I think there has been a misunderstanding. The ship is fully functional, and at it's current state is ready to fly. All primary systems are fully functional.
However, the original project was meant to be a deep space colonization vessel, so it had internal facilities to make that happen.
As we did not know what would you use it for, we decided to contact you and still inform you of the vessel's completion, and to let you "customize" the vessel as you please.

Good afternoon mister Lawrence,
I am glad to hear that this was but a simple misunderstanding and that
the ship is at least able to take flight. With this information we will be able
to clear the dock for you to use. That said, it is still an incomplete product
and as such I cannot justify compensating you for the full amount.
In the spirit of cooperation I will give you the following proposal;
1. Your organization finishes the project and will receive monetary compensation
in the form of 499'999'999 credits, the vessel would be moved to another of our
drydocks in this case so you can work on your own project at the same time.
Or.
2. You deliver the vessel in the condition as you have mentioned and receive
monetary compensation of a sum of 400'000'000 credits. In this case the drydock would,
of course, still be made available to you as per our agreement.

of people as well as fighting off any Nomad threat or pirates we

We would like to inform you that the Colony Vessel has been fully constructed. It now has facilities for military and civilian transportation, all basic supplies needed to maintain the vessel plus all the people that will be on board. It's a fully functional long range colony vessel.

I am surprised this news has not reached you yet, though I suppose as a defense force
Velvet is more in contact with the different Freeports in Sirius.
The Dark Matter Storm in Alberta is rushing towards Freeport 14 at an alarming rate.
I doubt I need to stress how lethal such an occurance can be to the inhabitants of the station.
