⚜ABOUT
Les Ordonnateurs (the Ordinators) is a Office of Confederal Intelligence faction. It primarily enacts the will of the Confederacy throughout the new Gallia and beyond; ensuring it's stability and prosperity, and projecting the remaining vestiges of its power across the sector when needed. But Les Ordonnateurs does not confine itself within the rigidness of the Confederacy's diplomacy; having no qualms with cooperating with unlawful elements across the sector if it means furthering the ambitions of themselves and Gallia.
Les Ordonnateurs has it's origins within the Gallic Junkers, which for the sake of lore are referred to as Les Ferrailleurs (the Scrappers). The Gallic Junkers can be considered the original Gallic Intelligence faction, before the faction and its ID were unfortunately retired (and then GRI ID brought it later). Because of these origins, whilst Les Ordonnateurs does ultimately enforce the will of the Confederacy, it is largely speaking more empathetic to the Duchy, and is less friendly with the Minarchy because of the Union Corse. It is impartial towards the Republic.
Within Gallia, Ordonnateurs typical operations consist of supporting local security forces in the deterring and destruction of hostile unlawful elements that would threaten the safety of the Confederacy and it's citizens. Outside of Gallia, surgical strikes against foreign hostiles are commonplace, as well as cargo interdiction against rival elements.
⚜HISTORY [WIP]
Les Ordonnateurs has it's origins within one of the more powerful societies that previously resided among the now-defunct Gallic Junkers - often considered the original infiltrators and spies of Gallia.
When Gallia was revealed to Sirius in 817 A.S (733 A.G.S) the Gallic Junkers - colloquially known as Les Ferrailleurs in Gallia - role in Sirian espionage was made redundant, as Sirius now knew they were not to be trusted. Now ready to bring the might of its war machine crashing down upon the unprepared Sirian populace, the Crown declared that (for the time being) it believed it no longer had a need for military intelligence. The Royal House was done with them.
As a reward for their service, they were granted mass wealth and holdings throughout the Kingdom, and elevation to higher lawful status. But the Ferrailleurs once great influence was now on the decline. Their arch-rivals, the Union Corse (who for centuries had tried to persecute and undermine the Ferrailleurs), took advantage of the turmoil to tarnish the Ferrailleurs standing within the Gallic underworld - their once good standing with the Brigands and Maquis coming to an end, and the Council now treating them with disdain.
The Ferrailleurs took this as an opportunity to evolve. They had previously established a small number of spaceborne and planet-side corporate scrapping businesses, and with their lawful status expanded these across the kingdom in a grand reformation of their image. Several powerful lobby groups were installed within local Governments, allowing them to achieve a monopoly over all the scrap fields in the Kingdom. Private Ferrailleur militias were created to thwart possible dangers now posed by the Gallic underworld, with the most battle-hardened being deployed to assist the Gallic Royal Navy on the frontline against the Sirian scourge; juggling duties between combat and privateer work. Contrary to the perception of a Sirian Junker, the modern Ferrailleur was wealthy, intelligent, educated and above all else crafty - a trait honed by years of service to the Crown as it's agents. For the latter part of a decade, the Ferrailleurs maintained a comfortable position in Gallic society for themselves and the other Ferrailleurs. The Union Corse and their allies repeatedly schemed to bring them down, but their attempts would only end in failure. That is until Gallia began to lose the war, both at home and abroad.
The increasing instability within the Kingdom significantly hampered the Ferrailleurs ability to maintain their hold over the scrap fields. Furthermore, the increasing unrest, defections, and mutinies of Gallic Naval and Security forces began to endanger the Ferrailleurs shipping routes - often being attack by the Union Corse and their cohorts. In time, this violence only intensified. The Union Corse became more tenacious, openly attacking Ferrailleur stations without fear of reproach. With the majority of the militia operating in Bretonia and unable to return, Many Ferrailleurs lost their lives in the raids - the spaceborne population becoming decimated. The Government lobbies fell apart. The Ferrailleurs planetary holdings then became significantly reduced, to minimalize their presence in order to avoid the persecution they were facing. Unfortunately, all these events eventually culminated in the near-total eradication of the Ferrailleurs from Gallia.
Fearing for their safety the Ferrailleurs declared that to continue their survival it was necessary for them to escape into Sirius, exiling themselves away until they could safely come back. Key members of the Ferrailleurs would remain in Gallia but living incognito - it's members acting as agents within other groups. At this point, the Ferrailleurs were only existing as a secret society in Gallia, patiently watching and waiting for the time when they could safely step back into the limelight.
With the formation of the Confederacy and the end of the war, an opportunity arose for the Ferrailleurs to make a return: there was an unoccupied void in which they could make use of their intelligence-gathering and espionage skills. The Office of Confederal Intelligence had recently been formed from the remnants of the Council and the GRN, but was still mostly formed of individual cells, and lacked an over-arching command structure, with no single concentration of power. If the Ferrailleurs were able to take over the OCI, they would have access to an unparalleled level of influence through its intelligence network, and could work towards rebuilding it's wealth and continuing it's secret war with the Union Corse. With a clear objective in sight several influential figures Ferrailleurs came together and iniated 'Les Ordonnateurs IRIS (Intergalactic Recon, Intelligence and Special-operations) Protocol', adopting Ordonnateurs (Ordinator in English) as name for their group.

Hi.
Will likely work towards an SRP first as a means for the faction to prove itself worthy for Officialdom.
Activity will be more focused on intel activities and snooping, and if possible shooting things outside of Gallia rather than inside it.
We'll do Lawful Cargo Piracy where/when possible.
Will shoot OC and CR everywhere.
Here's hoping the faction can play a big part in Gallic politics, as that side of Gallic RP has untapped potential.
The history is a bit rough. I've pushed it out because I feel like if I don't do it now, I never will (extreme writers block). I prefer to write history as I go along, and pick up ideas from faction members. I'm also pretty fresh to Gallic lore and I think giving this writeup exposure for feedback sooner rather than later is smart.
Also, I think I've quite liberally misused a lot of French grammar/punctuation so I'd appreciate people pointing out any errors.

You mean these Gallic Junkers who used to act like Gallic Privateers? Gallic Junkers who used to collect information behind the enemy lines? Gallic Junkers who were loyal to the crown?

Most of the Gallic junkers were murdered by the Maquis, however, survived, mostly, joined the GRI and then - the Enclave. Probably this is what Cat meant
From the description it just appears that the OP misperceived one problem existing in game, namely frequent reference to GRI as to Gallic Junkers (like in missions) because the ID and IFF of the latter became the one of the former. Not sure if this is where the idea came from, just a hypothesis.
Still, an intelligence unit comprised of some junkies looks weird. Still, manageable.
My question is why CR is put more hostile than the Enclave? I am flattered as a member of a pro-enclave faction yet still I do not understand this stance.

GJ ID was a lawful ID. I didn't see any indication in lore they had joined Enclave, but rather most just became Freelancers or joined existing groups in Gallia that would have them (which is what I did with Luc LeMarsh).

GJs aren't being directly referenced as GRI, but that GJs purpose was essentially acting as the OG GRI before an actual GRI ID was added.

GJs =/= Sirian Junkers. Both were very different, and personally I always felt that the faction would have benefitted from a rename to something like Ferrailleurs.

Small mistake due to rephacks that don't reflect current things. CR in hostile diplo as well as their part in the objectives list has been removed.
