It has been with heavy hearts and horrified shock with which the Rheinlandic Government and People have received the reports of the cataclysmic destruction on Leeds and the immense cost in human life amongst the civilian populace.

It is the belief of the Rheinland Government that the Plight of Man is universal, and that in times like these we must act to preserve the value and sanctity of civilian life. We have ordered that, by civilian means, Humanitarian Relief and Evacuation efforts are to be made available for all members of the Gallian and Sirian civilian populations seeking to escape harm. We urge you to affirm your humanitarian concerns and safeguard Rheinlandic ships of Daumann, Republican and Kruger providing such aid.

The relationship between our people's has been warm and fruitful, and we assure you of our continued neutrality and amity now and in the future. Rheinland understands better than most that in desperate times, desperate acts are a sad reality of war - but we hope and trust that the Gallic peoples shall show themselves above the animalistic slaughter of civilians. In the darkest times, mankind must reach out to affirm the value of life, and we ask you to do so now and assure and ensure that any seeking to escape harm come to no ill fate.
