As the faction leader and the one who ordered him to do this, I am hereby requesting that I either receive this punishment instead, or receive equal punishment to Borchers. I was unaware that this would be considered an attack, and given the contextual lore backing thought it to be an appropriate and advisable course of action. It will not happen again.
Additionally, it may be prudent to add somewhere within the rules that destroying someone's ore is considered an engagement.

Here's my take (as the sanctioned player).
The GMG and RM are outright hostile towards one another. In an attempt to potentially generate a nice little interaction - with or without actual shooting - we flew some RM ships one system (more specifically, something like 35K) out of their ZoI.
One of us then did some "posturing" in-roleplay to provoke a reaction from the two GMG ships present. If I'm not mistaken they didn't acknowledge our presence whatsoever. Instead, the smaller mining ship simply continued mining.
In my opinion this could be considered a very minor (and normally not worth mentioning) metagaming offence. They likely would've - at the very least - taken some security precautions with hostiles present. But because they knew out of roleplay - based on the RM's ID - that we couldn't harm them if they didn't harm us, they decided to pretend we didn't exist.
If it's deemed a rule breach to try and grab a miner's attention by shooting their ore while ever-so-slightly out of your ZoI, it seems strange to me that changing your behaviour so radically - based only on out-of-roleplay knowledge - isn't against the rules.
What I think would be the healthy approach to seeing a rules violation report like the one this sanction is based on is to take a good look at the circumstances. Yes, the RM obviously tried to "bait" the opposing faction. Yes, the GMG obviously acted unnaturally because of their knowledge of the RM's ID. So, considering the only thing lost here is one cruise disruptor on my end, and 30 seconds worth of mining on the GMG's end, perhaps it'd have been best to just discard the report?
Going to Sigma-59 to harass the GMG is more suited to the MND ID, it's not the intended role of the Rheinland Military. Since we recently stated that someone stealing your ore is considered enough grounds to warrant self-defence (and it's not much of a stretch to include destruction of property in that), it shouldn't be something people are using to bait fights outside of their usual zone of influence. Baiting people outside of ZOI has not been looked upon favourably in the past either.
I will acknowledge that this wasn't a clear cut violation of a written rule and is one of those questionable grey areas, but at the same time the amount taken from you was very small.
