Bonjour,
It has come to my attention that there are a number of clean up tasks that need to be completed around Gallia, remnants of the war that still linger in space. One such reminder of the war is the Battleship Arles in orbit of Marseille. As you must already know, the ship took extreme damage during the conflict and rained down parts of its own structure upon the planet.
We took the initiative and performed some preliminary scans on the vessel, what we concluded is that the ship's reactor was destroyed, the electrical components are likely mostly fried, and the forward gun is not operational. The ammunition cache was struck, causing a great deal of damage to the super structure of the vessel. Without a more detailed scan, along with an attempt to board and run what diagnostics we can. We cannot say for sure what parts of the ship are reusable or what parts could be melted and recycled.
To conclude, I would like to formally ask permission to board the vessel with EFL engineers to determine the viability of saving parts of the ship, if possible. And if not, then begin plans to clean up the area of space and recycle the battleship.

Monsieur le Président,
A large holographic image of Vaillant sitting on his command chair appeared. We could see the old Kingdom of Gallia emblem on the back of the chair as it was not facing the screen. Suddenly, the chair turned in a fast move towards the luminous screen showing up a determined Vaillant holding a glass of wine in his left hand.
I guess we haven't met yet. I am Pierre Vaillant, Commandant of the former Marine Royale and now of the nascent Marine Nationale.
I am going to tell you something, Monsieur Lacroix. This is not the first time I deal with such matter. Before the final push in New London, I had found a great interest in the Cassard. This relic of the Second Gallic War had seen no interest for years by the authorities of the Gallic Royal Navy and was abandoned around the Languedoc Minefield.
However with the situation on the Bretonia front that grew dire, it was essential to use all our resources for...our machine de guerre -our war effort- and I contacted GMS in order they bring the Cassard to Fourchambault.
And now...you bring to me the Arles...He cracks an evil grin
I believe we can do a similar investigation to the Cassard's case with the Arles. Yet I imagine this won't be that easy.
You are free to board the vessel and conduct a global viability analize of the wreck. In any way, this battleship is not going to stay in orbit of Marseille, whatever its fate may be...You understand this is urgent.
Keep me informed of your progress. I won't be far from you...

Bonjour,
Some of the finest engineers EFL has to offer have managed to board the derelict of the Arles. The ship was not as sturdy as originally believe, having degraded at a quicker rate than anticipated. One of our away team was injured as a result. The 10-hour long operation however did bear fruit, and I would like to provide a summary of what we found:
The Battleship Arles is beyond repair, instead it would be best to scrap and recycle what could be used from the derelict,
Detailed scans have indicated that in excess of 90% of the ship is considered damaged beyond repair,
We have estimated that total salvage and deconstruction time to take 5 months at the initial outset.
The Water Purification system on board the vessel is still intact,
One of the batteries of the forward gun seems to be physically intact,
Command deck computer systems are operations, however their memory banks are grievously corrupted.
Furthermore, our 5 month estimate is predicated on a prefabricated construction being placed around the Battleship to facilitate the salvaging process. The ship is in no shape to be moved from its current location without further risking rapid decay and more material raining down on Planet Marseille.

Merci for the information Monsieur Lacroix. I have been awaiting with a great impatience the results of your investigation. From what I see, you have conducted a professional analysis. I wish your team will recover in the better delay.
I have been there during the battle of Provence, defending the Arles. I expected the ship being beyond of repair, yet I wanted to be certain of that. Perhaps we can use the still intact and functional materials aboard the ship once the salvaging operation begins.
However, I must ask you to wait before starting any salvaging operation. I have learned myself this morning from my superiors that the Parisian Assembly had received a communication from the Minarchy asking let the Arles to its current location. I will keep you informed, or I believe the Parisian Assembly will contact you shortly.

Bonjour,
This is indeed troublesome news.
I would ask that you advise the Assembly in the strongest possible tone, that the Minarchy's wish to leave the ship where it is, presents an extreme danger to public and environmental health of Planet Marseilles.
If the derelict were to continue to degrade at its current position, it could shower the planet with debris or, cover the orbits of the planet in enough material to make landings and takeoffs near suicidal or, the husk may collide with the planet, resulting in a catastrophic event.

Of course sense will be reached. I am perfectly aware of the great danger that represents the Arles for Marseille inhabitants.
The Parisian Assembly is made of sensed men, at least I hope and they are aware of this too. An actual solution to this problem would be to move the Arles out of Marseille's orbit in the possibility that the Assembly accepts the Minarchy's proposal. Your help would be needed for such case.
I as well believe that the remaining wreck of the Oblique on Marseille has to be removed as well. Or perhaps Minarchy will be against, again...

Bonjour,
As I mentioned before, moving the derelict from its position comes with extreme risk. Not only to the personal moving it but the planet itself. The range of terrible things that could happen to the planet maybe accelerated by us attempting to move the wreck.

Mes salutations Pierre Lacroix
I'm the officier Marinier Emma Colin, my apologies for appearing like this in this communication. I'm here to tell you that Commandant Pierre Vaillant is currently busy, he has a lot to do you know. That's why he asked me to warn you that the Assembly is well aware of the issue and that it is thinking about it to remedy it. At the moment we just have to wait for the verdict of the Assembly.
veuillez m'excuser

I hope the wait has not been long for you, once again Commander Pierre Vaillant is busy at the moment, and once again he asked me to tell you that the Assembly has taken the decision that the case of the Battleship Arles must be settled between EFL and the GPM.
Au revoir
