I think this rule should be modified to apply to transports as well as caps. Since the behavior exists for both, it seems reasonable that both have that coverage.
Having been on the receiving end of someone not being "hostile", but using the flip to keep a ship from docking until they summoned someone that Was hostile, I think this needs "equal protection under the law".

Nice trolling, but there was no piracy involved. I was smuggling, the person doing the "flipping" never spoke to me prior to the hostile arriving, and the LEO came straight to the base I was trying to dock at with NO reason to be there. They even mocked over it after I was "caught".
We are talking about an exploit of the engine physics. My only concern is fixing a selective application of the rules .
