The incident with USI occurred far from Liberty space, in a system where the Laws of Liberty do not apply. Furthermore, USI was found attempting to supply a shipyard which had been recently wrested from us. If they had not deliberately broken our embargo, there would have been no issue.
We also take offense with your statement that the IMG are "murderous criminals who attack defenseless shippers as retaliation for assisting Bretonia's and by extension, Liberty's war efforts against Gallia". Firstly, a company such as USI would not be stupid enough to send out shipments in contested territory undefended. To call them defenseless shippers is an insult. Secondly, again, we are unable to find any Laws of Liberty that have been broken, so please refrain from calling us criminals. Lastly, the moment Bretonia initiated a hostile takeover of Guild assets instead of negotiations to find a solution, we lost all respect for them and no longer recognize Bretonia as a legitimate government, but rather as despots who would trample over whoever they wish with no regard for anyone.
We would like to take this opportunity to remind Liberty of how we have supported your war effort when reasonable people are the ones holding the discussions.
In conclusion, despite USI having been the cause of this conflict, the IMG harbours no ill will towards the Republic of Liberty, or even USI. We do understand that sometimes, business is business.

Firstly, The Republic of Liberty does not act without evidence and rest assured if such an action was taken against the IMG then there had to have been substantial evidence to warrant the shift in diplomacy, The Republic is not a child with a magnifying glass burning ants for no reason.
Next, the Republic does not need to be reminded of the aid the IMG has provided early on in the war as we all remember it well. it is you who has lost your way during this war that has warranted these actions against your guild. Regardless of what the Bretonian Government has done to you and your assets, you do not go around attacking Liberty Corporations and expect the Republic to welcome you with open arms regardless of where the act was committed.

I can not hide my... disappointment. The moment The Guild have taken a step towards mitigation of the issues, intending to lay down the arms and take a seat at the negotiations table, despite the presence of the people we despise the most - Maltese and Bretonia delegations respectively. We, who value our pride and independence the most, have swallowed it for once for everyone's sake. It is up to you to choose whetever you wish to go on further with this nuisance of yours and behave like immature children, or to actually behave like adults and take a seat at the same table with the same people we do. The current geopolitical issues of the Guild are consequences of your own actions. You claim that we are the ones behaving like immature children while you attempt to take a non-existent moral high ground is a false premise. Repeatedly, you have attacked Liberty shipping and civilians, in direct acts of targeting, an act I may remind you, is a deliberate act of war against the Republic. Coinciding with this, you have repeatedly attacked our allies, paramount to collaboration with the Royalist state which the Republic is at war with, and aligning yourselves with enemies of the state.
During the Aland seizure, I had condemned Bretonia's acts and extended my influence as far as possible, forbidding use of lend-lease technology and weapons in their attacks. Despite their begrudging attitude, they had the courtesy to oblige. I had sympathized with self-defense against the Armed Forces, however that sympathy ends with wanton terrorism against civilians trying to earn their pay and continue with their lives. Attacking military targets responsible for your situation is one thing, hampering the flow of shipping and threatening the lives of those I protect is another.
Our records show that USI had attempted multiple times to bring your Guild to the negotiation table, and you answered with bloodshed. You are only reaping what you have sown and receiving the same courtesy you afforded them.

I am very well aware that what we are facing now are the consequences of our own actions; and i, to a degree, can understand Miss Kirigiri and why in the first place she takes everything related to Aland so personal. That fact, however, does not mean i agree with her course of action and that she have been making all those decisions on her own with the support of her colleagues in Omegas. And i regret i could not be there on time to step in and cut off her temper at the point it have went too far in the strive for Guild's independence.
Standing against the aggression at Aland was necessary, but this have brought some... unpleasant consequences, as a major portion of Guild paramilitary in Omegas take pride in their standoff, shame in that, despite all their efforts it still fell into the Bretonia's hands, and they naturally was not looking favourably at any entity supplying the shipyard that have been unrightfully taken from them. We both understand and acknowledge that at this point it went too far.
If that would be possible - i would like to visit Liberty shortly after to procure another negotiations and figure the way out of this... inconvenient situation. But i would require an insurance that i will not be arrested and taken into custody the moment i enter Liberty with diplomatic interest. There has to be a way to make it out of the situation we find ourselves in.

Point of clarification: We are in no way directly targeting Liberty shipping and civilians.
The blockade is directed at the Bretonians who seized Aland, and is intended to pressure them to return what is rightfully ours. It is not our fault that USI chose to run the blockade. They could have always chosen a different way to earn their pay, one which perhaps did not involve Aland.
You say your records show that USI made multiple attempts to negotiate. Do your records also show that the IMG had but one simple request? Or that USI demanded compensation for their breach of our blockade while stubbornly declaring that they will continue to breach it? That is not a negotiation by any definition of the term.
Furthermore, we have not been aggressive towards any of Liberty's forces or corporations in any other circumstances. We have no interest in conflict with the Republic of Liberty. We only hope that the Republic of Liberty feels the same way towards us. Only then can actual talks take place.
Please accept our deepest apologies for calling you criminals while you have not broken any Liberty laws in Liberty territory, terrorists. What you are saying, is that Universal Shipping Incorporated should have complied with your "embargo" in your corner of Sirius where apparently you get the authority to issue your own decree? Well, you will get to comply with our decree in our territory which is legally binding, is enforced by combined might of Liberty Forces and is absolutely appropriate consequences for actions conducted by your organisation.
Next up, you are trying to imply that us calling Universal Shipping Incorporated transports shipping repair materials to Aland Shipyard, which was vital to the war effort, defenseless is an insult? Well colour us impressed that you have are trying to prove that it is not so horrible to shoot down unarmored transports by your organisation on multiple incidents. It is shameful display of leadership which condones terrorist acts against peaceful transports.
And finally you imply that we "wish to go on further with this nuisance of yours and behave like immature children". It seems that this accusation stems from your unwillingness to accept consequences for committing hostile actions against Liberty Citizens and is a petty attempt to shift the blame on us. Universal Shipping Incorporated came to you, plead for normalized relationships which you refused and kept on engaging their transports with intent to destroy them.
