With the unfortunate resolution of the Kabukicho affair resulting in the loss of the Mackinac, Orbital finds itself with passengers clamoring for the beautiful vistas of Kusari space but without a suitable port of call to accommodate them. It is hoped that your Golden Dragon Casino could possibly provide a temporary solution until a suitable substitute is found.
I know that you have traditionally limited access to the casino for non-Kusari and that you enjoy the extra security that comes with controlling the shuttles from Deshima station. Likewise on Orbital's end we have only run special charters to the station to avoid cannibalizing passengers from the Mackinac. With the changing situation, however, it is hoped that direct routine commercial flights to the Golden Dragon could be arranged which allow both of our organizations to prosper.

We pity the loss of the Mackinac ourselves. A failure in security led to such a catastrophic result. But we have learned something, apparently the terrorist cells had too much room to breath in recent times, permitting them to gather enough forces for such a strike. Sums for their death raised up to new heights, we encourage Orbital Spa & Cruise security personnel, mostly those seeking revenge, to consider signing up on our job board.
We expected the loss of the Mackinac to be a harsh hit for OSC's business within Kusari. The Hawaii's position is vital to business relations, so moving it to Kusari is out of question anyways. Due to the fact that the Golden Dragon falls under my jurisdiction within the Hogosha Alliance, I welcome this temporary solution.
Keep in mind that the Golden Dragon cannot accommodate as many passengers as a Liner used for sightseeing tours. We have a rather limited availability of actual hotel-like rooms.
Instead of letting people stay on the Golden Dragon, we would rather open it as an 'OSC exclusive' attraction for Gaijins to make use of. A combination of your newest small luxury shuttles, the Dorado, being used for sightseeing tours, usage of the luxurious quarters Deshima, the Golden Dragon and by extension Junyo can offer, in addition to the unique experience the Golden Dragon can offer should suffice to keep your business flourishing until a permanent replacement for the Mackinac can be provived by your side.

While it is less than ideal, this partnership is likely to be the best solution for the current situation. I agree that the Dorados are the perfect vessel for shuttling patrons between accommodations on Deshima and attractions on the Golden Dragon and Junyo. Even with the immense luxuries available on Deshima and the Golden Dragon, the system's biggest attraction will always be its clouds. The observational windows on the Dorado will more than earn their keep.
Let Shikoku become a destination system for the patrons of Sirius looking for an experience with a view, and may both our organizations prosper as a result!
