I dont think a name means they are sovereign territory. I do believe however that it offers a small degree of legitimacy to a claim of that effect. I think claims can be mad IC, and I think they can be contested by opposing forces IC.
Well if you ask me, noone really owns Orkney. It is a system that will be struggled by all to claim.
Outcasts, Bretonians ( although they don't really have access to it technically ), IMG/CR, Council..
I just have an irk with this, cause there's not really a way for anyone to prove they control it in RP, and only time will tell who controls the system.
So I don't like Bretonia trying to make a diplomatic agreement that basically sets it in canon that Orkney is theirs, when they're the faction that has the -least- influence in there.
Same deal goes for the Bretonia's claim of the Taus, which is something utterly ridiculous.

If I may, our RP around Bretonia claiming Orkney was based on the following reasoning;
Bretonia is, in RP like Kusari, an expansioninst imperialist power, that being a prime cause of the Tau war against Kusari in their struggle over Tau 31, and as such Bretonia would want to lay claim to as much territory as it could possibly do. I am fairly sure that Unselie has in fact in RP being claiming de jure Bretonian rule over Orkney for a very long time before we even knew about 4.85 and Gallia, so to accuse us of just making this claim up now in an OORP powergaming sense seems to me a little harsh. Of course, Bretonia has never done much to enforce these claims besides floating the occasional privateer round in Orkney, because the system was of little use in RP to Bretonia having no resources.
Now that Orkney is a prime trading hub and vital link to a great new Power, on the other hand, it makes natural RP sense for the Bretonian government to suddenly leap on their old nominal claims to Orkney and try to actually enforce them and gain international recognition of them, because all of a sudden these old claims to Orkney have actually become useful. To that effect, Bretonia would be doing (in my opinion) what we have been RPing it to be doing; i.e. trying to actually persuade people through diplomacy and fairly nominal show of force (as we can only spare a few forces from the Leeds front) of our claims in Orkney and to gain recognition of them, so that we can gain the huge political, military and economic advantages that controlling the gateway into Gallia would obviously bring us as a House.
Technically Bretonia "claims" Sovereignty over Lewis as well, its just that there is blatently nothing Bretonia can do to enforce such claims given complete Gaian control of the system. Orkney is not clearly controlled by any one faction, with IMG and Council having bases there, and so Bretonia would stand a theoretical chance of being able to negotiate them to recognise its authority there.
As leader of the IMG, I'm not entirely fussed about ownership claims or sovereinty. However, nobody should tyr to declare a TOTAL lockdown. That's up to the respective base-owning factions to declare their bases off-limits, if they so wish.
I'm sure Kusari would love to lay claim to Chugoku and Hokkaido and exploit them as much as they can, including restricting access to certain groups. Is that gonna work? I think not...this is a similar situation.
I don't get what everyone is complaining about...if you wanna go there, go there...not really much the BAF can do to stop you...
