Good day from Planetform Inc.,

At long last the arduous war with the Gauls has come to an end. Whats left of the invading fleet is now planting themselves in holes, and generally being a pain in our backsides. Unfortunately, one such hole is Edinburgh, and our main terraforming mission on Ayr has essentially failed in a practical sense. The Kingdom of Bretonia had invested heavily in this project, with a large sum of money paid upfront for this project.

Much of those funds remain unused, and while a large portion of the funds have been made worthless, our accountants believe that, in the case that we find a new candidate for terraforming, Planetform may redirect these funds to it, saving the Kingdom of Bretonia up to 20% of the costs of a full three stage terraforming mission.

While this is little more than a consolation, we feel it presents a good opportunity to kick-start a new project with little initial investment from your coffers, requiring only further funds once the project reaches roughly half way through Stage 1. This is to say, with the 20% left over from Ayr payments, we can set up a base, conduct thorough surveys, install planetary equipment and start pumping the first waves of atmosphere into a candidate planet before you even have to wet the ink on a new contract.

In light of this situation, we at Planetform would like to make a recommendation to the Kingdom of Bretonia to open a brand new terraforming operation in the following candidate planets.

Candidate 1: Planet Wight, Manchester.

1. Located in the highly vital trade route to Liberty, and close to where Birmingham once stood, this planet was once a livable planet some eons ago, and with work, may be livable again.
   
2. Using experience from California minor, which is a similar case study, we feel we can get a consolable planet ready in a much more reasonable time frame than even the relatively fast 80-year California Minor project.
   
3. The Planet is known to have resources, although the space-based operation was considered easier in terms of extraction. With a livable atmosphere, the planet may provide considerable resources to Bretonia for years to come.
   
4. The proximity to space borne ice resources from the Barrier will be a massive logistical win for the project, much like Tau-31 and California minor projects.
   

Candidate 2: Planet Jersey

1. While a little off the beaten track compared to Wight, Jersey is still in a reasonable location, and close to Sheffield, where the Bounty Hunters Guild can offer a high degree of protection.
   
2. As above, using experience from California minor, which is a similar case study, we feel we can get a consolable planet ready in a much more reasonable time frame than even the relatively fast 80-year California Minor project.
   
3. The Planet is not known to have resources, however this is due to lack of thorough research, with some effort, we can determine if this planet has something of value to offer.
   
4. If the Planet does not have natural resources of note, an alternative use of the planet could be something of a mix between Pittsburg and Texas, a planet that while not all that great to live on, is a source of valuable industrial output, potentially handling hazardous materials such as MOX. As is the case with Texas, prisoners may be employed to work the factories that may cover the planet. An extra boon is the planet itself may not need as thorough a terraforming job as a planet that is to be used for agriculture or large scale colonization, the value savings from this are immense.
   
5. As above, the proximity to space borne ice resources from the Barrier will be a massive logistical win for the project, much like Tau-31 and California minor projects.
   

The above proposals we feel offer high value for Bretonia, and as mentioned, 1 of these projects will be fully paid for up to a point, so what is there to lose? It almost must be mentioned, that the option to go for both projects at once is viable, though for the 2nd project we will need to talk terms.

If you are asking whether or not we must choose between one planet or the other, the government requests further details. We assume that planetform has the ability to terraform a planet for either mining purposes or colonization purposes (one being far costlier than the other with a longer time frame).

In the event the Government decided to terraform Planet Wight for the purposes of civilian housing a trade rather than mining, what would the time frame look like?

An absolute pleasure to meet you Secretary East.

To your questions. While Terraforming is a long winded project, one that can be beset by delays, notably from the Gaians, I have confidence that the Manchester project stands a good chance of being completed on a decent time schedule.

California Minor took 85 years, I wager Wight or Jersey would take 90 tops, and I would sign a contract promising it to be done before 100 years, though if I were to make such a promise, I would ask for an early completion bonus, 0.25% of the total contract value for every year the project finishes early relative to the 100 year guarantee. Anything after 100 years will be on our books free of charge.

Conditions do apply however, such as say, the system being invaded, the sun imploding, etc. We cannot be expected to meet a 100 year deadline should the project be halted for some reason.

As an aside, if you were to suggest we make it a mining and/or MOX production colony, we could get that up and running quite fast, within a year, months potentially. I fear however conflicting interests of industry and terraforming, if both were to be conducted at the same time, would potentially render areas of the planet uninhabitable even after 100 years, mining can take a toll, and release hazardous materials, MOX production as well is a dirty business.
