My name is Jonathan Seabourne and I am writing to open negotiations for a B2 permit for Orbital Spa and Cruise to formally operate in Gallic space. With the end of the war, we hope to serve as a bridge between Sirius and Gallia, and we welcome the opportunity to establish a formal working relationship with the Confederation as one of our partner houses. Your permit process requires an organization to show evidence of direct negotiation with a member of the assembly and I hope that this transmission can begin that process.
I hope to procure a license for OS&C vessels to legally transport various classes of passengers (passengers, tourists, vacationers, courtiers, etc) to and from destinations in Gallia. Specifically, we are looking to secure the following Freedoms of the Stars:
1 - To fly routes through Gallic space without stopping
2 - To land OS&C vessels for the purpose of maintenance and refueling
3 - To fly passengers of all forms from Sirian origins to Gallic destinations
4 - To fly Gallic passengers to Sirian destinations
5 - To fly Gallic passengers from one Gallic destination to another while originating from or continuing on to a Sirian one
At this time, we have no interest in attempting to license routine commercial service entirely within Gallic space nor do we wish to procure a license for transporting cargo. We do request that the privilege of transporting goods for our passengers to enjoy in flight be extended to OS&C vessels provided we do not attempt to purchase goods for export nor sell goods in Gallic space. Obviously, we will not transport goods considered contraband by the assembly through Gallic space.
On that note, I would also like to advocate for a special goods license for the Breezewood's exotic dancers, which I believe are still listed as contraband in Gallia.
I am sure the assembly has its questions and I look forward to meeting all of their requirements to open up Gallia to routine commercial service.

The Parisian Assembly would like to apologize for the delay in reply. At the moment, changing laws, establishing borders, and the like, things that are global in nature, are more important than establishing local relationships.
Nevertheless, at the moment the load has significantly decreased, because of which the representatives of the Parisian Assembly can give you an answer to your request.
At the moment, you should understand that the Parisian Assembly consists not only of representatives of the Republic, which members friendly to all Sirius Houses, but also of other parts of the Confederation - the Duchy of Burgundy and the Gallic Minarchy. As expected, the establishment of any trade relations will be "growing in nature", which is facilitated by a number of reasons related to the past relations of Gallia and all of Sirius. However, boosting the economy is vital for the Confederation, and the Paris Assembly can give you permission to operate in the Confederation space.
In order to obtain a license, you must use the following section: [OPEN]. It is also worth noting that the Paris Assembly is able to revoke your license if you violate the laws of the Confederation.
As for Exotic Dancers, the Parisian Assembly is discussing a revision of the contraband list. This can lead to the fact that Exotic Dancers become legal in the space of the Confederation, but subject to the conditions of transportation. Or it will lead to the fact that transportation will require a special license. One way or another, this question remains open, and the Parisian Assembly will inform you of the changes.
Until then, the transportation of dancers across the territory of the Confederation still an illegal activity. Alas, there can be no exceptions so far.

I thank you for your prompt reply. I know Gallia has much on its plate right now, and I am impressed with the Assembly's abilities to process a potential license request as quickly as you have. Gallia's current contraband list does present a barrier to the Breezewood operating in Gallic space, but the possible revisions give me hope. OS&C always welcomes partner house legislation that ensures that all passengers and crew are only transported in vessels that treat them like people and not cargo. I will put in for the formal B2 visa to allow OS&C ships to operate in Gallic space, though my journeys to the confederation will likely be in smaller shuttles that are in full compliance with the current laws.
I look forward to the day when Breezewood can fly to New Paris with the full blessing of the assembly with all of our accoutrements intact, whatever additional licensing that will require. I appreciate the delicate nature of intra-Confederation politics, and I hope that this will be the start of many bridges that link the peoples of Gallia and Sirius closer together.
