Buenos Noches, Senor Ecoas and Senor de Motti, we have a subject I'd like to discuss.
I was thinking about the loss we made during the MOA's brief lifespan. Perhaps, you remember how those terrorist scum came to Estremadura and inflicted critical damage to our first super transport - "Barranquilla". This was an unacceptable waste of men and cash. As you should understand, the crux of my message will be the maintain the safe trade for holders of Orange License and independent traders, who pay taxes to us.
So, to maintain safe trade for Orange license holders, we are going to dispatch two security wings closer to our east and south borders. We can deploy them on Ruiz Base, Omicron Beta to secure the eastern borders and on Freeport 10, Tau-37 or Cali Base, Tau-23 to help secure the southern borders. Our western borders are secured by Genoa base and its garrison as by "Phi" sensor network too. According to abovementioned, I doubt, that any trespasser could pass undetected and live enough long to escape the system.
I want to be sure, nobody shall threaten the safety of our customers and their ships within our territories. Therefore, I am to suggest my plan for security reinforcement:
Both groups should contain one "Storta"-class destroyer, equipped with cloaking disruptors, which we shall order from IRMM. Besides that, the ships themselves should be reinforced with 6th-grade armour as a minimum.
Furthermore, both groups should be reinforced with fighter-class ships and heavy bombers to enable them to face any threat and stand their ground until reinforcements arrive from Omicron Tau or Omicron Alpha.
I was also thinking about boarding ships in both wings, but I found them to not be viable in combat scenarios. Perhaps, you as much more experienced warriors could change my mind regarding that idea.

your idea sounds good to me. I would deploy one wing to Ruiz Base in Beta and the second wing to Tau-37. Choosing Cali Base could have also other tactical advantages, I will brief you about that personally at a later date. Due to some changes, it might be beneficially to concentrate more loyal forces to us maltese in Tau-37. I personally never used boarding ships in combat but maybe Daniel deMotti can elaborate on this.
The setup for the two wings seems good to me. Maybe we can reinforce our strike wings with some 101st Ghosts of Razgriz pilots.

A very interesting and good initiative you have here, senors. I will not disagree - the concerns made by my brother have actual place. We need to provide security for the license holders - it will attract more people to have business with us and obviously will raise profits at the end. Moreover, speaking from position of CIO, we will have the better network of agents and spies across the sector. Proposed locations also appear to be good enough. I will appoint some of my best agents for the deeper tactical planning, but it is a time consuming process, therefore we can work with what we have now.
However, between Freeport Ten and Cali base, I would strongly suggest to choose the second option - for obvious reasons of course. Our situation with the zoners is not the best one and I totally do not trust them and their so called neutrality. I insist on deploying this ships to Cali base.
About the formations - groups appear to be good, however on the question about boarding ships. I very much doubt, that they are needed for patrol ships. Their main use is long intelligence operations and protection of carriers. However, you might want to contact any of our Research and Development groups or get in touch with IRMM and ask them to launch simulation of this scenario for you. And then we can decide, but if we find it suitable enough, we can always upgrade ships. Let us start with the minimum and then add additional features. Maybe you can even suck more money from license holders for it.
