It's an RP server built around the idea that action and game play is inevitable else the "game" would be nothing but this forum without a virtual 3d space game to play.

I believe it is exactly that, an action game server that requires RP, not the other way around.

Yes, it says exactly that, RP is mandatory, as in it is required. I don't see any contradiction. This still is an arcade space shooter (with vacuum has friction mechanics) with MANDATORY roleplay around it.
If offered a moral dilemma, is your pilot's opinion separate from yours?
If you answered No to any of those questions, then you aren't roleplaying, you're just saying whatever you feel will get you to the pews.
That is the problem I see with the community at large. It is not a character, it is just a mechanism to meet the "RP" requirements. There are people that RP in game, but I do not believe they are a majority.
Ex (thought exercise, don't answer):
2 Unlawful gunboats encounter a partially outfitted transport with a partial cargo. The transport captain begs them to let him go, siting the fact that he obviously hasn't got the money to pay them; just look at his ship and hold.
Do you have a standard answer to this, or does it vary depending on which faction you are flying, what faction the transport is, etc? If your answer is the same regardless, then you are not RPing.
This is literally a multiplayer online role playing space-shooter game with PVP enabled, on a server which enforces the need for roleplay.
Either you're making an argument that the required "standard" for roleplay be increased, arguing semantics, or not making an argument from logic at all.
What I was really hoping for is a higher standard from individuals.

Role Play is putting yourself into the mind of someone else. It doesn't matter whether that person is futuristic or historical, real or fictitious. What matters is that, while you are role playing, that person dictates who you are and how you react in the environment. I will admit that my mindset is founded in tabletop gaming, but a character should be recognizable AS a character as opposed to the name of a ship.
The POB Attack Declaration I quoted earlier wasn't a person, it was an excuse to destroy a POB. It didn't even have the cliched nonsense of "You're blocking my sunlight" that was popular some years ago.
Role play in that case would have been finding out who the base belonged to and justifying the Character's, not the Player's, need to see it destroyed. It would also be reporting the base if it was NOT a faction the Character would attack.
The flip side of that whole tirade is that it was accepted both by the community and the management as business as usual. If you are going to accept that standard, attacking four bases from one MeLance, and the various other things routinely found in the Attack Declaration thread, then you might just as well get rid of the requirement for RP.
As to my writing a suggestion, I will admit that I am having a difficult time quantifying what needs to occur, being in the class of knowing what I don't consider acceptable but not being able to define a minimum standard, probably because different norms apply to different factions.
Seems like the same dumb stuff is going on again... same people it seems... simply setting up shop in a different racket. Looking at Niobium and now Tur laidir, and no doubt some more...

Lack of any RP contribution of a POB that was not even letting indie AIs on combined with system-wide ooRP messages and mucho RP is definitely speaking for the necessity of such POB's existence. Good riddance
