provide meaningful evidence.
Piracy is defined as the unlawful disruption of trade lanes, disruption of cruise engines, and/or threats of violence with intent to extort sums of money, equipment, cargo, or personnel.
2.3 Assault
Assault on any member of the Liberty forces for any reason is illegal, unless specifically ordered/permitted by the high command of Primary Fleets.
Assault on any civilian for any reason is illegal except cases of:
- self defense or defense of innocents - broken laws and non cooperation with Liberty Forces - lawful bounties by registered Bounty Hunters and Freelancers
2.4 Non-violent Crimes
Impersonating an Officer: Falsely claiming to be part of any branch of the Liberty Forces.
Fleeing Law Enforcement: Using docking points, jump gates, trade lanes, cruise engines, cloaks, or not reducing speed to 0 when ordered to stop by Liberty Forces.
Public Indecency: Includes, but is not limited to, being nude or semi-nude, participating or instigating acts of sexual nature, and displaying explicit material in the public domain.
Improper Passenger Safety: Transporting more than 650 persons in ships other than Liners, Yachts, or Armored Transports. The Pilgrim Liner is also declared to be unsuitable.
Flying Under the Influence of Intoxicants: Piloting whilst affected by the use of substances that impair the ability to fly in a safe manner.
Causing a Public Disturbance: Encouraging or being part of a public disturbance, which includes, but is not limited to, verbal or physical altercations, pollution, or destruction of property.
Hacking/Sabotaging a Communication Channel: Gaining access to a private, restricted, or reserved channel without proper permission, and/or sabotaging communication on that channel. Includes spamming the system-wide channel with nonsense.
Supplying an Illegal Modular Base: Delivering any materials to an unregistered modular base within Liberty.
Inciting Violence: Convincing or attempting to convince others around you to commit illegal acts of violence against any entity within the House of Liberty.
Military Espionage: Obtaining and sharing classified information, successfully or unsuccessfully, without the consent of the Liberty Government, on any matter deemed to contribute to national security.
Corporate Espionage: Obtaining and sharing, without the consent of the owning corporation, technical knowledge relating to ideas, products or industrial procedures which, because of its competitive value for the corporation, it wishes to keep concealed. This includes, but is not limited to, Ageira White Boxes.
2.5 Obstructing the Course of Justice
Individuals preventing, evading or delaying the administration of justice will be subject to punishments deemed necessary by the ranking officer on duty.
Examples are:
- Destroying or stealing cargo from the wreck of a criminal despite being told not to - Allowing criminals to dock on a station within the House of Liberty - Other attempts to protect or hide criminals or evidence from Liberty Forces
2.6 Known Criminals
All those possessing the following identifications or affiliations are to be considered criminals:
- Battlegroup Harmony - Blood Dragons - Coalition - Corsairs - Farmers Alliance - Gaians - Gallic Brigands - Gallic Royal Enclave - Gammu Artificial Intelligence - Golden Chrysanthemums - Hellfire Legion - Lane Hackers - Liberty Rogues - Liberty Separatists - Mollys - Order - Outcasts - Pirates - Red Hessians - Unioners - Xenos
Carrying weapons and cloaking devices for the purpose of self defense is permitted, unless used to break the law, escape law enforcement, or being of the illegal types listed below.
Affiliating with, working for or possessing identification, ship, equipment or weaponry from following organisations is forbidden:
- Battlegroup Harmony - Blood Dragons - Coalition - Corsairs - Farmers Alliance - Gaians - Gallic Brigands - Gallic Royal Enclave - Gammu Artificial Intelligence - Golden Chrysanthemums - Hellfire Legion - Lane Hackers - Liberty Rogues - Liberty Separatists - Marinenachrichtendienst - Mollys - Nomads - Order - Outcasts - Pirates - Red Hessians - Rheinland Black Market - Unioners - Xenos
The possession of small ships designed and produced for Liberty Forces is also not permitted unless affiliated with the Liberty Navy, LSF, or LPI, or otherwise authorized by the government. These ships are:
- Liberator Light Fighter - Executioner Heavy Fighter - Guardian Very Heavy Fighter - Avenger Very Heavy Fighter - Defiant Liberty Gunboat
Anybody in possession of illegal weapons will be asked to hand them to any station authority, which are required to possess LSF-approved isolation units to safely handle nomad materials.
Illegal ships must either exit the house of Liberty immediately by the route specified by the officer on duty, or be turned in at the nearest station able to provide a replacement. Illegal transport ships are required to jettison all cargo. Refusal to comply will result in destruction of the ship.
An additional fine may be levied if previous infractions have occurred.
- Pitbulls, Bullmastiffs, and Bactrians, if the owner(s) can prove the vessel was not obtained from the Liberty Rogues or the Mollys - Couriers and l’Anes, if the owner(s) can prove the vessel was not obtained from the Gallic Brigands
Requests must also provide proof of friendly standing with Liberty Navy and Liberty Police.
3.2 Foreign Warships
Only warships in service within the ranks of the Liberty Forces are permitted within the house of Liberty. Any destroyer, cruiser, or larger are classed as Warship, with exception of the Corvo Civilian Deep Space Explorer and the Bustard Civilian Light Carrier.
Warships found within the house of Liberty without prior permission will be, depending on the conditions, escorted out or boarded and diverted to moor on Norfolk shipyard in New York. Any resistance will result in the warship being destroyed.
Friendly or neutral warships may be invited and escorted through Liberty by ranking Primary Fleet officers only, for reasons such as:
- Diplomatic talks with the government of Liberty or a corporation based within Liberty - The warship in question needing urgent repairs or resupply. - Flight through Liberty to avoid a warzone.
Permanent clearance for foreign warships to operate in the House of Liberty is not available.
3.3 Homeland Warships
Capital ships of the Liberty forces are not allowed in the hands of those without Liberty Navy, Liberty Security Forces or Liberty Police identification papers, unless prior permission is given by the High Command of the Liberty Navy.
3.4 Restricted Areas
The following areas are restricted to everyone but LN and LSF ships, with additional exceptions listed:
- Zone-21 minefield in New York and the Trans-Alaska Corridor in Alaska, except to LPI, Ageira, DSE, USI - The Virginia system, except the stretch between the Texas Jump Gate and Richmond Military Academy
Trespassers will be dealt with using lethal force.
-------------------------------------------------------------------------------- 4. WARTIME AND FOREIGN AGENCIES

4.1 Hostile Entities
Any vessels belonging to the following factions that are caught breaching the borders of the Republic will be treated as enemy combatants and either forced to leave or shot down. These vessels will also have to forfeit the contents of their cargo hold if the officers on the scene deem such an action to be conducive to national security.

4.2 Foreign Agencies
- The Republic of Liberty does not allow foreign military, intelligence or police agencies to access to its space for any reason.
- The Forces of Liberty will ask these entities to retreat from Liberty space at once. Failure to comply will result in unconditional arrest or destruction of offending vessels.
- The Forces of Liberty have the right to unconditionally arrest or shoot down any ship found to be operating within Liberty space under a Foreign Intelligence Agency.
4.3 Embargoes
No cargo is allowed to pass through the following systems with the exception of "human cargo" in accordance to proper passenger conditions.

Owners must lease the space the base will occupy for the duration of its existence. The following payment plans are possible:

Owners will provide the precise location of the planned installation to The Republic of Liberty. It will be handled confidentially if specified.
Potential problems with base positioning, such as traffic disruption, will result in refusal or a proposed modification.
Construction of bases within 5 clicks of existing an station will require written permission from official representatives of the existing station(s).
Construction of weapon platforms requires specific permission from the Liberty Government, and must be applied for in the same channel. These permissions may cost up to 50.000.000 credits per platform.
A base found to harbor groups or individuals hostile to Liberty Forces may suffer consequences.
Liberty Forces: Liberty Police Inc. (LPI), Liberty Navy (LN), and Liberty Security Force (LSF)
Primary Fleets: Vessels with [LN], 5th|, =LSF= or LPI- identification
Liberty Corporations: Ageira Technologies (Ageira), Deep Space Engineering (DSE), Universal Shipping (USI), Interspace Commerce (IC), Synth Foods, Cryer Pharmaceuticals, and Orbital Spa & Cruise (OSC)
The House of Liberty: The systems of New York, California, Colorado, Texas, Virginia, Ontario, Alberta, Pennsylvania, and Kansas. Laws are also enforced in immediately connecting independent systems if necessary for Liberty's security.
Both posts are then made shorter, mostly be removing words and sentences that don't actually provide information useful for POB building.

Discovery Player Base Guide - Part I

Introduction
Before you build a base that you really want to keep, consider the following:
- Do you have the funds to sustain the base, including purchasing supply transports, paying for deliveries, and if applicable, House Government taxes or Pirate ransom fees?
- Do you have enough suppliers to deliver life support and repair commodities on a regular (often daily) basis, especially in an emergency or unexpected absence?
- Do your ships have ready access to the commodities needed to upgrade and maintain your base?
- Will your base and suppliers be adequately protected from attacks?
- Will you have enough base administrators if something needs to be changed on short notice?
- Are your base administrators familiar with all base commands to properly manage it?
- Will your base have a clear purpose that you will continue to pursue?
- Are your prepared to initiate and maintain communications with surrounding factions regarding your base?
- Are you prepared to allow local law enforcement or warlords access to your base?
- Are you and everyone using your base prepared to comply with all laws the above impose?
If you answered "no" to any of these, know that you are likely to lose your base through the powers that are.
You may of course attempt the experiment and experience anyway, although it is advised that you talk to existing base owners for advice or participation in their endeavors.
The Player Owned Base (POB) feature allows players to construct persistent yet destructible bases anywhere they wish. A POB requires regular supply to maintain as, as it has a built-in decay rate to prevent unused bases from flooding the game.
Apart from being a place to store and transfer items, POBs can also produce certain items if the appropriate factories are built:
- Cloaks that make your ship invisible
- Jump Drives that teleport ships from one location to another
- Hyperspace Scanners that map coordinates for Jump Drives
- Docking Modules that allow small player ships to dock on larger player ships
- Cloak Disruptors that disrupt player cloaks
- Hyperspace Matrix that lets ships jump to your location

Quick Start Guide
The following details exactly what you need to construct a POB, the commands used to do so, and various other tid bits about staking your claim in space.
The first thing you need is Base Construction Platform. Secondly, you will need to obtain the following commodities in the vessels cargo holds:
• 140 PlasFoam Conduits
• 140 Industrial Hardware
• 100 Reinforced Alloy
• 140 High Performance Alloy
• 50 Optronic Arrays
• 50 Heat Sinks
• 30 Fusion Diodes
Once you have that, you'll need to find some prime real estate for your station. Where you build your base is totally up to you and there are no server rules prohibiting station construction. I will offer some advice though:
[color=#FFFFFF]• Keep in mind that you will need to supply the base daily in order for it to survive. Proximity to the basic commodities that make your station tick is extremely helpful.
• Many of the houses currently have in role play laws restricting or forbidding the construction of player stations in their ZoI. Do your homework before setting up shop. Otherwise you may find a large fleet of battleships parked outside beating the doors down with mortars.
• If you know your base will eventually be assaulted, remember that asteroid fields hinder battleship movements.
• Player bases also take no damage from radiation fields, placing one inside a field will give it a passive defense mechanism.
• Once you've found that prime location you're set. Zoom that Base Construction Platform to your location and remember, once you enter the command the base will appear 200 meters in front of you, with the docking bays facing you. Re-positioning a base is impossible. Be sure you're happy before you enter the command to construct the base.
Speaking of that command, here it is:

/base deploy <password> <base name>
Alright, to explain this command:
• <password> this part of the command sets your master admin password; no spaces are allowed and there is no character limit. This password allows you to create and clear regular admin passwords. Do not give it out to anyone you do not trust with your station's life.
• <base name> this part of the command sets the display name of your station; spaces are allowed, but there is a 60 character limit.
Look at that beauty! Your very own piece of Disco, but you don't have time to sit back and sip some tea in your new pad. That station is in need of a crew and commodities to make sure it doesn't turn into a wreck. There are a few things you need to do immediately after your base is deployed. Dock to it with your Construction Platform, this is the only ship that can dock right now. After you are docked you will need to assign docking permissions and a 2nd tier admin password (if you're going to have people helping you run the base). Without these two things done, no one can dock to the station to supply it! Here are the commands:
Once you dock, you'll need to login in order to control the base:

• <password> this can either be the master admin password you set or, after you've set up a 2nd tier password you can use that one here. The only difference between the two tiers is tat a master admin can remove a 2nd tier admin password.

/base addtag <tag>
• <tag> is either the name of the ship or the faction tag prefix. Stations cannot detect suffixes, so don't bother entering them. An example would be OSI-. (no period) This would allow anyone with OSI- as the first four letters in their name to dock to the station. Be careful adding entire ship names as tags. If you enter HeavyTransport as a tag and someone has a ship named HeavyTransport1 they will be given permission to dock.
Station control is still very simple. If you add a tag, all ships with that tag are considered allied. Everyone else is either neutral or hostile depending on the station's defense mode. More about that later.

• This is a 2nd tier admin password. Give it to those who will help you administor the base.
Code:
/base addpwd <password> viewshop
• This is a 3rd tier password. Give it to those who supply your base. It allows them to view shop only, so it's easier to spot when the base requires food or repairs.
Now that those two things are done, you need to get your base some supplies; the place is likely already falling apart without a crew to maintain it! You have a couple of choices; either have a friend with you with the following commodities in his large transport:
• 200 Crew
• 400 Food (see below for different types)
•400 Oxygen
• 400 Water
•XXX Reinforced Alloy
Where XXX is the rest of his cargo hold after he has the other commodities
Or park one of yours nearby and F1 it when no one is around. After you've done what I've instructed you to do above, log into that ship, dock, login as an admin, and then sell the commodities to the base. Now go get more Reinforced Alloy. You'll need to feed the base a steady supply of Reinforced Alloy until it completes construction. Your base isn't completed just because you typed in a Hook command! It starts out at 5% of is maximum hit points, all that Reinforced alloy is to see it to 100%. It will take several days to do so, depending on how many repair commodities you are using. Around 5 days for three of them, or 15 days for one.
My advise at this point is to quickly begin getting the materials for a Shield Generator Module to the station and begin its construction. Without this module, your base is a sitting duck in a pond full of hunters.
Keep in mind bases that are not kept supplied will perish. All cargo and credits on the station are lost. Ships docked to the station at the time of its demise will appear 100k below the system's sun when they un-dock.
Warning!
If you attempt to construct a base and you do not have all of the required commodities; the construction will eat everything you have, but fail. Ensure you have everything required before you enter the command to construct the base.
If you attempt to construct a base and do not give it a name or password all of the required commodities will be remove from your cargo hold, but not base will be deployed.

The following rewrite is the work of Bretgov, I'm just posting here to have a place to edit in a few changes and try to create an "infocard" version.

DSE Rhino freighters with Light Mining Arrays in slots 4-8 are ideally suited to mine the ice at optimal speed, extracting about 5k ice in the time it takes a transport to travel from the ice field to Oceana and back, leaving the the ice drifting in space, ready to be tractored in by the transport on arrival.
Miners who prefer working alone can alternatively use a DSE Hegemon Asteroid Miner with Heavy Mining Arrays in slots 1-4, and use its cargo space to haul ice to Oceana itself, albeit with lower profit and efficiency than a team.

This leads to a profit of 83299 c/s for a Mining Freighter + 5k Transport duo working together (41600 c/s each if they split equally) selling their ice to Oceana.
A Hegemon Asteroid Miner working alone will make 24800 c/s because of smaller cargo and slower mining.
5k Transports buying Pristine Ice from Oceana and shipping it to Nauru in Omicron Delta make 32900 c/s on the one way trip. Similar profit on the way back is made by buying Iridium Ore and selling it to Sabah Shipyard in Coronado.
5k transports who ship the ice to Planet Miura in Okinawa or Planet Metz in Lorraine make 30000 c/s one way.
Non-minable trade commodities rarely go above 12000 c/s profit.

As an example, the line for Argentium Silver us to be understood as buy Tea from Planet Curacao for 500 credits per unit, go through Manchester, New London, Cambridge, Omega-3 ti sell it for 1914 c/u at Freeport 1, ship water from Freeport 1 to Freistadt, and bring Argentium Silver from there back to Oceana along the same systems for a mean profit of 15000 c/s. The route takes about 12 minutes and 30 seconds one way.

Docking Modules provide a self-contained small space craft service and maintenance bay. Larger vessels can harbor one fighter or bomber to dock to their ship per Docking Module equipped.
Docking Modules take up 5 cargo space and can be mounted on Transports, Liners, Cruisers, Battleships, Dreadnoughts, and Carriers.
To dock to a vessel mounting a Docking Module, the vessel must be standing still and within 200-300 range when pressing dock/F3. The DM carrier will get a notification of a docking request. If the carrier then types /allowdock while having the fighter/bomber selected as target, it will dock instantaneously.
You cannot sell or buy anything to the equipment or commodity vendors when docked on a DM.
When undocking the fighter/bomber will appear near the carrier, even if it has moved between systems. If the carrier docks to any base, the fighter/bomber will appear outside that base when undocking.
If the carrier explodes, the docked snub will spawn 100k below the center of the map.
To remove docked ships from your bays, type /jettisonship <shipname>. Shipname is case sensitive.

A Hyperspace Matrix deploys a beacon to which any ship equipped with a jump drive can jump to. The precision is approximately 4k distance, and 1 jump drive battery is required to deploy a beacon.
"Jumper" is the ship with a jump drive.
"Caller" is the ship with the Hyperspace Matrix.
Jumper starts charging the jump drive.
When it is at 80% or 90% (depending on the charge speed of the drive), Caller types /beacon.
Then Jumper types "/jumpbeacon Caller" to jump.
The beacon stays active for 1 minute. There is a cooldown of 5 minutes before the next beacon can be deployed.
